Pursuant to adjournment, the Board of Co\lllty Commissioners of Otter
Tail' County Minnesota met at 9:30 A.M., Tuesday, August 6th, 1974, Richard Dillon
being absent Wltil 10:30 A.M.
A meeting was held pursuant to resolution adopted J\llle 11, 1974,
and the CoWlty Auditor's order issued pursuant to said resolution, fixing the time
for a public hearing· on the engineer's preliminary report relating to the proposed
West Lake Lizzie Sanitary Sewer improvements in said County, as more particularly
described in the Notice of a Public Hearing ordered at said meeting, a copy of
which is filed in the office of the Cowity Auditor, The Auditor presented affidavits
showing the due publication and mailing of the Notices of Hearing and the Chairman
annowiced that the Board would hear all persons who cared to be heard for or against
the engineer's preliminary rport and the improvements as outlined in the Notice of
Hearing. The engineer attended the hearings and supplied sucn information as was
necessary. All persons having been afforded the opportunity to present their views

Board took no further testimony at this time.

RESOLUTION FINDING.SUFFICIENCY OF PETITION
AND FEASIBILI1Y AND NECESSITY OF IMPROVEMENT AND
ORDERING 0-lANGES IN IMPROVEMENT AND PREPARATION
OF PLANS AND SPECIFICATIONS
WHEREAS:
A. Upon filing of a petition in accordance with Minnesota Statutes,
Section 116A.02 and after due Notice of Public Hearing-on the engineer's preliminary
report relating to construction of WEst Lake Lizzie S~nitary Sewer Improvements in the
CoW1ty of Otter Tail, Minnesota, hearing on said improvements as duly held and the
Council heard all persons desiring to be heard on the matter and fully considered
the ~ame;

I I I B. The County Board has examined the petition requesting construction

of said improvements. and has found and hereby finds and determines that said petition
0 is sufficient as required by law:
C. The County Board has received the engineer's preliminary report
and has been advised by the engineer that th~ proposed West Lake Lizzie Sanitary
Sewer Improvements of 1974·are feasible, and does hereby find and determine that the
proposed improvement as· outlined in the petition, and as modified and recommended
by the engineer, is feasible, that there is necessity therefore and that it will be
of public.benefit and promote the public health;

NOW nIEREFORE, BE IT RESOLVED by the County Board of the County of
Otter Tail, M~nnesota, as follows:
1. The engineer, Houston Engineering, Inc. is hereby ordered ,to!
proceed to make a detailed survey 'and to prepare .all necessary plans and specifi-
cations for said proposed improvement and report the same to the County Beard with
a.'11 reae~nable dispatch, and_no later th~,-November 12, 1974; pro·yided that the
petitioners file an additional bond, wi:th the C~unty to cover. the costs of the same.
Said bond together with the previously filed bond to toal $15,000.00.
The motion for the adoption of the foregoing resolution was duly1
seconded by Commissioner Norgren, and upon a vote being taken thereon, the following
voted in favor thereof:
G. Walters, H. Nordgren, J. Snowberg, A. Leitch
and the following voted against the same:
None

A delegation of property owners concerned with Cowity Ditch #21
appeared before the board presenting objections to the. lowering of the level of
Pleasant Lake. No action taken.
Upon motion made by Hub Nordgren, seconded by Richard Dillon and
lUlanimously carried, the cowity board accepted, with regret, the resignation of
Veterans Service officer Marvin Klicker.
Motion was made by John Snowberg, seconded by Richard Dillon and
tmanimously carried, to accept, with regret, the resignation of Ed Aho of the
Otter Tail Cowity Planning Advisory Commission.
Motion was made by John Snowberg, seconded by Andy Leitch and
wianimously carried, to appoint Hub Nordgren and Geo. Walter to represent the
county board on the orderly annexation, Docket Number OA-109, Gity of Fergus FAlls/
Town of Fergus Falls.
Motton was made by Richard Dillon, seconded by John Snowberg and
wianimously carried, to authorize the county auditor to transfer $1,000 from
Cowity Revenue to the Sheriffs' Contingency Ftmd.
Motion was made by John Snowberg, seconded by Hub Nordgren and
tmanimously carried, to approve the cowity extunsion budget for the.fisc~l year
1974-75.

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Raymond R. & Carol A. Salmela-have.made application to re~
purchase the following described land:
N 25 1 of S 175' of E 161' of W 211 1 of Lot 11, Wm. V. Smith's Add'n
to the City of New York Mills
said land having forfeited to the State of Minnesota ort. September 20, 1973 for
non payment of the 1967 taxes and subsequent years of 1968, 1969, 1970, 1971, 1972

Minnesota,
WHEREAS the creation of the Joint County Law Enforcement Center
and the new. Cowity Co_urt addition have necessitated additC>n~l. parking lot facilities,_
and
WHEREAS the sale of additional property in close proximity to
present court house parking facilities was made available to the cowity, being
Lots 13, 14, 15 and 16, Block. 42, Original Plat, City of Fergl,15., Falls,
_NOW, THEREFORE the County Board does hereby .authorize_ the purchase
of said property for parking purposes.

Minnesota, that
WHEREAS on October 9, 1973, the Board of Otter Tail County accepted
the bid of Minnesota Motor Company, Fergus Falls, Minnesota, in the amount of
$5,023.65 for the delivery of one 3/4 ton 1974 step van, same having now been
delivered to the satisfaction of said board,
NOW, TIIEREFQRE, THE County Auditor is hereby authorized and directed
to issue a warrant in the amount of $5,023.65 to Minnesota Motor Company, Fergus
Falls, Minnesota as full payment.

RESOLUTION
WHEREAS, Otter Tail County has previously agreed to: partic.ipate
in a joint highway construction project on the Grant County Line, arid
WHEREAS, a·ca.11 for bids on this project has been made by Grant
County on August: 5, 1974:,. and
WHEREAS, Evavold..:.Vikesland Construct:ion Company of Fergus Falls,
Minnesota, was lo~ bidder with a bid of $T5,796. 78, and
WHEREAS, Grant County has pass_ed a resolution to award a . contract
· to the low bidder subject to· the app:toval of Otter Tail County.
NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County does concur
and approve the award of this joint highway project, C.P. :26,...56_;74, C.P.
T-54 & T-6O (4.7 miles in length) to Eva~old..:.Vikesiand Construction Com-
pany.

Upon motion made by Richard Dillon, seconded by Hub Nordgren and
unanimously. carried, the following resolution was adopted:
RESOLVED by the Board of County Conunissioners of Otter Tail County
Minnesota, that
WHEREAS on May 7, ·. 1974 the bid for .Sand Sealing County Highways
. ' was awarded to Hi-Way Surfacing Company, Marshall, Minnesota, in the amount of
$257,904.10, and
. WHEREAS the above contract has now been completed to the satis-
faction of the County Board at a total cost of $266,658.53, an increase·of
$8,754.43, due to additional mileage in the .Village of BAttle Lake and a heavier
application at three different locations than normally done since this was their
first seal coat,
NOW, THEREFORE, the County Auditor is hereby authorized and·directed
to issue a warrant in the amount of $26,613.23 payable to Hi-Way Surfacing Company,
Marshall, Minnesota as final payment for this work.

mously carried, authorizing the chairman of the board to sign the necessary papers
for the Otter Tail County roadside ,.,erosion project, through the Soil & Water Con-
servation District and the county board designates the county engineer as contractin
officer and Ambrose Klinnert as authorized representative to act for contractor.

Pursuant to adjournment, the Board of County Commiss:i:ners of Otter

Motion was made by George Walter, seconded by Richard Dillon and
unanimously carried, to accept the pm.tion from property owners along County Ditch
#25 and request same be filed with the County Auditor.
Motion was made by George Walter, seconded by Hub N_oI'.dgren and
carried, authorizing the county highway engineer to proceed with the clean out
of County Ditch #25 from T .H. 108 to Big McDonald Lake, also culvert on branch # 1
----. to West McDonald Lake.

mously carried, to appoint Roger Bengtson on six month probation to fill the

Veterans Service officer position vacatedn by Marvin Klicker at a salary of· 90%
of the base salary of $12,500 during the probation period.
Motion was made by John Snowberg, seconded by Andy Leitch and unani-
mously carried, authorizing the Chairman ~f the Board to sign a proposal agreement
between Anderson Bros. Const. Co._ ·of Fergus Fails. and the County to construct a

cat walk on the downstream side of bridge over the Otter Tail River on County State

After consideration, motion was made by Andy Leitch, seconded by
Hub Nordgren and unanimously carried, to accept the bid of Gopher Stamp & Die Co.,
Saint Paul, Minnesota in the amount of $31,355.00.
The Board, having previously advertised for bids to be received
for grading, base & bituminous surfacing, project No. 74:lllB, proceeded to open
bids which were found to be as follows:
Mark Sand & Gravel Co. Fergus Falls, Minnesota $220,716.85
Motion was • made by John Snowberg, seconded by Andy Leitch and
unanimously carried, to award the bid for grading, base & bituminous surfacing,
No. 74:lllB, to Mark Sand & Gravel Company, Fergus Falls, Minnesota in the amount
of $220,716.85, it being the only bid out of nine proposals given out.
upon motion made by Hub Nordgren, seconded by Andy Leitch and
unanimously carried, the meeting was adjourned until 1:00 P/.M. Tuesday, August
