Pursuant to adjournment, the Board of County Commissi:ners of
Otter Tail County Minnesota met at Q:30 A.M,j .Septem~er 10th, all members preserit.
Upon motion made by John Snowberg, seconded by Hub Nordgren and
unanimously carried, the following applications for. homestead classification and/or.

by Andy Leitch and unanimously carried, to award the contract to Tri-City:Paving,
Inc., Little Falls, Minnesota, in the amount of $266,9.84.00, it being the lowest
bid.
Upon motion made by John Snowberg, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners_ of Otter Tail
County Minnesota, that
WHEREAS, pursuant to the provisions of the Municipal Housing
and Redevelopment Act of the State,of Minnesota, the Chairman of the ~oard of
County Commissioners is to appoint the members of the Commission of the Housing
and Redevelopment Authority of Otter Tail County, and
WHEREAS the term of office of Peter Hoff of Fergus Falls has
expired as of August 31, 1974,
NOW, THEREFORE, the Co~ty Board does hereby re-appoint Peter
H6ff to serve as Commissioner of the Housing and Redevelopment Authority of
Otter Tail County, Minnesota, for a period of five years, ending August 31, 1979,

Upon motion made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County, to
Accept the quotation of Carr's Tree Service, Battle Lake,
Minnesota, to perform the clearing. work required on County State Aid Highway
No. 72 right.of way for the maintenance, safety and convenience of public
travel thereon, at a rate of $35.00 per hour, to include crew and equipment.

AFter consideration, motion was made by Hub Nordgren, seconded by
John Snowberg and unanimously carried, to award the contract to Mark Sand & Gravel,
Fergus Falls, Minnesota in the amount of $117,882 ,00, :it being the lowest bid.
The Board, having previously advertised -for bids to be received
· for erosion control and landscaping,, C.P. 74:RCD, proceeded to open bids whichwere
found to be as follows:

Motion was made by John Snowberg, seconded by Hub Nordgren and
unanimously carried, to accept the bid of McGowan·Ciearing & Sodding, Ottertail,
~1innesota, in the amO\mt of $13,972.00, it being the only bid.
Upon moton made by Richard Dillon, seconded by John Snowberg·and
unanimously carried, the county auditor was authori"zed to advertise for bids to be
received until 11:00 A.M., October 8th, 1974, for grading the site of the proposed
county highway building.
Upon motion made, seconded and carried, the meeting was adjourned
until 9:30 A.M.;-1 Wednesday, September 11th, 1974.
-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners met at
9: 30 A.M., Wednesday., September 11th, .1974, Richard Dillon absent.
Motion was made by Andy Leitch, seconded by Hub Nordgren and unani-
mously carried, to approve the conveyance of a metes and bounds description of a
parcel in Seeton 32 -137 -42, Part of G.L. 3, said parcel being Lots 1 & 2, Block
2 of the proposed fil:.a,t of Huckleberry Point, said parcel not to be split further and
restrictions indicated to be on bill of sale and on deed. Also subject to approval
by the Highway Engineer, 2nd District County Commissioner and Art Christiansen of the
Otter Tail Planning Advisory Commission, of a 66' dedicated road access built equal
to existing road, said road to border south side of slough as per proposed plat of
Huckleberry Point. The County Board granted permission to convey addi tional:l:ti;nd to
owner of parcel #380C of Dunn Township, said_ parcers not to be further split.
Motion was made by Hub Nordgren, seconded by Andy Leitch and ~ani-
mously carried, to post 1/2 hour parking signs on north side of west parking lot,
sheriff to police area and highway department to install signs.

Motion was made by Andy Leitch, seconded by John Snowberg and
carried, to authorize the firm of Enstad-Larson-_Mann, ·Fergus Falls, Minnesota,
to handle renting_ of the_ two coooty owned houses in Fergus Falls.
Motion was made by Andy Leitch, seconded by Hub .. Nordgren and unani-
mously carried, to approve the conveyance of a parcel, by metes and bounds description,
from McKeon to Zimmerman, in rear of Lots 17 and 18, Stony Point, said parcel to be-
come part of Lots 17 and 18 and not to be subdivided.
Upon motion made by _John Snowberg, seconded by Andy Leitch and
unanimously carried, the followi!ig:;resolution was adopted:
RESOLVED by the Board ofCounty Commissioners of Otter Tail
County Minnesota, that
WHEREAS on April 10, 1974 the County Board accepted the bid
of M-R Sign Company, Inc., Fergus Falls; ·Minnesota for road signs in the
amount of $19,196.50, and
WHEREAS said road signs have now been received to the satis-
faction of the Cowtty Board,
NOW, THEREFORE, the County Auditor is hereby authorized and
: directed to issue 1:1. warrant in the amowtt of $19,196 .SO payable to M-R Sign
Company, Inc., Fergus Falls, Minnesota in full payment of said signs.

Motion was made by Hub NOrdgren, seconded by John Snowberg and
unanimously carried,. to instruct the Highway Engineer to install a stop sign on
Highway #67 at the junction of Highway 52 and Highway 67, Highway 52 to be the
through route; also eliminate the existing sharp radial curve and construct a
perpendicular·crossing.
Motion was made by Hub Nordgren, seconded by John Snowberg and
unanimously carried, to approve the plat of "Whispering Sands" in Section 4 -136 -38.
Motion was made by Andy Leitch, seconded by Hub Nordgren and unani-
mously carried, to approve the plat of 1st Add'n to Tradewell's Woodlands, .in
Section 12 -133 -41.

mously carried, to approve the plat of "John's Cove" in Section 14 -134 -41.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, .to approve the plat of "Clitherall Beach Park", in Section 7 -132 -
39.
Motion was made by John Snowberg, seconded by Hub Nordgren and tmani-
mously carried, to approve the plat of "Timberlane,Hillsm, Sections 4 & 5 -133 -40.
Motion was made by George Walter, seconded by Hub Nordgren and unani-
mously carried, to approve the plat of "Tanglewood" in Section 2 -137 -42.
Motion was made by John Snowbe~g, seconded by Hub Nordgren and unani-
mously carried, to deny the application of Ronald Brusven for license to sell non-
intoxicating malt liquor, upon reconunendation:of the County Sheriff.
Motion was made bY.•George Walter, seconded by John Snowberg and unani-
mously carried, to approve the application of Stephen Kunz to allow consumption and
display of intoxicating liquor at Rocky's Resort, Dora Township.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and
unanimously carried, the following· resolution was adopted:
· RESOLVED by the Board of. County· Commissioners o_f Otter Tail County
Minnesota; that
WHEREAS, Otter Tail County now has the major collector roads in
the proposed Federal Aid Secondary System constructed to a reasonable standard
including bituminous surfacing, and
WHEREAS the 1973 Highway Act, in its present form, will only allow
future federal construction expenditures on major collector roads, and
WHEREAS a modification in the 1973 Highway Act to permit.~u~ure-
. . ,,
federal construction expendi ture_s on. ,minor coll~~tp:r roads also, would minimize
the problem, and
WHEREAS Subsection 103 (c) (2) of the 1973 Highway Act does impose
an undue ·hardship on Otter Tail County/
NOW, THEREFORE, IT IS .RESOLVED to eliminate the word "major~• from
Subsection 103 (c) (2) to read as follows: (2) After June 30, 1976, the Federal
Aid Secondary $ystem shall consist of collector routes •.

Upon motion made by Andy Leitch, seconded by John Snowberg and
unanimously carried, the County Auditor was authorized to call for bids to be re-
ceived until 10:30 A.M., October 8, 1974 for two used driver's training 1974 model
cars to be used by the Sheriff's Department.
Upon motion made by Hub Nordgren, seconded by Andy Leitch and unani-
mously carried, the County Auditor was authorized to call for bids to be received
until 10:30 A.M., October 8th, 1974, for two 1975 model patrol car~ to be used by
the Sheriff's Department.
Motion was made by George Walter, seconded by John Snowberg and unani-
mously carried, to approve the application of Albert Bretz, of Albert Bretz Hardware,
Perham, Minnesota, for sewage disposal installers license.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, to reject the application of Bernard Deichert, Dunn Township, for
special use permit to cut hill about 15 1 along lakeshore.
Upon motion made by Hub Nordgren, seconded by George Walter and
unanimously carried, the following preliminary plats .were approved:

Diversion Riverside Acres, Section 19, Aurdal Township
Silent Lake South Shores, Section 32, Dora Township
Motion was made by Andy Leitch, seconded by Hub Nordgren and carried,
to deny a request for a sail boat launching site on Ottertail Lake, informing the
requestee that because the property involved is private property and because the
County does not wish to get involved, said person should contact the Otter Tail
. Lake Property Ow~er' s Association.
Motion was made by Andy Leitch, seconded by John Snowberg and
carried, to approve the transfer of an old contract conveyance, by metes and
bounds description, on Lake Lizzie from Armstrong-Hines, Inc., to Lyle and Sonja
Miller.
