MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
·Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9: 30 A.M., Monday, December 4th,-1972, all
members present.
Motion was made by Richard Dillon~ seconded by John Snowberg and
unanimously carried, to approve the plat of 1st Add'n·to Oak Hill Subdivision,
located in Pelican Township;
County Agricultural Inspectors Kenneth Clambey and Alva Krekula
appeared before the Board. A discussion was held relative to county spraying
and the possibility of obtaining one more modern sprayer, and the need for earlier
cutti_ng of weeds. The Board requested the Inspectors, the Highway Engineer, Main-
tenance foreman, appear before the Board at the February meeting.
Motion was made by George Walter, seconded by John Snowbc_rg and
unanimously carried, to to approve the conveyance of a small parcel in Government
Lot 5, Section 2 of Dora Township,
Motion was made by Geo_rge Walter, seconded by Richard Dillon and
unanimously carried, to approve the application of Loren G. Names for reduction
of the assessed valuation of his property in Otter Tail Township, assessed for
lakeshore that had been sold.
Motion was made by John Snowberg, seconded by Geo_rge Walter and.
unanimously carried, to enroll Otter Tail County in the National Association of
Counties.
Upon motion made by Geo_rge Walter, seconded by Andy_ Leitch and
unanimously carried, the following resolution was adopted:
-RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
·wHEREAS, THE County of Clay, Moorhead, Minnesota, has instituted
and .is operati_ng a regional juvenile detention· center, and
WHEREAS, many counties in the immediate area of Clay County have
jointed with Clay County in availing themselvae of this facility, and
WHEREAS, Clay County is making an application· for a Federal Grant
to provide a short term juvenile treatment center
NOW, THEREFORE, BE IT RESOLVED that ::,Otter.:_Taib,Count,y,;:,y does
hereby support, and encourage the ~pproval of this application for the_ grant for
funds to provide the treatment center.

Minnesota, that
WHEREAS, the 1971 laws of Minnesota limit the levies set by
counties, and·
WHEREAS the Department of T,Ixation submitted a .revised levy limi-
tation certification to Otter Tail County,
BE IT HEREBY ~SOLVED, that in accordance with M.S. 275.50.through
275.57, the County of Otter Tail does hereby levy for the taxe.s payable in 1973
an amount which will be $113,001.27 less than the levy limitation of $1_,390,677 .60
after taking into consideration the allowable special levies and the amount of
local government aid, as hereby shown:

BE IT HEREBY FURTIIER RESOLVED that, based on the county's assessed

Richard Dillon and unanimously carried, the following resolution ---------------
was adopted:
RESOLVED by the Board .of County Commissioners of Qtter Tail County
Minnesota, that
WHEREAS, the reo_rganization of school districts in Otter Tail
County has eliminated the need for·a County School Tax Fund and County School
Transportation Tax Fund, and
WHEREAS, as of December 1, 1972 a surplus of $126,507.18 remains
in these two funds, and
WHEREAS Minnesota Statutes Sec. 124.51 S.D. 7 provides that by·
reason of reorganization of districts a surplus remains, the surplus shall be ·
paid by the County Treasurer to the reorganized districts upon the order of the
County Board,
WHEREAS the comments made by the Public Examiners report of November
30, 1972 for the year ending December 31, 1971 suggest this be done,
NOW THEREFORE, BE IT HEREBY RESOLVED, that $107,836.67 be paid
from the County School Tax Fund and $18,670.51 from the Countx School Transpor-
tation Fund to the various reorganized districts affected.

At 3:00 P.M. the Board adjourned to join Grant County for a joint
meeting at Elbow Lake at 4:00 P.M. concerning County Highway lt26, all members of the
two boards were in attendance.
L. C. Pederson was chosen chairman and Arnold V. Johnson secretary
by motion and duly seconded.
The joint project discussed as the letti_ng of bids for county line
road known as Grant County State Aid Highway No. 26 (S.P. 26-626-04) and Otter Tail
County State Aid Highway No. 26 (S.P. 56-626-81).
Upon motion· made by Andy Leitch, . seconded by George Walter and
unanimously carried, the following resolution was adopted:
RESOLUTION OF
OTTER TAIL COUNTY .COMMISSIONERS
WHEREAS, Otter Tail County by the Otter Tail County Board of Commis-
sioners and Grant County by the Grant County.Board of Commissioners desire
to construct a gravel base and bituminous surfacing on a county line road
common to both countiesbetweeri West Line of Grant County and County State
Aid Highway No. :;.i, known as the Wendell Road. This. road being further
described as County State Aid Highway No. -26 in Otter Tail County and
County State Aid Highway No. 26 in Grant County.
NOW, THEREFORE, IT IS HEREBY RESOLVED, by_the.Otter Tail County
Board of Commissioners .that Otter Tail County State Aid Highway No. 26
(S.P. 56-626,-81) and Grant County State Aid Highway No. 26 (S.P. 26-626,-'04)
hereby be constructed in accordance with the plans and specifications as
determined by the County Highway Engineers of.Otter Tail County and Grant
County.
IT IS ALSO HEREBY AGREED that,
1. The preliminary and construction engineering shall be. performed
by. the Grant County Highway Department and that this cost shall.be shared
fifty per cent .(50i;;) by the County of Grant and fifty per cent (50%) by
the County of Otter Tail.
2. The contracts shall be let at Elbow Lake, Minnesota on January
16, 1973 at 11:0O_A~M., and both County Boards sha°ll be present for the
awarding of said contract and the majority of each County Board must vote
approval of said contract prior to acceptance thereof.
3. The original plans shall be approved and signed by both the Grant
County and.the.Otter Tail County Engineers prior to said plans being effec-
tive ·or_. legally binding upon their respective . counties.
4. The partial estimates shall be signed by the Grant County Engineer
arid the final estimate shall be signed by both the Grant County-Engineer and.
the Otter Tail County Engineer. Both counties shall deposit with the Commis-
sioner of Highways a sufficient amount of their Federal Aid and State Aid
Funds to assure the completion of the project.
5. The final acceptance of the completed project shall be accomplished
by __ separate resolutions by the County. Board of Otter Tail County and the
County Board of Grant County.

Upon motion made by John Snowbe_rg, seconded by_ Richard Dillon
and unanimously carried, the following rbsolution was adopted:

BE IT RESOLVED, that pursuant.to statutory authority the
County Engineer for and on behalf of'.the .County of .Ott«=r Tail is
hereby·: authorized to request and obtain· from the Minnesota Depart-
ment of Highways needed engineering and technical services during
the year 1973~ for which payment will.be made by the County upon
receipt of verified claims from the Commissioner of Highways.

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on June 6, 1972, the· bid for gradi_ng and aggr_egate sur-
facing under County Project 72:23 was awarded to Leonard Hillstrom, Vergas,
Minnesota in the amount of $54,582.84, and
WHEREAS the above contract has now been completed to the satis-
faction of the County Board at ;a total cost of $57,519.45, an increase of
. $2,936.61 due to the need for additional common excavation, soddi_ng and aggre-
gate surfacing,
NOW, THEREFORE, The County Auditor is hereby·· authorized and
directed to issue a warrant in the amount of $6,498.64 payable to Leonard
Hillstrom, Ve_rgas, Minnesota as final payment for this work.

$3,267.45 due to additional common excavation and unsuitable material,
