_MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY :,IINNESOTA
Pursuant to adjournment, the Board of Cow1ty Commissioners of
Otter· Tail County Minnesota met at 9:30 A.M., Thursday, December 13th, 1973,
all members present.
Motion was made by Andy Leitch, seconded by Ricllard Dillon and
unanimously carried, to_ grant special aid in the amount of $500 .00 to Leaf
Mountain Township for road and bridge-w::-irk.
Motion was made by Richan+· Dillon, seconded by Hub Nordgren a.n<l

Motion was made by George Walter, seconded by Richard Dillon and
unanimously carried, to approve the following applications for reduction 'of
assessed valuation:
Elmer Bruhn Vergas Old creamery bl_dg. overvalued
Phyllis ,Schreiber 2nd W. F.F. House overvalued
· (subject to approval by State Tax Department)
Motion was made by Andy Leitch, seconded by John Snowberg and
carried,,,,-__ ,' ···:-><to deny the request of Otter Tail-Wadena Community Action
Council for additional funds for payment of rent of office space, George Walter
abstaining.
Motion was made by John Snowberg, seconded by Hub Nordgren and
carried, to authorize $1,250 to the Otter Tail County Historical Society, per
month, to cover maintenance costs, Geo_rgc .Walter abstaining.
Motion was made by George Waiter, seconded by Richard Dillon and
unanimously carried, to approve a $91. 00 per month re_tirement payment for a three
year period for Judge 13oe's State Judges retirement plan, with the understanding
Judge Boe would go on the State Judges Retfrement plan effective January 1, 1974.

Upon motion made by Hub Nordgren, seconded by George Walter and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
Cow1ty Minnesota, that
Beginning January 1, 1975 the County of Otter Tail will
discontinue providing expenses. for living quarters for the Cow1ty Sheriff.

RESOLVED b)". the Board of County Commissioners of Otter Tail County
Minnesota, that
\llHEPEAS, County Road No. 1 adjacent to the City of Fergus Falls is
c.>. heavily traveled highway leading into said city; and
WHEREAS, the land adjacent to said highway is being used for the
.construction of residential homes; and
WHEREAS there have been two fataiities on· said County Road duri_ng
the past year; and
Wi-IEREAS the Street Committee of the City Council has recommended
that the speed limit be reduced on County Road No. lwhich, is adjacent to the City,

.Otter Tail County, that
1. The Highway Department in ·and for the State of Minnesota reduce the speed
limit on County Road No. 1 from approximately 400 yards East of the Channel between
Hoot Lake and lVr_ight Lake. u'"ntil it intersects with Fribe_rg Avenue in the City of
Fergus Falls ...

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
\'JHEREAS it is desirable to have pre-registration of voters to
alleviate the activity at the polls on election day,
. .
NOW, THEREFORE, BE IT HEREBY RESOLVED that pre-r_egistration of
vo~ers be allowed throughout Otter Tail County as provided by Laws 1973,
Ch. 676 (to be coded as M.S. 201. 061, Subd. 1) and that registration cards
will be available at places designated by the County Auditor~

unanimously carried, the followiJ.1 g resolution wa:s adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS the OtterTail County Board desired to provide retirement
benefits for certain of its members as portions of their .compensation, said County
Board does hereby authorize and approve the· said County to enter into a plan of
deferred compensation with its eligible members;_
In order to accumulate the appropriate funds to: pay participating I
members benefits in accordance with the deferred compensation.plan, the County
Board does hereby authorize and approve the purchase by said· Otter Tail County of
retirement annuity contracts, such as the planned documents approved by the In-
ternal Revenue Service, in such amounts as may be appropriate to provide plan
benefits.
It is the intention of said Board that the premiums paid by the
said County for such annuity contracts will not currently be considered as income
paid to the members concerned. Thus, the Cow1ty will own and have all rights under
the said annuity contracts and such contracts will not be held in any way as col-
lateral security for ·the fulfilling of the obligations_ of Otter Tail County_but
shall be held as a general unpledged, and unrestricted asset.
The said Board hereby authorizes the Auditor of Otter Tail County
to act on its behalf in: respect to these armui ty contracts and to formulate rules
arid procedures for the purchase and administration of· them.

RESOLVED _by the Board of County Commissiners of Otter Tail County
Minnesota, that
\VI-IEREAS on May 18, 1972, the Board accepted the bid of Moorhead
Plumbi_ng & Hea;ing Co., Inc., Moorhead, Minnesota in the amount of $136,880.00
for mechanical construction of the new Joint Cow1ty Law Enforcement Buildi_ng, and
WHEREAS same has now been completed to the satisfaction of the
County Board at a total cost of _$141,288.00, an increase of $4,408.00 due to ,_ . .
change orders authorized by said Board,
NOW, THEREFORE, THE County Auditor is hereby authorized and
directed to issue a warrant in the amount of $21,606.00 to Moorhead Plumbing
and Heati_ng, Moorhead, Minnesota as final payment for this work.

Minnesota,. that
WHEREAS the County Board on May 18, 1972, accepted the bid of
Mollerud Electric, Inc., Fergus Falls, Minnesota for the electrical construction
of the'. Joint County Law Enforcement Center, in the amount. of $64,518.00, and
WHEREAS said construction has now been complet7d to the satisfaction
of the Cow1ty Board at a total cost of.$73,370.05, an increase of $8,852.05 due to
change: orders authorized by said County Board,
NOW,. TI-IEREFORE the County Audftor is hereby authorized and directed
to issue a warrant in the amount of $2,290.15 as final payment tc Mollerud Electric,
Inc., Fergus Falls, Minnesota.
