MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioaers of
Otter Tail County Minnesota met Tuesday, October 10th, 1972, all members present.
Harold Schmidt, Staff Representative of the American Federation of
State, County and Municipal Employees_AFL-CIO, appeared before. the Board relative
to negotiations between the county highway employees and the County )3oard. No
action taken.
The Board, having previously advertised for bids to be received for
snowplows and wi_ngs, proceeded to open bids which were found to be as follows:

After consideration motion was made by Andy Leitch, seconded by Richard
Dillon and carried, to award the bid to Hall Equipment, Savage, Minnesota, in the
amount of $5,450.00, it being the lowest bid.
Motion was made by Andy Leitch, seconded by George Walter and unani-
mously carried, to allow Lake Region Co-op Electrical Ass 'n. ,to bury cable under
County H_ighway #12 east of Johnson Lake, east of Dalton in Eagle Lake and St.
Olaf Townships, and allow Northwestern Bell Telephone Company to bury cable under
· Highway #3 in Friberg Township.
The Board, having previously advertised for bids for the sale of a
depleted gravel pit in Girard Township, proceeded to open bids which were found to
be as follows:

Upon motion made by John Snowberg, seconded by Richard Dillon and

unanimously carried, to allow Kenneth Jacobson,-Frazee, to sell one parcel, 100'
X 188', bei_ng an isolated parcel, in Govern:ment Lot 8, Section 3 -137 -40.
Motion was made by Richard Dillon, seconded by Andy Leitch and
unanimously carried, to approve the plat of Mullens H_ighway Acres.
Motion was made by Richard Dillon, seconded by John Snowberg and unani-
mously carried, to approve the plat of Second Addition to Sunrise View Beach.
Upon motion made by George Walter, seconded by Andy Leitch and

unanimously carried, the following resolution was adopted:

R E S O L U T I O N
WHEREAS, Both the State and Federal agencies.do from time to time
purchase land irt· Otter Tail County for wildlife areas which does porder ·
a County Highway, County S.tate-"-Aid Highway, or a Township Road, and
WHEREAS, When it becomes necessary to·improve orie of these roads, the
procurement of a right-of-way easement and the necessary environmental
statements and.requirements of .the Federal government in acquiring right-
of-way becomes very time consuming and causes considerable delay in the
road improvements,
NOW, THEREFORE, BE IT RESOLVED: That agencies wishing to purchase
areas for wild life habitat, must deed to the road authority of the road.

to allow the Village of Dent an increase in rent of the county_ garage being rented
from the vill_age, from $60.00 to $70.00 per month, effective October 1st.

BE IT RESOLVED, that the Chairman and Auditor are
· hereby authorized and directed for an on behalf of the· · County
of Otter Tail to execute and enter· into a contract with the
Commissioner of Highways for the removal of snow from particular
portions or all of the roads and highways under the jurisdiction
of the County of Otter Tail all on the terms and conditions con-
tained and set forth in "State of Minnesota, Department of
Highways Maintenance Division Snow Removal Agreement", a copy of
which said form was before the Board, assuming on behalf of the
· eourtty all of the contractual obligations therein contained.
BE.IT FURTHER RESOLVED, that· Wendell P~ Huber, the
County Highway Engineer of said County of Otter Tail, be
and he hereby is authorized to request and order from time to time men
and equipment for the removal of snow in accordance with and under the
terms of the foregoing contract.

unanimously carried, the following resolution was. adopted:

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS Gerald S. Rufer, administrator of the estate of Harriet
Denham, deceased, owner of record of time of.forfeiture to the'state of Minnesota
for non~payment of 1964 taxes, has made application.to repurchase the following
described property:

Said applicant having paid the ·amount of $525. 39 being the _aggr_egate of
all.delinquent taxes and assessments, with penalties,costs and interest,

unanimously carried, the followi_ng resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS Dorothy Jackson, Joyce Madison and B~verly Sidener, successors
in interest of the following described property:

said property havi_ng forfeited to the State of Minnesota September 1, 1970 for

Alf Jo_rgenson, Soil Conservationist for the East Otter Tail Soil Conservation
Service, upon his retirement on approximately April 1, 1973.

WEDNESDAY'S SESSION
Pursuant to .adjournment, the Board of County" Commissioners met
Wednesday, October 12, 1972, at 9:30 A.M., all members present,
Motion was made by Andy Leitch, seconded by George Walter and unani-
mously carried, to_ grant $500. 00 special aid to Clitherall Township for three
miles of township road between Highway 78 and west.township line above Sections
31, 32 and 33.
The Board, havi_ng previously advertised for bids to be received for
two automobiles to be used by the Sheriff's Department, proceeded to open bids
which were found to be as follows:

After consideration motion was made by Andy Leitch, seconded by
John Snowberg and carried, to accept the bid of Fergus Dodge, Inc., for orie
Dodge polara with-trade-in of 1971 Plymouth Fury, in the net amount of $3,237.00,
it being the lowest bid; and Minnesota Motor Compa_!ly for one 1973 Buick LeSabre,
less trade-in of 1971 Dodge Polara, in the net amount of $3,115.00, it bei_ng the
lowest bid.
Upon motion made by John Snowberg, seconded by George Walter and
unanimously carried, an extended leave of abaence for illness (sickness) was
granted to Ole Ben Birch, employee in the County HighNay Department.

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of.County Commissioners of Otter Tail County
Minnesota, that
WHEREAS ON the 11th day of April, 1972, the bid for two International
Dump .Trucks, Model 1700, was awarded to International Harvester Company, Fe_rgus ·
Falls, Minnesota, in the amount of $17,384.50, same having been delivered to the
satisfaction of the County Board,
NOW THEREFORE the County Auditor.is hereby authorized and directed
to issue a warrant in the amount of $17,384.50 to International Harvester Company,
Fergus Falls, Minnesota, being the full purchase price.

Upon motion made by George Walter, seconded· by Richard Dillon and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on the 19th day of September, 1968, pursuant to the laws
of the State of Minnesota, a certificate of forfeiture was executed by the county
auditor of Otter Tail County describing the following lands:

NOW THEREFORE, the County· Board having examined into the allegation·s
of the application of K. W. Hanson, County Auditor of Otter Tail County, dated

ficate of forfeiture as to certain lands describd in said application, and finding
. the all_egations of said application to be trt1e, that this board hereby approves said
application and recommends that the same be granted.

Upon motion made by John Snowberg, seconded by George Walter and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County_ Commissioners of Otter Tail County
Minnesota:
In pursuance of Minnesota Statutes 282., it is hereby resolved that
tracts of land may be sold under the followi_ng conditions: Each and every tract
sold for $500.00 or less shall be paid in full at time of sale. All tracts.sold
for more than $500.00 may be paid for on installment plan at rate of at least 25%
of purchase price, but in all cases the down payment must be at least $500.00;
provided that in all cases where the appraisal by thi°s Board shows the value of wood
on said tract, the full amount of the appraisal value of said \~ood, together with
25% of the balance of the purchase price must be paid at the time of sale. The bal-
ance of the purchase price may be paid in ten annual installments with 4% interest
per annum on the unpaid balance;
In addition to the purchase price of the land, the County Audi tor·
shall charge and collect, in full, an amount equal to three percent of the total
sale price of the land, amount so collected by the Auditor to be deposited in the
State Treasury and credited to the Tax Forfeited Land Assurance Account, 1969 Minn.
Statutes No. 284.28, Sub. Div. 6.
Title to the land to be offered for sale is not guaranteed, either
by Otter Tail County or the State of Minnesota. When payment of the purchase price
has been made, the purchaser will receive from the State of Minnesota a quit-claim
deed to the property for which the Auditor is required by law to collect and remit
to the State a fee of $3.00. All mineral rights are reserved by the State of
Minnesota, and sale is subject to existing easements.
The County Board reserves the right to reject any or all bids and
withdraw any parcel listed before or during the sale.
