HomeMy WebLinkAboutBoard of Commissioners - Minutes - 12/17/1974MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF ·couNTY COM!".1ISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adj"ournment, the Board of County Commissioners of Otter Tail County Minnesota met at 1:30 P.M., Tuesday, December 17th, 1974, John Snowberg absent. Upon motion made by Richard Dillon, seconded by Andy Leitch and carried, Marie Johnson, Paddock Township, was denied a request for abatement of penalty on last half of .1974 taxes. Upon motion made by Andy Leitch, seconded by Richard Dillon and carried, the County Auditor was authorized to advertise for bids to be received for a bookkeeping machine, date for letting same to be set at a future meeting. A meeting was held with the various legislators representing Otter Tail County, the following-being in attendance Senators Roger Hanson and Wayne .Olhoft and Representatives Frank DeGroat and Dave Fjoslien and Representative elec,t, Keith Langseth. Motion was made by Richard Dillon·, seconded by Hub Nordgren and carried, to re-appoint Kenneth Clambey and Alva Krekula as the Otter Tail County Agricultural Inspectors. Upon motion made by· Andy Leitch, seconded by Richard Dillon and unanimously carried, Paul Peterson was appointed to represent the Tnird District on the Otter Tail County OEDP Committee~ < Upon motion made by Hub N(?rdgren, seconded by Richard Dillon and. unanimously carried, the following were re-appointed as members on the Otter Tail County OEDP Committee: Russell Parta -1st District, Lewis Ruark -2nd},District, Norman Boehne·:.. 4th District .:,:.,J T Upon motion made by Hub Nordgren, seconded by Andy Leitch and unanimously carried, the following resolution was adopted: RESOLVED by the· Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS there is statutory authority for the County of·Otter Tail to insure and protect retired officers and employees entitled to benefits under any public employees retirement act and their dependents under a policy or con- tract or insurance or benefits covering life, health, and accide:nt, medical and surgical benefits or hospitalization insurance or benefits; WHEREAS there is vested in the County of Otter Tail authority to determine that a person is a retired officer or employee if a portion of the per- son's income was received from the County of Otter Tail; WHEREAS a retired officer or employee may elect to be insured and protected upon written order and application an:d payment to the County Audi tor, ·the premium of his insurance, NOW, THEREFORE, be it resolved that retired officers and employees of the County of OtterTail may elect to have the continuing benefits or coverage presently had upon payment of the.premium therefor to the County Auditor.in advance on an annual basis. Upon motion made by · Andy Leitch ----'---------e------ seconded by and unanimously carried, the following ------------'----Hub Nordgren -resolution was adopted: RESOLVED by the Board of County Commissioners of.Otter Tail County Minnesota, that WHEREAS Otter Tail County, in conjunction with Grant County, parti_cipated in a joint highway construction project C.P. 74-T54-T60, and WHEREAS the above contract has now been completed to the satis- faction of the County Board, and by resolutation dated November 5th, 1974, authorization was given-for the final payment covering the construction of said proj,ect, NOW, THEREFORE the County Audi tor is hereby authorized and directed to issue a warrant in the amount of $10~799.20 to the Grant County Highway Department to cover engineerif!-g costs, regravelling, seed and seeding and relocation costs. Dated at Fergus FaHs this 17th day of December, 1974. ATTEST: Clerk Upon motion made by Andy Leitch, seconded by Richard Dillon and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS.on July 9, 1974 the Board accepted the bid of Minnerath Construction Company, Cold Spring, Minnesota for grading and aggregate surfacing on CSAH #29 in an amount of $126.419.12, and WHEREAS the above contract has now been completed to the satis- faction of the County Board at a total cost of $129,894.41, an increase of $3,475.29 due to normal variation, and NOW THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $14,581.15 payable to Minnerath Construction Company, Cold Spring, Minnesota as final payment for this work. Clerk Upon motion made by Andy Leitch, seconded by Richard Dillon and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, th.at WHEREAS on May 7, 1974 the Board accepted the bid of Marki-Sand & Gravel, :Fergus Falls, Minnesota in the amount of $351~481.00 for aggregate base, p~ant mixed bituminous surfa~e and overlay for CSAH 1, 12, 39, 72 and two locations in Amor Township and one in Everts Township, and WHEREAS the ab~ve ·contract has 1101~ been completed to the satis:- faction of the boarci at.a'.tota1 cost of $370,908.54, an increase of $19,427.54 due mainly to additional work that was done under a supplemental agreement, .NOW, THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amow1t of $82, 104,. 7-1 payable to Mark Sand & Gravel Company, Fergus Falls, Minnesota as final payment for this work. · Dated at Fergus FaHs, Minnesota this 17th day of December, 1974. WHEREAS the above contract has now been completed to the satis- faction of the County Board at a total cost of·$186,103.48, an increase of $3,002.73 due mainly_ to the need for additional aggregate base and wearing course mixture·, NOW, THEREFORE the Courity Audi tor is hereby auth'ori zed and directed to issue a warrant in the amount of $22,004.63 payable to Mark Sand & Gravel Company, Fergus Falls, Minnesota as final payment for this work. Dated at Fergus Falls, Minnesota this 17th day of December, 1974. ~ , c?: .21J:4:: /Chairman ATTEST: Clerk I Upon motion made by Andy Leitch, seconded by Richard Dillon and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on May 7, 1974 the Board .accepted the bid of Mark Sand & Gravel Company, Fergus Falls for aggregate base and plant mixed bituminous surfacing on C.H. #119 in an amount of $93,026.50, and WHEREAS the above contract has now been completed to the satis- faction of the County Board at a total cost of $90,693.53, a decrease of $2,332.97 due mainly because of less1oearing course mixture and bituminous material for prime coat were needed,. NOW, THEREFORE the County Auditor is hereby authorized and directed to issue a warrant in the amount of $9,113.23 payable to Mark Sand & Gravel Company, Fergus Falls, Minnesota as final payment for this work.
