HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/02/1973MINUTES OF THE SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to call, the Board ofCounty Commissioners of Otter Tail County Minnesota met at 12:45 P.M., Friday, March 2nd, all members present. Upon motion made by Hub Nordgren, seconded by Richard Dillon and unanimously carried, Andy Leitch was appointed to represent Otter Tail County on the Region 4 Commission~ Motion was made by George Walter, seconded by Hub Nordgren and unanimously carried, to instruct the Shoreland Management office to prepare a county wide landfill pr_ograrn with an incentive of $400.00 per township, plus 60¢ per capita. Motion was made by John Snowberg, seconded by Richard Dillon and unanimously carried, to approve the abatement of Frank Whitlock for foregiveness of the final over-due payments on contract for deed purchase of tax-forfeited property in the City of Fergus-Falls, prior to Whitlock's purchasi_ng, because of circumstances involved and obsolescense of said purchase. A request from the Otter Tail County Officials for changing office hours to 8:00 A.M. to 4:30 P.M. was presented to the Board. G. WaugeR p;w;ioperty iR . Motion was made by Richard Dillon, seconded by Hub Nordgren, to purchase the law library of Judge Boe's for an amount of $1,9Q7.00. i::. ! ' -I Upon motion made by Richard Dillon, seconded by, John Snowb_erg and .·. unanimously carried, the followi_ng resolution· was adopted: RESOLVED by the Board of County Commissiqners of Otter Tail County Minnesota, that WHEREAS the present location of the County Highway Building is inadequate for its needs, and WHEREAS the present quarters of the County Highway Department will be needed for county office expansion; and WHEREAS a sAti~factory and suitable location for-all highway needs has become available for sale, NOW THEREFORE, be it hereby resolved, that the Board of County Commissioners of Otter Tail County deem it expedient to purchase the followi_ng described properties for a total of $50,000.00: The NW¼ of the SW¼, except E 200 ft. and the SW¼ of the NW¼, except E 200 ft., all in Section:2s -133 -43, also Sub Lots 1, 2 & 3, Sub-Di vision~ A of-the NE¼ of the SE¼ in-Section 26 -133 --,fa . BE IT FURTHER RESOLVED theCountyHighway Engineer and the County Attorney draw an _agreement fo:J'.'. purchase of the above described lands with Harold G. Haugen, owner, with an earn.est money down payment in the amount of $2,500.00, the balance of $47,500.00 to be paid on or before September 4, 1973. AITES~ Clerk T Upon -motion· made by John Snowbe_rg, seconded by Richard Dillon and . unanimously carried, the following resolution was adopted: RESOLVED by theBoard of County Commissioners of Otter Tail County.Minnesota, that WHEREAS on October 11, 1972, the Board did. accept the bid of Fergus Dogge, Inc., Fergus Falls, Minnesota, for the delivery of·-one 1973 Dodge Polara 4-Dr in the amount of $3,237.00, same-having been delivered to the satisfaction of the Board, NOW, THEREFORE, the County· Board hereby auth_orizes and directs the County Auditor to issue a warrant in the amount of $3,237.00 to the Fergus Dodge, Inc., Fergus Falls, Minnesota, being the said amount of the bid. Minnesota Motor Company, Fergus Falls, Minnesota, in the amount of $3,O49.OO -for delivery of one 1973 Buick LeSabre_ 4-Dr., same having been delivered to the· satisfaction of the CoWJ.ty Board, NOW THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $3,049.00 to Minnesota Motor Company, Fergus Falls, Minnesota, being the amount of the bid. Richard Dillon , seconded by --------------- _ __,.... __ An_d...;.y_L_e_i_t_c_h ______________ and unanimously· carried, the followi_ng resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS work on Judicial Ditch #2 will be required from time to time,. and WHEREAS procedures required forroutine cleaning and repairing becomes cumbersome and delayed, WHEREAS Minnesota Statutes #106.015~ Subdivision 5, does allow a change in classification of judicial ditches, NOW, THEREFORE, be it hereby resolved by the Board of County Commissioners of Otter Tail County Minnesota, request the Board of Commissioners of Wilkin County consider changi_ng the classification of Judicial Ditch #2 to a joint Otter Tail-Wilkin County Ditch, and BE IT FURTHER RESOLVED, because the Wilkin County District Court does have jurisdiction of the Judicial Ditch #2, the Otter.Tail County Board of Commissioners requests that Wilkin County initiate the necessary procedures in- volved to fulfill the requirements.of compliance with Minnesota Statutes #106.015 •.
