HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/24/1973MINUTES OF THE ADJOURNED MEETING OF THE - BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 A.M., Tuesday, July 24, 1973, all members present. Ju_dge Boe appeared before the board reporting on the past year as County Court Judge. He requested to be allowed to discontinue the Henning Court because of lack of activity. Approval was given subject to change if the need arose to hold court at the Henni_ng location in the future. Two members of the salary committee appeared before the board with their report on classification of county employees. The board agreed to study book- lets and the salary board was requested to appear at the August 7th meeting. Motion·was made by Hub Nordgren, seconded by John Snowberg and unanimously carried, to retain Edwin Fiskum as a county employee, in the h_ighway department, through September 15, 1973. Motion was made by Hub Nordgren, seconded by Richard Dillon and unanimously carried, to grant county assistance to Girard Township for black topping three-quarters of a mile of township road beginning at the southwest corner of Sec- tion 26, easterly on south line of Section 26. Upon motion made by Andy Leitch, seconded by Hub Nordgren and unani- i mously carried, the county auditor was authorized to advertise for bids to be received until 10:30 A.M., Wednesday, August 22nd, for the sale of highway property in the Village of Battle Lake, possession to be granted after vacation by the h_ighway depart- ment. Motion· was made by Hub Nordgren, seconded by Geo_rge Walter and unani- mously carried, to raise the rent of the Bluffton Garage to $50.00 per month as of July 1, 1973. Motion was made by Andy Leitch, seconded by George Walter and unani- mously carried, to. reappoint Floyd Hoff to a five year term to the Otter Tail County Housing Authority Upon motion made by Hub Nordgren, seconded by Richard Dillon and unanimously carried, the following applications for sewage disposal installers license were approved: Ronald Hendrickson Edwin Pikal Hendrickson Excavating Co. Lake Park, Minn. Henning, Minn. Upon motion made by Hub Nordgren, seconded by Richard Dillon and unanimously carried, the application of LeRoy Kahle, Kahle Plumbing & Heating at Detroit Lakes, Minnesota, for sewage disposal system cleaners license was approved. Upon motion made by John Snowberg, seconded by Richard Dillon and unanimously carried, the following applications for special use permit were approved: Calvin Skogen Hobart Township Fill low area The following subject to approval by Department of Natural Resources: Joe Koep Sam Lykken Leaf Mountain Township Clitherall Township R@build parts of road Fill and landscape The following subject to Shoreland Managrient approval: Michael J. Byrne B. F. Fr_azier, Jr. Otter_ Tail Township Lida Township The following subject to conditional requirements: Dennis W. Diers Eagle Lake Township H. D. Stafford Rush Lake Township Melvin McGowan RushJLake Tbwnship Terrace and fill lots Add 19 camping sites to existing trailer park · Cutting bank & landscaping, (must be sodded immediately after landscapaing) Cut ice ridge and level area (no more than l½' removed, 'no removal of trees) Level ice ridge (no trees to be removed, minimum earth moving) Motion was made by Hub Nordgren, seconded by Andy Leitch and unanimously carried, to deny the application of Ronald Donaldson-for special use permit in Girard Township, to fill lot. Upon mot~on made by George Walter, seconded by Hub Nordgren and unanimously carried, the followi_ng resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that M-IEREAS Jlona Perna, heir to the estate of Robert Hepola, owner of record of the followi_ng described property: Lot Four (4), Block Two (2)-of Blower's Second Addition to the Village of New York Mills, Minnesota, having made application to repurchase, said lands having forfeited to the State of Minnesota October 20, 1972, for non payment of 1966 taxes and subsequent years, and having paid the aggregate amount of all delinquent taxes and assessments, rwith penalties, costs and interest, in the amount of $518.10, NOW THEREFORE, the County Board does hereby approve said application to be to the best public interest and relieve undue hardship~_ Dated at Fergus Falls, Minnesota this 24th day of July, 1973. ,. ATTEST: Clerk I I · Upon motion made by Geo_rge Walter, seconded by John Snowberg and unanimously carried, the following resolution· was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS -due tovarious change orders in the construction of the Joint County-City Law Enforcement Building Center the cost of construction is greater than the original estimate, and WHEREAS there does not exist in the Joint County Law Enforcement Building Fund. sufficient moneys to complete payment of said construction, NOW, THEREFORE the County .Auditor is hereby authorized and :ji. directed to transfer from-the ·County Revenue Fund the amount of $51,743.90 to the Joint County Law Enforcement Building Fund. Motion was made by Hub Nordgren, seconded by Geof~e Walter and unani- mously carried, to approve the application of Mrs. Merlyn Dittberner for license to sell non-~ntoxicating malt· liquor at their grocery store in Woodside Township. Motion was made by John Snowberg, seconded by Richard Dillon and unanimously carried, to approve the certificate of substantial completion and change_orders #G-4 and #E-5. Motion was made by John Snowberg, seconded by George Walter and unanimously carried, to approve the service contract on the two court house ele- vators. Motion was made by Hub Nordgren, seconded by George Walter and unanimously.carried, to approve the transfer of Sublots 4 & S, of Government Lot 1, Section 24, Girai;d Township, by James s.
