MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS,
OTTER TAIL COUNTY MINNESOTA
I
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County .Minnesota met at 9:30 A.M., Wednesday, March 14th, 1973, all
members present.
Upon motion made by Hub Nordgren, seconded by Geo_rge Walter and
unanimously carried, the minutes of the February board meeting were approved.
The Board, having previously advertised for bids to be received
for two dump trucks, proceeded to open bids which were found to be as follows:

After consideration, motion mas made by Richard Dillon, seconded by
John Snowberg and unanimously carried, to accept the bid of International Harvester,
Fe_rgus Falls, Minnesota, in the amount of $9,412.45, it being the lowest bid<; for
Truck No; 2. Motion was made by George Walter, seconded by Hub Nordgren and unani-
mously carried, to accept the bid of Vaughn Chevrolet, New York Mills, in the amount
of $8,850.86, it being the lowest bid, for Truck No. 1.
The Board, having previously adve~tised for one truck chassis, pro-
ceeded to open bids which were found to be as _follows:

After discussion, motion was made by John Snowberg , __ seconded by
Hub Nordgren and unanimously carried, to accept the bid of Super GMC, Fergus Falls,
Minnesota, in the amount of $4,750.00, it being the lowest bid.

Motion was made by George Walter, seconded by Dick Dillon and
unanimously carried, to authorize Knutson Heating and Air Conditioni_ng to install
and air conditioni_ng unit in the office of the Clerk of Court at a total price of
$2,835.00, plus $450.00 for electric wiring.
Motion was made by Richard Dillon,· seconded by George Walter and
unanimously carried, to authorize tentative approval to Richard Peterson and Giles
Korf for a county liquor license in Pelican Township, upon ~the deposit of an
annual fee of $1,500.00, dependent upon State approval of the facilities and
meeting-::, all necessary requirements.
Motion was made by John Snowberg, seconded by Hub Nor_dgren and
unanimously carried, to authorize Rueben Swenson to make arrangements to eliminate
the refuse grounds on the nursing home property.
Motion was made by John Snowberg, seconded by George Walter and unani-
mously carried, to grant the County Historical Society $1,000 per month maintenance

cost for the period of time the society is open in their new building for the balance
of the calendar year 1973.

Upon motion made by George Walter, seconded by John Snowbe_rg and
unanimously carried, the following resolutionwas adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS, the Minnesota Highway System, which includes counties
and municipalities, has been the backbone of.the economy of the state, and
WHEREAS, the Board of County Commissione~s of Otter Tail County
is in favor of a 1¢ increase in the gas tax, if it is placed into the Highway
Users Fund and not spent for other modes of transportation,
NOW, THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners is in favor of raising the_ gas tax 1¢ per gallon.

unanimously .carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, the public h_ighway system of the State of Minnesota is
under Article XVI of.the Constitution, and
WHEREAS, the Board of County Commissioners of Otter Tail County
-believes that the distribution of funds is very_ good,
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners
Of Otter Tail County is of the opinion that there should be no change in Article
XVI of the Constitution.

Pursuant to adjourJ7.ment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Thursday, March 15, 1973, all
members present.
Motion was made by Richard Dillon, seconded by Hub Nordgren and
unanimously carried, to allow John A. Anderson permission to split a parcel
270' x 150' in Government Lot 6 of Section 5, Buse Township.

After consideration, motion was made by John Snowberg, seconttd by
George Walter and unanimously carried, to accept the bid of Anderson Bros. Const.
Company, Fergus Falls, Minnesota, for general construction in the amount of
$37,235.00, it being the lowest bid; moti:,n was made by Richard Dillon, seconded
by Hub Nordgren, and unanimously carried, to accept the bid of Mollerud Electic
for electrical, in the amount of $9,927.00, it being the lowest bid; motion was
made by John Snowberg, seconded by Hub Nordgren and unanimously carried, to accept
the bid of McDowall, Inc., Saint Cloud, Minnesota, in the amount of $17,700.00, it
being the lowest bid.
After considerable discussion relative to bids received for. the
steel buildings at Battle Lake and the Otter Tail County Nursi_ng Home, motion was
made by Andy Leitch, seconded by Richard Dillon and unanimously carried, to reject
all bids and re-advertise at a later date with State Building Code requirements
included in the specifications, bids to be received until 2:00 P.M., Thursday,
April 19, 1973, in the office oLthe County Auditor.
Motion was made by John Snowberg, seconded by Hub Nordgren and
unanimously carried, to accept the proposal of Mathison-Hesby Agency. for auto-
mobile and general comprehensive liability insurance coverage with the Western
Casualty and Surety Company from April 1, 1973 to April 1, 1976.
Motion was made by Hub Nordgren, seconded by Richard Dillon and
-unanimously carried, to authorize the County Speriff to raise the boarding of
out-of-county prisoners to $5.50 per day.
Motion. was made by Hub Nordgren, seconded by Geo_rge Walter and
carried, to authorize the county treasurer to prepare copies of the current tax books
and present same to the local banks, at rio charge.
Motion was made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, authorizing the county sheriff to trade in a.used Scout Inter-
national for an International Carry-all at a cost of $500.00.
Motion was made by Richard Dillon, seconde.d by' Hub Nor_dgren and
carried, to consider the proposed County Shoreland Management Ordinance, Solid
Waste Ordinance and Sewage System Transportation, Storage, 't'reatnient and Haulers'
Ordinance, at 3:30 P.M., Tuesday, April 10, 1973.
