OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, May 8th, 1973, all members
present.
Upon motion made by Geo_rge Walter, seconded by Hub Nordgren and
carried, the minutes to the meetings prior to April 12th were approved.
Motion was·made by George Walter, seconded by Hub Nordgren and
unanimously carried, to approve change order E-3 on Joint County Law Enforcement
Building.
The Board, having previously advertised for'bids to be received
fol'. grading and aggr:egate surfacing, under S~A.P: 56-654-03, C.P. 73:54, proceeded

After consideration, motion was made by Geo_rge Walter, seconded by
John Snowbe_rg and unanimously carried, to acceptthe bid of Ed Zimmerman, Barrett,
Minnesota in the amount of $50,718.70, it being the lowest bid.
The Board, havfog previously advertised for bids to be received

After consideration, motion .was made by Richard Dillon, seconded
by Hub Nordgren and unanimously carried, to accept the bid of Evavold-Vikesland
Construction, Fergus Falls, Minnesota, in the amount of $63,262.60, it bei.ng the
lowest bid.
Motion was made by Andy Leitch, seconded by John Snowbe.rg and unani-
mously carried, authorizing Gene DAvenport to remodeling the offices to be vacat.ed
by the Probate Judge, for use by the County Assessor's office.
Upon motion made by Hub Nor.dgren, seconded by Richard Dillon and
unanimously carried, the county auditor·was authorized to advertise for bids to

RESOLVED by the Board of County Commissioners of Otter Tail County

freeholders fromPine Lake Township have presente9 a written complaint to the
county beard stating the township road b.eginni.ng at the NW corner of Section 36
and runni:ng south between sections. 35 and 36 to the township line is impassable
and should be repaired to.the same standard conditions as the majority of the

Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met at 9: 30 A. M., Wednesday, May 9th, 1973. all members present.
Upon motion made by Hub Nordgren, seconded by George Walter and
unanimously carried, the Highway Engineer was instructed to contact the State High-
way Department requesting a sign be eTected on Trunk H_ighway #78, designating
County Road #128. ·
Motion was made by Richard Dillon~ seconded by John· Snowbe_rg and
unanimously carried, to continue an employee working day of.eight hours, as defined
in the personnel policy.
Upon motion made by George Walter, seconded by Hub Nordgren and
carried, Judge Polkinghornowas authorized to hire a third probation officer.
Upon motion made by George Walter, seconded by Hub Nordgren and
unanimously car.ried,, the· County Audi tor was authorized to advertise for bids to
be received until ll:00 A.M. o'clock, June 12th, for 1,000 road signs and 1,300
posts.

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on March 15th, 1973, the County Board accepted the bid
of Worner!.s of Fergus Falls, Minnesota, in the amount of $1,810.00 for the delivery
of one Police Car, \\'ith trade, for use by the Sheriff's Department, same havi.ng
been delivered to the satisfaction of the Board,.
NOW, THEREFORE, THE County Auditor is hereby authorized and
directed to issue a warrant in the amount of $1,810.00 to Worrier's of Fergus Falls,
Minnesota, the. full amount of the bid.

and unanimously carried, the followi_ng resolution· was adopted:
RESOLVED by the Board of.County Commissioners of Otter Tail
County, Minnesota, that
WHEREAS, the Food and Agriculture Act. of 1962 authorized the esta-
blishment of· Resource Conservation and Development . (RC&D) Projects and the West
Central area of Minnesota including Pope, Swift and.Kandiyohi Counties was approved
as the first operational RC&D project. The project was expanded to include East
Otter Tail and Wadena Soil and Water Conservation Districts; and
WHEREAS, in 1968 it became evident that the entire area of a
county should be an operational part of the RC&D area so West Otter Tail was
added to the West Central RC&D Project; and
WHEREAS, the concept of regional planning for orderly and effective
development was established in Minnesota with boundarie's of the planning regions so
located that the Westv1in Project area is a part of four planning regions; and
WHEREAS, the operational policy of the federal government, through
its agencies dealing with grants, aids and assitance has established that o:ily
regi"onal areas wi1·1 be re·c_ogni zed for assistance; and
WHEREAS, the addition of Becker, Big Stone, Cass, Chippewa, Crow
Wing, Lac qui Parle, McLeod~ Meeker, Morrison, Renyill~, Traverse, Wilkin, and
Yellow Medicine Counties will make the Wes Min Project area identical to the area in
Minnesota Planning Regions No. 4, 5, 6E and 9W, and the above mentioned counties
have petitioned to be admitted to the WesMin RC&D Project.
NOW, TIIEREFORE, BE IT RESOLVED• that in the interest of cooperation
and for mutual benefit, we, as a member.of the authorized WesMin RC& D Project,
do approve the addition of the above mentioned counties to the WesMin Resource
Conservation and Development Project.
