BOARD OF COUNTY COMMISSIONERS
OITER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Conunissioners of
Otter Tail County Minnesota met at 9:30 A.M., Tuesday, February 13th, all members
present.
Marvin Klicker appeared before the Board to report the results
of the employee election for salary conunittee. Harlan Nelson and Gene Davenport
were elected to serve with Helen Skramstad and Marvin Klicker.
Tony J. Skrbeck, Executive Director of the Gqvernor's Commission
on Crime Prevention and Control in Minnesota, and Gerald Hellen, Probation .
explaining Officer, appeared before the board/the PORT Program and possible coordination with
Douglas County. The Board advised Mr. Hellen to check into the Douglas-Otter Tail
situation further and assure Douglas County of Otter Tail County's desire to
cooperate. Mr. Skrbeck explained the new procedure to be used in appointing
members to the Governor's Conunission on Crime Prevention and Control, with two
appointees for Otter Tail County.
The County Agricultural Inspectors along with, George Olson, High-
way Maintenance Foreman, appeared before the Board to discuss spraying -along cotmty
roads, July 15th to be the starting date for mowing.
George Walter moved, seconded by Hub Nordgren and unanimously canied,
to accept the report of the East Otter Tail County Agricultural Inspector·;, Richard
Dillon moved, seconded by Hub Nordgren·and·unanimously carried, to accept the re-
port of the West Otter Tail County Agricultural Inspector.
Upon motion made by Hubert Nordgren, secondedbyGe~rge Walter and·

WHEREAS the County Board on October 10th, 1972 accepted the bid
of Hall Equipment, Inc., Savage, Minnesota in the. amount of $5,450.00 for
two One-Way Truck Plows and 2 Truck Wings, same having been delivered to the
satisfaction of the Board,

Minnesota, that
WHEREAS the Police Chief of the City of Fergus Falls and the
Otter Tail County Sheriff are submittj;ng an application for funding of the Otter
Tail County ,Central Records System, and
WHEREAS the Police Chief of the City of Fergus Falls and the
Otter Tail County Sheriff have requested the Cow'lty of Otter Tail to act as
Grantee for this program,
NOW, TI-IBREFORE, be it hereby resolved that the County of Otter
Tail act as Grantee for the Otter Tail County Central Records System and ad-
minister the funds_ in b~half of the Otter Tail County Central Records System

the City of Fergus Falls, Minnesota are submitting an application· for f~dirig
of the Joint Communications Da~a Retrieval System, and
WHEREAS·The Sheriff of Otter Tail.County and the ~olice Chief
of the City of Fergus Falls; Minnesota have requested the County of Otter Tail

unanimously carried, the County Auditor was authorized to advertise for bids to
be received until 10:00 A.M. o'clock, March 14, 1973, for one truck chassis and
two dump trucks to be used by the County Highway Department.
Upon motion made by George Walter, seconded by Richard Dillon and
unanimously carried, the County Auditor was authorized to advertise for bids to
be received until 10:00 A.M. o'clock, March 15th for one 2-Dr. or 4~J)r. (Optional)

which motion was made by Hub Nordgren, seconded by Dick Dillon and carried, to

unanimously carried, the financial report of the county as submitted by K. W. Hanson,
County Auditor, was accepted.
Upon motion .made by Richard Dillon, seconded by John Snowberg and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County·Commissioners of Otter Tail County
Minnesota, that
WHEREAS Minnesota State taxes have increased to an unbearable rate,
WHEREAS the citizens of this State have almost reached the climax
in taxes they can afford,
WHEREAS there is a drastic need for a decrease in state spending
for unworthy projects, agencies and bureaus,
WHEREAS there are some very legitimate and worthy areas where tax
moneys could be spent such as roads,-sewage treatment-facilities, health and
natural resource improvement projects,
WHEREAS billion$ of new tax dollars would be needed to achieve the
objective of the Experimental City Project,
WHEREAS reasons put forth in favor of the proposed Minnesota
Experimental City are largely intangible reasons,
NOW, THEREFORE, be it hereby resolved by the Board of County
Commissioners of Otter Tail County Minnesota~ that the proposed Minnesota
Experimental City Authority as well as all plans and expenditures for the creation
of an Experimental City anywhere within the State of Minnesota be terminated at
once.

RESOLVED by the Board of County Commissioners of Otter Tail
County Minne~ota, that
WHEREAS the Board of County Commissioners of Otter Tail County
has carefully considered the mental health needs of the County, and afte~ ·due
deliberation agree to support the Lakeland Mental Health Cen_ter, !Ne., Fergus
Falls. Minnesota, and to enter lnto a signed agreement with the other e_ight
counties in the Mental Health Center area,
NOW THEREFORE the County Board does hereby approve the budget
and financing plan for the fiscal year July 1, 1973, thro_ugh June 30, 1974

RESOLVED by the Board of C~unty Commissioners of Otter Tail
County Minnesota, that
WHEREAS James Heubsch, owner of record of the S 200' of the N 235'
of E 440' of N½SE¼ of Section 22 -136 -39, said property having forfeited
to the State of Minnesota for ~on-payment of taxes on October 11th~ 1972, has
made application to repurcha_se, and h9:ving paid $108. 72, being one-tenth of
$1,087.20, the ·aggregate of all delinquent taxes, p_enal ties and interest,· the
balance to be paid in nine years with interest at four percent per annum on the
unpaid.balance,

Lorna McCabe, Director of the Nursing Service, appeared before the
Board and presented the Nursi_ng Service Financial report for the Year 1972. After
considerable discussion, motion was made by Geo_rge Walter, seconded by John Snowberg
and unanimously carried, to increase the nursi_ng fee from· $9 .00 to $9 .90 and home
health aid from $3.25 to $3.55.
Motion was made by Andy·Leitch, seconded by John Snowberg and
carried, to purchase a new chair for the 3rd District Commissioner, Geo_rge Walter
voting "no".

WEDNESDAY'S SESSION
Pursuant to adjournment, the Board of Cotmty Commissioners of
Otter Tail County Minnesota met at 9:30 A.M., Wednesday. February 14th, 1973,
all members present.
Jim Dahmen of the Economic Development Commission appeared before
the Board. Motion was made by John Snowberg, seconded by Richard Dillon and
carried,· to give the Economic Development Commisson a sum of $150.00 for pro:..
motional advertising.
Motion was made by John Snowberg, seconded by Richard Dillon·and
carried, to appoint Glen Melby and Hub Nordgren to the Governor's Commission on
Crime Prevention and Control.
Upon motionmade by John Snowberg, seconded by Richard Dillon and
tmanimously carried, the Cotmty Auditor was authorized to advertise for bids to
be received tmtil 2:00 R.M. March 15th, for the remodeling of the court house
basement for the Department of Social Services.
Clifford Clausen. of Saint Olaf Township appeared before the Board
relative to alleged. damages to trees. on the Clausen farm. Mr. Clausen was advised
the County Board would pay no damages •
Motion was made by Richard Dillon, seconded by Hub Nordgren and
carried, to deny the request of Milton E. Seifert for 'd8!Jtages to crops in the
building of County Road #23.
Motion was made by Andy Leitch, seconded by Richard Dillon·and
' unanimously carried, authorizing the Cotmty Auditor to adyertise for bids t.o· be
received tmtil 10:00 A.M •• March 14~ .19,73 for the construction of the following
buildings:
1. 60 ft. x 80 ft. clear span pole type, or all steel type. building
to be constructed at·Battle Lake, Minnesota.
2. 30 ft. x 80 ft. pole type, or au ·steel type, building to be con-
structed at the Cotmty Nursing Home, 6.5 miles northwest of Battle Lake,
Minnesota.

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commistoners of Otter Tail
County Minnesota, that
The County Board of Otter·Tail County Minnesota wishes to go·
on record and does urge the support of'the Legislature of the State·of
Minnesota in favor of a bill for an act relating to motor vehicles; definition
and length of trailers and vehicle combinations; amending Minnesota Statutes
1!171, Sections 168.011, Subdivisions 13, 14 and 16; and 169.81, by addj:ngra
subdivision, to allow double bottom trailers, not to exceed 65 feet, to be
used on four lane highways only.

After reviewing bids, motion was made by John Snowbe_rg, seconded
by Richard Dillon and unanimously carried, to accept the bid of Allied Blacktop
Company, Minneapolis, Minnesota, in the amount of $140,066.90, for Bituminous Seal
Coat, C.P. #73:SS, it being the lowest bid.
After reviewing bids for bituminous material, motion was made by
Hubert Nor_dgren, seconded by John Snowberg and unanimously carried, to accept the
bid of Northwestern Refini_ng Co., Saint Paul ,Park, Minnesota, in the amount of
.1670 for S.C. and .1770 for M.C., it being the only bid.
AFterreviewing the bids for _aggregate-base, plant mixed bituminous
surfacing and aggr_egate shoulders under County Project #73: 11.\2 ;: , motion was made
by Andy Leitch, seconded by.George, Walter and unanimously-carried, to accept the
bid of Mark Sand & Gravel Company, Fergus-Falls, Minnesota in the amount of $99,483.50,
it being the lowest bid.
After reviewing bids for aggregate·base, road mixed-bituminous sur-
facing and aggregate shoulders, under County Project #73:137B, motion was:made by
George Walter, seconded by Richard Dillon and carried, to accept the bidt'-of Mark
Sand & Gravel Company, Fergus Falls, Minneosta in the amount of $125,527.00, it
being the lowest bid.
After reviewing bids for aggregate base and road mix bituminous sur-
facing under County Projects #73:218, #73:558, #73:568 and #73:768, motion was made
by Richard Dillon, seconded by John Snowberg and unanimously carried, to accept the
bid of Mark Sand & Gravel Company, Fergus Falls, Minnesota in the amount of
$244,594.40, it being the lowest bid.
After reviewing bids for Road Mix.Bituminous Surfacing, under County
Project #73:04M, #73:l0M, #73:14M, #73:16M, #73:24M, #73:38M, #73:46M, #73:52M,
motion was made by John Snowbe_rg, seconded by George Walter and unanimously carried,
to accept the bid of Mark Sand & Gravel Company, Fergus-Falls, MiMeosta, in the
amount of $217,670.70, it being the lowest bid~
After reviewing bids for approximately 1200 posts for right of way
markers and road signs, motion was made by John Snowberg, seconded by George Wal-
ter and unanimously carried, to accept the bid of M-R Sign Company, . Fergus Falls,
Minnesota, in the amount of $5,423.00, it being the lowest bid.
Upon moti~n made by Hubert Nordgren, seconded by John Snowberg and
carried, Bain Bros. & Don Dahlman were granted an extension of time to J,ly 15,
1973, for the completion of S.A.P. 56-648-03, C.P. 72:48.
Motion was made by Hubert Nordgren, seconded by Richard Dillon and
carried, to approve the utility permit of Northwestern Bell Telephone Company for
cable to be located along County Road #16 in Everts Town~rip.

granted to the Battle Lake Area Sanitary Landfill Association~ to be adjusted
when the procedure ·is adopted by the Board.
Motion was made by Andy Leitch, seconded by Dick Dillon and unani-
mously carried, to approve the transfer of one parcel of land for Kenneth Berge,
Wall Lake in Dane Prairie Township, provided it is all under one description.
Motion·; was made by John. Snowberg, seconded by George Walter and
carried, to accept a gift of $1,175.31 from· the· Inga:-, Olson estate for· Phelps
Mill, to be used in restoration of ,the mill ,itself.

adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS-there exists under Minnesota Statutes 38.36 a limitation
of $40,000 for mainte.nance and support of county extension work,
WHEREAS THE Ot_ter Tail County Extension Committee has recommended
an increase in limitation to comply with increased costs·,
NOW, THEREFORE the Board of County Commissioners of Otter Tail
County does hereby approve an.:;increase to $45_, 000 which the County Board may
levy annually for the maintenance and ~upport of county extension work, and
does hereby request special legislation to accomplish same.
