MEETING OF THE
BOARD OF COUNTY COMMISSIONERS
OTIER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, September 11th, 1973,
all members being present.
Motion was inade by George Walter, seconded by Richard Dillon
and unanimously carried, to approve the minutes of the previous meetings.
Motion was made by Richard Oil lon, seconded by John Snowberg;,_:and
unanimously carried, to approve the bond of $1,000 with Integrity Mutual Insurance
Company for County Assessor Davenport.
Upon motion made by George Walter, seconded by John Snowberg and
unanimously carried, the following applications for reduction· of assessed valuation
were approved:

Upon motion made by John Snowberg, seconded by Richard Dillon and
unanimously carried, Hub Nordgren and George Walter were appointed to represent
Otter Tail County at a heari_ng on Docket Number A-2453 for Otter Tail Realty Co.:,
e.t al} annexation to the City of Fe_rgus Falls.
Upon motion made by George Walter, seconded by Hub Nordgren and
carried, the following resolution·was adopted:
RESOLUTION
WHEREAS, the.Otter Tail County Board of Commissioners deems that it
is in the best· _interests of Otter Tail County to accept those segments
of T.H. #10 and T.H. /178 cut off by the new construction of.T.H. 1110,
by~passing Perham, Minnesota.
NOW THEREFORE, BE IT RESOLVED, that the segment of T.H. #10 extending
from the ·.Southeast junction to the Northwest junction with new T.H.
1110, and the segment of T.H. 1178 extending from the South junction
with new T.H. #10 to the North junction with existing. T.H. 1110, be
designated as additions to the County State Aid Highway System, with
all the needs pursuant to these additions.
BE IT FURTHER RESOLVED, that in lieu of construction with funds from
the "Turnback Account", the State of Minnesota will, at their expense,
Seal Coat these entire segments of T.H. 1110 and T.H. 1178, by placing
RC Liquid Asphalt at the rate of 0.20 to 0.25 gallons per square yard
and FA-2 Aggregate at the rate of 20 to 25 pounds per square yard.

Motion was made by Hub Nordgren, seconded by George Walter and
unanimously carried, to accept the bid of L. N. Sickels, Co., Saint Paul, Minnesota
in the amount of $4,277.40 for calcium chloride, and the bid of Diamond Crystal
Salt Co., Saint Clair, Michigan, in the amount of $3,720.00 for rock salt, both
being the lowest bid.

for a townhouse,.-development on Wall Lake until further information can be obtained.

subject to Department of Natural Resources' approval of channels.
Motion was made by George Walter, seconded by Hub Nordgren and unani-
mously carried,_to approve the preliminary plat of Sans Souci, Dead Lake Township.
Upon motion made by Hub.Nordgren, seconded by George Walter and
unanimously carried, the following resolution was adopted:
RESOLUTION
WHEREAS, the Otter Tail County Board of Commissioners deems that it
is in the best interests of Otter Tail County to accept that segment
of T.H. 11210, cut off by the new construction of T.H. /1210, by-passing
Henning, Minnesota.
NOW THEREFORE, BE IT RESOLVED, that the portion from CSAH 1/65 to the
East junction be designated as an addition to the County State Aid
Highway System, with ~11 the needs pursuant to this addition.
BE IT FURTHER RESOLVED, that the portion from CSAH /165 to the West
junction revert to the local unit of government having jurisdiction,
either the Village of Henning or Henning Township. ·
BE IT FURTHER RESOLVED, that in lieu of construction with funds from
the "Turnback Acc·ount", the State of Minnesota will, at their expense,
overlay this entire segment of T.H. /1210, by placing sufficient plant
mixed bituminous leveling material needed to reinforce the weak areas
and re-establish the crown on the road, also 1.5 inches of plant
mixed bituminous surfacing and the shouldering material required by
this resurfacing work.
BE IT FURTHER RESOLVED, that the resurfacing work extend to the north-
west up to the Burlington Northern Railroad tracks on intersecting
village streets.

unanimously carried, the following resolutiQn was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS pursuant to authority granted by Title 1, Sec. 304,
Omnibus Crime Control and Safe Streets Act of 1968, funds have been allocated by
the United States Law Enforcement Assistance Administration for use in the State
of Minnesota for the purposes set forth in the Act; and
WHEREAS, Otter Tail County has made application for aportion of
such allocation for a records system in Otter Tail County~
NOW, THEREFORE, the Board of County Commissioners does hereby
authorize the Chairman of the Board to enter into agreement and execute all
forms relative to same for obtaining funds,.; under the United States Law
Enforcement Assistance Administration, Omnibus Crime Control and Safe Streets
Act of 1968.

Minnesota, that
WHEREAS, pursuant to authority granted by Title 1, Sec. 304,

Upon motion·made by John Snowberg, sebonded by Hub Nordgren and
unanimously carried, the meeting was adjourned until Wednesday, September 12th,
1973, at 9:30 A.M.
WEDNESDAY'S SESSION
Purs_uant to adjournment, the Board of County Commissioners met
at 9:30 A.M., Wednesday, September _12th, 1973, all members present.
A delegation of resort owners appeared before the Board presenting
an appeal on behalf of road signs on county roads. After discussion, motion was
made by George Walter, seconded by Richard Dillon and unanimously carried, to
table action and consider at the October meeting.
Motion was made by George Walter, seconded by Hub Nordgren and
carried, to assume 40% of the cost of blacktopping 3/4 mile of township road
between Sections 13 and 14 of Rush Lake Township, south of County Road #14, Rush
Lake Township paying the balance of costs.
Motion was made by Hub Nordgren, seconded by George Walter and
carried, to pay 40% of the cost of blacktopping approximately 1 3/4 mile of town-
ship •road across Sections 22 and 23, east of Trunk Highway #108, Leaf Lake Township,
the township bearing the balance of costs.
Motion was made by Richard Dillon~ seconded by George Walter and
unanimously carried, to instruct the County Auditor to transfer the sum of $1,000
from County Revenue to the County Sheriff's Contingency Fund.
Upon motion made by Richard Dillon, seconded by° John Snowberg and
unanimously carried, the County Auditor was authorized to advertise for bids to be
received until 10:00 A.M. o'clock, Tuesday October 9th, for two patrol cars and
one van for use by the Sheriff's Department.
Motion was made by Richard Dillon, seconded by Hub Nordgren and
unanimously carried, to approve the application of George J. Johnson for reduction
in the assessed valuation of property in Section 20 of Dunn Township, assessed for
25 feet more of lakeshore than actually owns.

Upon motion made by Richard Dillon, seconded by John Snowberg and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, a Central Law Enforcement Center has been constructed
for the Otter Tail County Sheriff's Office and the City of Fe_rgus Falls Police
Department, and
WHEREAS these two agencies each had a separate teletype system
in the past,
NOW, THEREFORE, the County Board does hereby enter into agree-
ment with the Public Safety Division of the Minnesota Crime Bureau for the
STATE TELETYPEWRITER COMMUNICATIONS NETWORK for the Central Law Enforcement
Center at Fergus Falls authorizing the Chairman of the Board to execute all
agreements on behalf of Otter Tail County,

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the County of Otter Tail, Minnesota, proposes to develop
and administer a Low-Rent Housing Project or Projects; and
WHEREAS, the County of Otter Tail, Minnesota., desires to enter
into a cooperation· _Agreement. with the Otter Tail County Housing and Redevelopment
Authority, in connection with taxation of such project,
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the Chairman, Andy
Leitch, be and he is hereby authorized and directed to execute said Cooperation
Agreement relative to taxation, in behalf of· said County of Otter Tail, Minnesota,
and the Auditor. Kenneth Hanson·, is hereby authorized and directed to affix the
Corporate Seal of said County of Otter Tail, Minnesota, thereon and attest the
same ..

unanimously carried, the following resolution·was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS Carl M. Murk, successor.in interest, to the following

Upon motion made by George Walter, seconded by John Snowberg and
unanimously carried, the Board Chairman was authorized to sign an .agreement with
Anderson Bros. Construction Co., Fergus Falls, Minnesota, for materials and labor
to explore and repair the concrete and stone work at Phelps Mill Dam, at cost
plus 10% for overhead and 10% for profit.
Upon motion·made by John Snowberg, seconded by Richard Dillon and
unanimously carried, the Board Chairman was authorized to use a facsimile s.ignature
for signi.ng verified accounts.
Upon motion made by John Snowberg, seconded by George Walter and
unanimously carried, the BoardChairman was authorized to sign the City-County
Lease Agreement.
Upon motion made by John Snowberg, seconded by Richard Dillon and
carried, the Board Chairman was authorized to sign a service agreement with Gust.
Lagerquist & Sons, Inc.,. Minneapolis, Minnesota, for·examination and lubrication
service of the elevator in the courthouse addition at $25.40 per-month charge.
