OTTER TAIL COUN1Y MINNESOTA
Pur-suant to adjournment, the Board of County Commissioners of
Otter Tail County.Minnesota met at 1:00 P.M., October 22nd, 1974, all members
present.
Motion was made by G~orge_Walter, seconded by John Snowberg and
unanimously carried, to file a petition signed by interested persons requesting
the improvement and completion of ·blacktoppin·g of County Highway #41 from its
intersection with Highway 108 on the south_, north to where the present blacktop
ends,4 miles south of its intersection with County Road 4.
Motion was made by Richard Dillon, seconded by John Snowberg and
unanimous!y carried, authoriZing the Board Chairman to send aletter to the
Minnesota Pollution Control Agency requesting the West Lake Lizzie Sewer District
be placed upon the municipal needs·priority list for further consideration.
Upon motion made by John Snowberg, seconded by Hub Nordgren and
unanimously carried, the following applications for homestead classification and/or
reduction of assessed valuation were approved:
George Harman
Hazel Anderson
Elmo Township
Fergus Falls City
Travel trailer has HZ plates
Homestead classification

Upon motion made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, the· following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the City of Battle Lake, hereinafter called.the Munici-
pality, owns and controls an airport; and
WHEREAS, portions of the airport hazard area to such airport are
located outside the territorial limits of said Municipality but within the terri-
torial limits of this County; and·
WHEREAS the above Municipality has requested in writing that we
join with them in the creation of a Joint Airport Zoning Board; and
WHEREAS this county deems it necessary and expedient to create a
Joint Airport Zoning Board in cooperation with the above Municipality pursuant
to Minn. Stat. 360.063, Subd. 3, and other applicable laws for the purpose of
establishing, administering and enforcing zonine laws for the areas surrounding
the airport and for the protection of the airport and the public; and
WHEREAS the above statute provides that this County has the right
toappoint two persons to said Board (said persons need not be members of this
Board); and
WHEREAS Subd. 8 of Section 32 of .the Appropriations Bill passed by
the Minnesota Legislature effective July 1, 1973, provides that no moneys shall
be expended by the Commissioner of Aeronautics of the State of Minnesota to improve
and maintain an airport unless the governmental unit owning the airport has or is
establishing a zoning authority for the airport.
NOW, THEREFORE, BE IT RESOLVED by the undersigned County as follows:
1. That there is hereby created in cooperation with the above
Municipality a Joint Airport Zoning Board to be composed of representatives of
the undersigned County and representatives of the above Municipality pursuant
to Minn. Stat. 360.063, Subd. 3.
2. That the undersigned County hereby appoints Eugene Lundquist
and Dan Nauman to be their representatives on said Board, said persons to serve
for an indefinite term until they resign or are replaced by the undersigned County.

unanimously carried, the following resolution was adopted:

Upon motion made by Hub Nordgren, seconded by Richard Dillon and
unanimously carried, the following resolution was adopted:
RESOLUTION ESTABLISHING
COUNTY STATE AID HIGHWAYS
WHEREAS, it appears to the County Board of the County of Otter Tail
that the road hereinafter described should be designated a County State Aid
Highway under the provisions of Minnesota Laws of 1967, Chapter 162:
NOW, THEREFORE, BE IT RESOLVED, by the County Board of the County of
Otter Tail that the road described as follows, to-wit:
Beginning at a point on Old Trunk Highway No. 210 at the junction of
County State Aid Highway No. 65 in the City of Henning, thence north-
easterly along the centerline of Old Trunk Highway No. 210 to its
intersection with the southwesterly line of the state highway right
of way of Trunk Highway No. 108 (Douglas Avenue), and there terminat-
ing.
Beginning again at a point on the centerline of Old Trunk Highway
No. 210 at the intersection with the northwesterly line of the state
highway right of way of Trunk Highway No. 108 (Douglas Avenue) in the
City of.Henning, thence northeasterly and easterly along the center-
line of Old Trunk Highway No. 210 to the junction of County State
Aid Highway No. 67 at the easterly limits of the City of Henning,
thence southeasterly along the centerline of Old Trunk Highway No.
210 to its junction with the northwesterly line of the state highway
right of way of New Trunk Highway No. 210, said point is located
approximately 460 feet East and approximately 95 feet South of the
Northwest corner of Section 24-T133N~R38W, and there terminating,
be, and hereby is established, located, and designated a County State Aid
Highway of said County, subject to the approval of the Commissioner of
Highways of the State of Minnesota.
BE IT FURTHER RESOLVED, that the County Auditor is hereby authorized
and directed to forward two certified copies of this resolution to the Com-
missioner of Highways for his consideration, and that upon his approval of
the designation of said road or portion thereof, that same be constructed,
improved and maintained as a County State Aid Highway of the County of
Otter Tail, to be numbered and known as County State Aid Highway· 67.

T136~~R39W; thence southeasterly along the centerline of Old Trunk
Highway No. 10 through the South Half of the Southwest Quarter of said
Section 4, Section 9, Section 10, all in Township 136 North, Range 39
West, to the North corporate limits of the City of Perham; thence con-
tinue southeasterly along the centerline of Old Trunk Highway No. 10
(Main Street)· through said City of Perham to the East corporate limits
of Perham; thence continue southeasterly along the centerline of Old
Trunk Highway No. 10 through.Section 14, the Northeast Quarter of the
Northeast Quarter of Section 23, and Section 24, all in Township 136
North, Range 39.West to a point on the centerline of Old Trunk Highway
No. 10 at Old Engineer's Station 372 plus 00, said point is located
approximately 370 feet West and approximately 285 feet South of the
Northeast corner of the Southeast Quarter of the Southeast Quarter of
said Section 24, and there terminating,
be, and hereby is established, located, and designated a County State Aid
Highway of said County, subject to the approval of the Connnissioner of
Highways of the State of Minnesota.
BE IT FURTHER RESOLVED, that the County Auditor is hereby authorized
and directed to forward two certified copies of this resolution to the Com-
missioner of Highways for his consideration, and that upon his approval of
the designation of said road or portion thereof, that same be constructed,
improved and maintained as a County State Aid Highway of the County of
Otter Tail, to be numbered and known as County State Aid Highway 80.

Upon motion made by Hub Nordgren, seconded by Richard Dillon and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of.Otter Tail
County Minnesota, that
WHEREAS Otter Tail County did, on September 1, 2nd and 22nd,
experience an untimely hard frost resulting in stopping aU growth of fall
crops with a loss to overall feed supply inthe county,
NOW, THERBFORE the County Board hereby requests that Otter
Tail County be. designated at,disaster area qualifying for emergency loan.

Upon motion made bY. Ge~rge Walter, seconded by Richard Dillon and
unanimously carried~ the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County M~nnesota, that
WHEREAS on March il, 1974 the board accepted the bid of Adam
Winkels, Perham, Minnesota in the amount of ,$6,672.40 for Mowing Area B, and
·. WHEREAS the. above contract has n·ow been completed to the satis-
faction of the County Board at'a total cost of $6,462AO, a,,decrease of $210.00
due to the deduction of three miles from the total contract because of con-
struction work being done on CSAJ-l #5&.
NOW, THEREFORE, the. ·county, Audi tor is hereby., authorized and
directed to issue a warrant in .the amo~:t of $646. 24 pay~ble to Adam Winkels,
Perham, Minnesota,· as final paymen't for thi.s .work.

Perham, said point is located at theNorthwest corner of Section 23-·

Highway No. 78 for. approxima-tely 409 feet,. and _there terminating,
be, and hereby is.established, located, and designated a County State Aid
Highway of said County, subject.to the approval of the Commissioner of
Highways of the State of Minnesota.

Upon motion made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
1. The Otter Tail County Diversion Program, commonly referred to as
Project Off-Con, be incorporated in and become a part of the County Community
Corrections Program and be supervised ·urider the facilities and personnel of the
County Probation Officer from and after December l, 197 4. ·
2. The recommendation of the Honorable Henry Polkinghorn, Chief
Judge of the County Court, for the appointment of Michael Vosburgh as a County
Probation Officer be, and the same hereby is, approved and accepted effective
December 1, 1974.
3. The funding request heretofore made to the Governor's Commission
on Crime Prevention and Control for the funding of Project Off-Con for the fis-
cal year commencing December 1, 1974 be, and the same hereby is, rescinded.
