BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to statute, the Board of County Commissioners of Otter
Tail County met at 9:30 A.M., Monday, July 9th, 1973, all members present.
Upon motion made by John Snowbe_rg, seconded by Richard Diilon
and wianimously carried, the minutes of the June adjourned meeting were approved.
The Board, having previously advertised for bids to be received for
two automobiles for use by the East and West Otter Tail County Extension Service,
proceeded to q,en bids which were found to be as follows:

Motion was made by Richard Dii'lon, seconded by Hub Nordgren and-
carried, to reject bids for both East and West Otter Tail County Extension vehicles
and the County Auditor was authorized to re-advertise for bids forr:1974-::model auto~
mobiles.
The Board, having previously.advertised for bids to be received for
two automobiles for use by the Sheriff's Department, proceeded-to open bids which
were found to be as follows:

After discussion, motion was made by Andy Leitch, seconded by Richard
Dillon and carried, to accept the bid of Minneosta Motor Co. , Fergus Falls, Minn,
for Car No. 2 in the amount of $3,595.42, and Worner's Auto Sales, Fergus Falls, Minn.
in the amount of $3,890.00 for Car No. 1, both being the lowest bids.
Upon· motion. made by John Snowberg, seconded by Geo.rge Walter and
unanimously carried, the following resolution was adopted:
RESOLVED by the s·oard of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS under Minnesota Statute No. 282.04, Subd. 2, the county
auditor, with appro\81. of the county board, may provide the demolition of any
structure on tax-forfeited.lands if the demolition of such structure will aid
in disposing of such tax-forfeited lands, and
WHEREAS the City of Fergus Falls has requested the demolition of
a building located on Lots 43 & 44, Block 3, Rosemount Addition to the.City of
Fergus Falls,
NOW, IBEREFORE, the county board does hereby authorize the
demolition of said structure, expense of demolition:to be assessed against
eventual sale of said premises.

Upon motion made by Hub Nordgren, seconded by George Walter and
unanimously carried, the followi_ng resolution was adopted:

FOR HIGHWAY EASEMENT PURPOSES

WHEREAS, it is deemed necessary and of public exigency that
lands for highway purposes and public use be obtained; and
WHEREAS, Otter Tail County has.•power and authority to establish,
alter, vacate or revoke county highways;
NOW, THEREFORE, in pursuance of Minnesota Statutes Chapter
117, it is hereby resolved that.Otter Tail County take for use on
County State Aid Highway 65 a right of way in and over the lands
herein described, together with the following rights: All trees,
shrubs, .grass and herbage within the right of way of said county
highway, herein acquired, and to keep ~nd have the exclusive conttol
of the same; an estate in fee simple absolute to the lands within
the said right of way; to construtt slopes up6n and remove materials
from the lands herein specifically mentioned to be taken for those
purposes as provided in the plans and specifications which are on
fil~ at the office pf the Cbunty Engineer, Otter Tail County, Fergus
Falls, Minnesota; and also the right to waste, dispose of, and
place gravel, stone, clay, dirt, sand and other materials on the
lands herein specifically mentioned to be taken for those purposes;
and also that Otter Tail County be ~eleased from-all claims for
any and all damages resulting to the lands through and across which
ihe parcel of land'hereby conveyed is located by reason of the loca-
tion, grading, construction, maintenance, and use of a public highway
over and upbn and the removal of materials from the premises hereby
conveyed and from the uses incident thereto; that the County of
Otter Tail be granted an easement and ihe right to erect and remove
temporary portable snow fences during such months as weather conditions
make necessary upon the tracts and parceis of land hereinbefore
des~rt~ed and lands adjacent thereto; and that no one shall construct,
erect ... or ,maintaiIJ :_or allow or suffer any other person to construct,
erect or maintain a~y· sign or billboard or other advertising device

and inquiry were able to discover, together with ihe riature of the
ownership of each as nearly as can be ascertained, and thi legal
description of the tracts of land through which the county state aid
highway will pass, is as follows:

The East Half of the Northeast Quarter (E½ of NE¼) of Section
11, To~nship 131 North, Range 38 West, except tract,
said strip being all that part of the above describe·d tract which
lies within Fifty .(50) feet on the Westerly side of the following
described centerline:
Beginning at the East Quarter corner of Section ll-T131N-R38W,
thence N. 00°29 1 E. for a distance of 2,520.1 feet, thence
deflect to the right· on a 1° 00 1 curve (Delta Angle 02028 1 )
for a. distance of 90.4 feet, and there terminating.
Excepting therefrom right of way of existing highway.
Containing 1.02 acres, more or less.
Also that all telephone and power lines can be placed on the right
of way line.

Upon motion: made· by George Walter, seconded by Richa.rd Dillon and
unanimously carried, the meeting adjourned until 9:30 A.M., Tuesday, July 1~, 1973.
-TUESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met at 9:30 A.M., Tuesday, July 10th, 1973, all members present.
After consideration of bids received the previous day for an articu-
lated 4-wheel drive loader, motion was made by John Snowberg, seconded by Richard
Dillon and unanimously carried, to accept the bid of Borchert-Ingersoll, Inc., Saint
Paul, Minnesota in the amount of $31,816.00, it being the lowest bid meeting speci-
fications.
The matter of the petition relative to a township road running between
Sections 1 and 12, Trondhjem Township,. was brought up for discussion and hearing.
After listening to various interested persons, the County Board tabled action, for
further study and determination, until the July 24th meeting, or August 7th meeting.
Motion was made by George Walter, seconded by Hub Nordgren and unani-
mously carried, to approve the following applications for license to sell non-intoxi-

RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the Laws of Minnesota 1967, .Chapter 334, transferred to
the Superintendent of the Bureau of-Criminal Apprehension all the powers and
duties imposed upon the Commissioner of Administration by the Laws of Minnesota
1965, Chapter 901; and
WHEREAS, new equipment was leased from Northwestern Bell Telephone
Company which was installed in December 1971 at increased costs; and
WHEREAS federal funds were awarded through the Omnibus Crime Control
and Safe Streets Act of 1968 to pay a substantial port"ion of the increased costs
of the Teletypewriter Communications Network; and
WHEREAS Northwestern Bell Telephone Company in Febl'l,l&ry 1972 had a
rate increase approved by the State of Minnesota·, Public Service Commission; and
WHEREAS federal funds were terminated on October 31, 1972 and state
appropriations were requested and received ~o continue the services provided by
the network; and
WHEREAS, the Superintendent of the Bureau of Criminal Apprehension
pursuant to its statutory authority has fixed the monthly operational charge to
be paid by each_ governmental agency or political subdivision as shown on ·the attached
exhibits,
ATTEST:
NOW, THEREFORE, IT IS HEREBY AGREED:
1. The County of Otter Tail agrees to pay to Northwestern Bell Tele-
phone Company the monthly operational charge of $112.00 from
December 16, 1971 through June 30, 1973, and the monthly
operational charge of $195.00 beginning July 1, 1973 through
June 30, 1975. · · · ·
2. The provisions of Minnesota Statutes 1971, Sections 299C .45 thro_ugh
299C.48 are included herein and made ja part hereof.
, 3. This supplemental agreement supercedes those provisions of
Contract M-6693 where applicable, but in all other instances
the original agreement shall remain of full force and effect,
provided that the BCA shall replace the State of Minnesota,
Department of Administration as a party thereto.

WHEREAS said contract has now been completed to the satisfaction
of the Board at a total cost of $32,601.36, an increase of $504.49 due to the
need for additional common excavation and _aggregate surfaci_ng,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $3,503.44, payable to Douglas
Ackling, Frazee, Minnesota as final payment for this work.
