BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M. Tuesday, October 8th, 1974, all
members present.
·• Motion was made. by Richard Dillon, seconded by John Snowberg and
unanimously carried, to accept a petition presented for "Pelican Lake Sewer District"
and the County Auditor w~s instructed to proceed as necessary to check compliance
with Minnesota Statutes.
The Board, having previously advertised for bids to be received
for one 1975 four-door station wagon to be used by the Vete·~~~.: Service Officer,
proceeded to open bids which were found to be as follows:

After consideration, motion was made by John Snowberg, seconded

lowest bid.
Motion was made by Hub Nordgren, seconded by George Walter and
unanimously carried, to authorize the approval of change order No. G-5 on the
New York Mills Garage.
The Board, having previously advertised for.bids to be received
for grading the site of the new highway department building in Fergus Falls Town-
ship, proceeded to open bids which were found to be as fol lows:

carried, to request the County Engineer to study the feasibility of the County
Highway Department entering into contract for all county _maintenanc:e work.

unanimously. carried, the following resolution was adopted:

Upon motion made by Andy Leitch, seconded by Hub Nordgren and
unanimously carried, the following resolutions were adopted:
RESOLVED by the Board of County .Commissioners of .Otter Tail
County Minnesota, that
WHEREAS on March 11, 1974 the County Board accepted the bid of
Arnold Bennett, Frazee, Minnesota in the amount _o_f $7,021.44 for Mowing Area
A in Otter Tail County, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $6,802.56,
NOW, THEREFORE, ~he County Auditor is hereby authorized and
directed to issue a warrant in the amount of $680.26 to Arnold Bennett, Frazee,
Minnesota as final payment for this work.

WHEREAS on March 11, 1974 the County Board accepted the bid of .

WHEREAS the above contract has now been completed to the satis-
faction of the Board at a total cost of $3,879.75_a decrease of $218.79 due to
deducting 5.248 miles from the contract because of construction work being
done on CSAH #65,

-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners met at
9:30 A.M., Wednesday, October 9th, 1974, all members present.
Motion was made_ by George Walter, seconded by Richard Dillon and
unanimously carried, to approve the plat of "Scalp Lake Acres" in Hobart Township.
Motion was made by George Walter, seconded by Richard Dillon and
unanimously carried, to approve the preliminary plat of "Mabuhay" in G.L. 4,
Section 16 -136 -41, provided that the final plat will not be approved until
Leander Watkins obtains the proper?/ description to and deeds the land behind the
Fruehauf and Maticka lots (which adjoin Lot 1 on the proposed plat) to Fruehauf and
Maticka at no cost, or whoever is the owner of the Fruehauf and Maticka lots at that
time. The land to be deeded is all that land lying between the existing Fruehauf
and Maticka lots and the new road, wherever situated. If Watkins' deed is delayed
by any action of the township in vacating the present road right-of-way in favor of
Watkins, it will be satisfactory if Watkins proceeds with the conveyance as soon as
feasible. It will be the duty of the township to sponsor the vacation of the exis-
ting road.
George Walter moved, seconded by Hub Nordgren and carried, that the
application for special use of Leander Watkins, dated May 6, 1974 on E. Spirit Lake,
No. 56-501, RD, Section 16 & 17 of Dora Township be approved, subject to the following:
1) Town board is to supervise the project and approve right-of-way alignment
2) Watkins is to convey land as provided in the motion passed October 9th
approving the preliminary plat
3) Watkins is to provide a culvert under the north-south road at the west end
of the plat, such that if the level of the pond west of the north-south road
is raised by fill, the excess water will flow onto Watkins' land.
Motion was made by George Walter, seconded by J<;>'Hn Snowberg and unani-
mously carried, to approve the preliminary plat of Engstrom's Beach 5th Add'n in
Sections 18 and 19 of 136 -41.
Motion was made by Andy Leitch, seconded by Richard Dillon and
carried, JOhn Snowberg voting "no", to approve the preliminary plat called "1st
Addition to Okeson Beach" in Section 11 -131 -40, subject to the following con-
ditions. In as much as these lots are substandard in size, no permits shall be
issued for dwellings unless grantee acquires 20,000 square feet with at least 100'
in width.
Motion was made by Andy Leitch, seconde·d by Richard Dillon and unani-
mously carried, to allow the convey_ance of a metes and 'bounds parcel from Myckleby·
to Greenley, said parcel located in Government Lot 5, Section 33 -132 -41.

mously carried, to reject the application of Peter Van Santen for a special use per-
mit to build a road in connection with his proposed sub di vision in Eagle Lake Twp.
Upon motion made bi John Snowberg, seconded by Richard Dillon and
carried, Andy Leitch voting "no", ,the City of Fergus Falls was granted a special
-use permit to fill part of a sloug~ in Buse. Township. Mr. Leitch wants the records
to show the following reasons for his negative vote:
1) This lowland area is a valuable water recharge area, nutrients are
trapped, and if the area ,is filled, the grading and excavating may
cause.erosion and siltation; thus causing irreparable damage to
Pebble Lake.
2) The crea contains excellent wild duck habitat that should not be
destroyed.
3) Little or no benefits would occur to protect the heal th, safety and
general welfare of the public.
4) Taxpayers' money should be spent on more worthy projects such as adequte
parking facili:ties in Fergus Falls, especially arowid the Court House.
Motion was made by George Walter, seconded by John Snowberg and wiani-
mously carried, to rescind the rejection of July 9, 1974 to the City of New York
Mills for a special use permit t~ discharge the city municipal sewage lagoon waste
water into Willow Creek via cowity ditch #65 •
. Motion was made by George Walter, seconded by Richard Dillon and
unanimously carried, to issue a special use permit to New York Mills to expire
May 31, 1976, conditions spelled out in a permit issued to the City of New York
Mills by Minnesota Pollution Control Agency, Permit No. MN 0024317, which is on
file in the Auditor's office.
Motion was made by Richard Dillon, seconded by Hub Nordgren and unani-
mously carried, to approve the conveyance of a small metes and bounds description
parcel-in Government Lot· 1,· Section 7 -132 -42, said parcel not to be used for
building purposes.
Motion was made by Richard· Dillon, seconded by John Snowberg and
wianimously carried, to instruct the cowity engineer to proceed, where necessary,
with construction of a township road between Sections 1 and 12 of Trondhjem Town-
ship, in compliance with Minnesota Statutes.

WHEREAS, the 1973 Federal·Aid Highway Act provides for a Federal
Ai~; Urban. (F.A. U.) highway system, and
WHEREAS, ·· the City. of Fergus Falls will receive aid on a Federal
Aid Urban system to be located w_ithin the urban boundaries of Fergus
Falls; with such urban boundaries to include the incorporated area
.and other~rban and/or potential urban areas outside of the corporate·
limits, and
WHEREAS, a Federal Aid Urban System has _been developed by the City
Engineer in c~operation wit}_l the Otter Tail :County Highway Engineer and
District Stat~~id Engineer,
NOW THEREFORE, BE IT RESOLVED, that Otter Tail County does concur
in. the Federal Aid Ur.ban system, as designated in the City of Fergus
Falls resolution dated September 3, 1974.

WHEREAS engineering fees, attorneys' fees and other incidental
costs incurred prior .to establishment of a specified sewer district, and

NOW, THEREFORE, BE IT HEREBY RESOLVED that said preliminary
expenses incurred shall be born by the petitioners, turned over to the county
and paid to the respective eligible persons.
