THE ADJOURNED MEETING OF m-IE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY ~!INNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County met at 9:30 A.M., Tuesday, November 14th, 1972, all members present. Motion was made by George Walter, seconded by Richard Dillon and unanimously carried, to renew, for one year, the lease of the Nursing Service offices. Upon motion made by Richard Dillon, seconded by ·'John Snowberg and unanimously carried, the plat of First Addition to Historic Monument Beach· was approved, subject to road approval by the Highway Engineer . . ,. Upon motion made by John Snowbe_rg, seconded by Richard Dillon and unanimously car:ri_ed, the following resolution was adopted: RESOLVED by the Board of County Commiss1oners of Otter Tail County Minnesota, that WHEREAS Alice Thompson has made application to repurchase from the State of Minnesota, the following described property: Corliss Addition, City of Fe_rgus Falls Lot 1, Block 6 said applicant being owner of record at time. of forfeiture. that such taxes be- came delinquent for the year 1960 and subsequent years of 1961, 1962, 1964, 1965, 1966, 1967, 1968, 1969, 1970 and 1971, for an _aggregate total of delinquent taxes, penalties and interest of $2,500.22, having paid one-tenth of the 3:ggregate. sum of $250.22, NOW, THEREFORE this Board does hereby. grant said application. permission to do so being in the best public interest and relieve undue hardship. D funds. Motion was made b)' John Snowberg, seconded by Rich.ard Dillon and carried, to approve utility permits for Northwestern Bell Telephone Company at the following locations: 2nd Street and 3rd Avenue Section 30 County Road #10 Section· 14 County Road #10 Section 2 Village of-Perham Gorman Township Bluffton Vi:H.age;· Folden Township New York Mills ViUage Hobart Township Motion was made by George Walter, seconded by Jonn Snowberg and unanimously carried, to author~ze the Highway Engineer to arrange a meetfog with the Grant County Board of Commissioners for December 4th, relative to a joint , county project on County H.ighway #26. Motion was made by Richard Dillon, seconded by George Walter and unanimously carried, to approve special aid to Dunn Township in the amount of $500.00 for a road north of Section 18. BE IT RESOLVED, That the Chairman and Clerk or Auditor forthwith ·enter into agreement with the State of Minnesota, acting through its Commissioner of Highways, for the maintenance, except the application of calcium chloride.i,n locations where the State considers it to be necessary and except snowplowing, of the road described in said agreement as Temporary Trunk Highway No.· 108 , to wit: Beginning at the junction of Trunk Highway No. 108 and County State- Aid Highway No. 65 in the Village of.Henning (the intersection of Douglas Ave. and Marshall Ave.); thence soU:therly approximately 6.38 miles on said County . State-Aid Highway No. 65 to its junction with County State-Aid Highway No. 40 (previously designated detour) on the south line of section 14, township 132 north, range 38 west and there terminating. Total length of this detour is approximately 6.38 miles. said Municipality to be paid therefor at the rate of $200.00 per mile per month. Fractional miles and fractional months, if any, will be used in computing amounts payable. Upon motion made by George Walter, seconded by Richard Dillon and unanimously carried, the following resolutions were adopted: RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT BETWEEN TI-IE COUNTY OF OTTER TAIL ACTING BY AND THROUGH THE BOARD OF .COMMISSIONERS, AND TI-IE COMMISSIONER OF HIGHWAYS_, STATE OF MINNESOTA WHEREAS: The Commissioner of Hlghways:'of·;the State of Minnesota has submitted to the Board of Commissioners, County of Otter Tail, for execution, an agreement relati_ng to the future_ maintenance of C .S .A.H. 67 as designated on plan sheets marked Exhibit "A". NOW BE IT RESOLVED: By the members of the Board of Commissioners, Otter Tail County, int the Chairman of the Board of Commissioners and the County Auditor are hereby authorized and directed to execute for'and on behalf of and in the name of the County of Otter Tail an agreeinent between the County and the Commissioner of Highways wherein the County agrees to maintain at its sole expense the county road, provided for in the agreement, which lies within the right of way of Trunk Highway No. 10_. WHEREAS: The CommissionerofHighways of the S1;ate of Minnesota. has submitted to the Board of Commissfoners, County of Otter Tail~ for. execution, an agreement relating to the future maintenance of C.S.A.H. 34 as designated on _plan sheets marked Exhibit "A", NOW BE IT RESOLVED: By the members of the Board of Commissioners, Otter Tail County, that the Chairman of the Board of Commissioners and the County Auditor are hereby authorized and directed to execute for and on behalf of and in the name of the County of Otter Tail an agreement bet,,,reen the County and the Commissioner of H_ighways wherein the County agrees to maintain· at its sole expense the County road, provided for in the. agreement, which lies within the right of way of Trunk Highway No. 10. Inc .• Buffalo, Minnesta in the amount of $29. 100 .00. same having been completed1to the satisfaction of the Board in the amount of $24. 827. 00. a decrease of 1. 4% because less yellow paint was used than estimated, NOW THEREFORE. the County Board does hereby authorize and direct the County Auditor to issue a warrant in the amount of $2,482.70 to Traffic Marking Service, Inc., Buffab, Minnesota as final payment for this work. County Minnesota, that WHEREAS on February 9, 1972, the bid for .A:ggr_egate Base & Road Mix Bituminous Surfacing on CSAH #11, 22, 29, 36, 50 & C.H. #135 was awarded to the Mark Sand & Gravel Company, Fergus Falls, Minnesota for $570,177.40, same having now been completed to the satisfaction of the County Board for a total cost of $566,186.07, a decrease of less than 1% due to normal variation; NOW THEREFORE, the County Auditor is hereby authorized and.directed to is,sue a warrant in the amount of $96,709.96 payable to the Mark Sand & Gravel Company, Fe_rgus Falls, MinneSla as final payment for this work. ATTEST: Clerk Upon motion made by Richard Dillon, seconded by Andy Leitch and unanimously carried, the following resolution was adopted: RESOLVED by the Board of·county Commissioners of.Otter Tail County Minnesota. that WHEREAS, Provision is made in the Minnesota Statutes 1971, Section 18.231, Subdivision 1, the Board of County Commissioners when· requested by the commissioner of -_agriculture. shal 1 appoint -a county agricultural inspector, who shall meet qualifications prescribed by the comm1ssioner, and WHEREAS, Jon Wefald, Commissioner of Agriculture has requested such appointment by the County Board of'Otter Tail County, NOW•-THERFORE, BE IT RESOLVED that Kenneth Clambey, whose address is Route #3, Fc_rgus Falls, Minnesota, be and he is hereby appointed West Otter Tail County Agricultural Inspector, for a period from January 1, 1973 to December 31, 1973, at a salary of. $3,300.00 per year. BE IT FURTHER UNDERSTOOD that Kenneth Clambey may attend the Annual County Agricultural Inspectors' Short Course and other district conferences held during the year.
