OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, November 12th, 1974, all
members present.
Wendell· Huber appeared before. the board and reported on progress
to date on reinforcing the dam at Phelps Mill.
Motion was made by George Walter, seconded by Hub Nordgren and
unanimously carried, to accept a petition signed by interested parties concerning
a township road in Perham township.
Upon motion made by Richard Dillon, seconded by John Snowberg and
unanimously carried, the following applications for reduction in the assessed valu-
ation of personal property and real estate were approved:

Upon motion made by Hub Nordgren, seconded by Richard Dillon and
unanimously carried, the county auditor was authorized to advertise for bids to
be received until 10:30 A.M., December 10th, 1974, for a standard 1975 model
automobile to be used by the Sheriff's Department:, to be paid for under Revenue
Sharing Funds.

on the condition the majority of resort owners agree to go along:
RESOLUTION
OTTER . TAIL COUNTY'
POLICY ON RESORT SIGNS.ON LOCAL ROADS
The basic intent of this policy.is to provide a means whereby.the resott
owners can give adequate directions.for reaching their facilities and.
giv_e the motorist confirmatory.guidance:or reassurance that he is on the
right road.
The policy will operate within the guidelines put forth in Traffic Engin-
eering Bulletin No. 72'-7, dated Ju11e 27, 1972, as. they apply in_ Otter Tail
Cou11ty.
1. The County will establish an average unit price per slat by taking
all the sign materials required at an average sign installation
and dividing by the average number of slats •
2. The resort owners will pay . 75% of the average unit price :per· slat.
3. .The Comity will pay 25% of the average unit price per slat.
,, 4~ The County will provide all the mounting.costs.
5 •. The resort associations will form a: "Sign Coiµmittee" to
a. review individual requests
b. determine eligibility
c. guarantee payment
d. submit periodic written signing requests to the County.•

Name of resortas-it will appear on the slat.
J1ark the location of slats on a County map. ·
Transmit payment to cover the resort owners' share
of the signs requested.
Note: If two slats are needed, it will double the cost.
· 6. All replacements will. cost the resort owner the same amount as a
new sign ·at the time installed. ,
. 7. No refunds :.on any ordered sign.
8. County will remove or refuse to install any sign which.it has deter-
mined would violate any :Federal, State or local ],aw or regulation~
9. The County will remove and re-install, if possible, any sign which
would be a hazard to the public safety.
· 10. .. The County. Board .. reserves the right to change· or modify . this. policy
in the public interest in the future. ·. This includes the .periodic
adjustment of the average unit price per slat.0
11. The Township Board must support this policy before any signs are
installed on township roads.
12. The final decision on the installation of any sign will remain
with the County.

unanimowiy carried, the following resolutions were adopted:
RESOLVED by the Board of County Commi~sioners of Otter Tail
CoW1ty Minnesota, that-
WHEREAS on April 9, 1974 the bid for mowing Area C in Otter Tail
CoW1ty was awarded to Gunvold Olson, Hewitt, Minnesota for $5,102.24, and
WHEREAS the above contract has now been completed to the
satisfaction of the coW1ty board at a total cost of $5,094.44, a decrease of
$7.80 due to a deduction of .15 mile,
NOW, THEREFORE the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $689.62 payable to GW1vold Olson,
Hewitt, Minnesota as final payment for this work.

Vikesland Construction; Fergus 'Falls, Minnesota in the amount of $75,796.78
for grading on a road on the Grant County Line, and
WHEREAS the above contract has now been completed to the satis-
faction of the county board at a total cost of $76,872.90, an increase of
·$76.12 due to normal variation,
NOW, THEREFORE the county auditor is , .hereby authorized and
directed to issue a warrant in the amount of $38,436.45 to Evavold-Vikesland

WHEREAS said contract has now been completed to the satis-
faction of the County Board at a total cost.of $64,914.72, a decrease of
$653.28, due to normal variation,
NOW, THEREFORE the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $6,471.11 payable to Evavold-

work, to be issued out of Federal Revenue Sharing Funds.

for $50,718.70, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $50,452,03, a decrease of $266.67
due to normal variation,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $5,079.60 payable to Ed Zimmerma:n,

Motion was made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, to set the cos.t of living for personnel policy on an August
to August base, 135_ .. 1. -August 1973 to 150 .2 -August 1974, to be the cost of
living for 1975, and further cost of living increases be set on the_ same· basis.

-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners·met at
9: 30 A.M., Wednesday, November 13th, 1974, all members present.
Motion was made by Richard Dillon, seconded by John Snowberg and
unanimously carried, .to approve the preliminary plat of "Maple View,.· Beach" in
Section 29 -134 -42.
Motion was made by Andy Leitch, seconded by Hub Nordgren and unani-
mously carried, to approve the preliminary plat of "Moen's 2'd Add'n", located.in
Section 4 of Clitherall Township and Battle Lake City.
Motion was made by Andy Leitch, seconded by Richard Dillon and unani-
mously carried, to approve the preliminary plat of "Ed's Clear Lake Sunset Beach"
in Section 23 131 -42.
Motion was made by Richard Dillon, seconded.by Andy Leitch and unani-
mously carried, to deny the preliminary plat of "Prieb's Park", in Section 1 -136 -41.
Motion was made by John Snowberg, seconded by Richard Dillon and
unanimously carried, to table action on the restriction of large motors on Clear
Lake until next summer at a better time to take aedalrphotos, this at the suggestion
of the Department of Natural Resources.
Motion was made by Andy Leitch, seconded by John Snowberg and carried,
authorizi.ng the Shoreland Administrator to attend the Solid Waste Management Seminar
to be held in Saint Paul in December.
Motion was made by George Walter, seconded by Richard Dillon and unani-
mously carried, to approve .the conveyance of a metes and bounds description parcel
adjoining platted lots in Government Lot 3, Section 22 -137 -40, grantors to provide
a survey copy.
Upon motion made by Andy Leitch, seconded by Richard Dillon and

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on April 9, 1974 the bid for mowing Area H, in Otter Tail
County was awarded to Orris Albertson and Arthur Thompson, Underwood, Minnesota
for $7,805.49, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $7,761.60, a decrease of $43.89
due to the addition of 6.40 miles and a deduction of 6.97 miles,
NOW THEREFORE, the County Auditor is hereby authorized and

WHEREAS in compliance with Minnesota Statutes 340 .14 by ·special
election held in Henning.Township on November 5, 1974, approval was given by
a vote of 84 yes::and 54 no votes, authorizing the town board of Henning Township
to issue an on sale Sunday liquor license to the Oak Wood Gulf Course,
· NOW, THEREFORE, the county board does hereby approve the issuance ·
