OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to call, the Board of County Commissioners of Otter
Tail County Minnesota met at 1:00 P.M. o'clock July 20th, 1972, all members
present.
Mr. Stanley J. Pechaver, regional representative for the Economic
Development Administration, U.S. Department of Commerce, appeared before the
Board and explained the steps Otter Tail County must take to be designated for
assistance-under _the Public Works and Economic Development Act. AFter dis-
cussion, upon motion made by John Snowberg, seconded by George Walter and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that_
WHEREAS.facts have been submitted to this board showing a need
for economic assistance within the county,
NOW, THEREFORE be it hereby resolved by this Board that there
exists in Otter Tail County an economic need for assistance under the EDA pro-
grams for Title I benefits and does hereby request that Otter Tail County be
designated as an EDA County.

Upon motion made by Andy Leitch, seconded by George Walter and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of Gounty Connnissione~s of Otter Tail
County Minnesota, that
WHEREAS Minnie J. Johnson, heir to the estate of Emil Syverson,
owner of record, has made and filed an application with the County Auditor for
the repurchase of the hereinafter described parcel of tax forfeited land, in
.accordance with the provisions of Minnesota Statutes 1945, Section 282.241, ·
which land is situated in Otter Tail County Minnesota and described as follows,
to-wit:
Almora, Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 & 11, Block 3
Elmo Township
permission to do so to the best public interest and relieve undue hardship.
NOW THEREFORE BE IT RESOLVED by this Board, that said application
be granted and the County Auditor is hereby authorized and directed to permit
such repurchase accordi_ng to the provisions of Minnesota Statutes 1945, Section
282.241, as amended.

RESOLUTION TAKING PROPERTY
FOR HIGHWAY EASEMENT PURPOSES

WHEREAS, it is deemed necessary and of public exigency that lands
for highway purposes and public use be obtained; and
WHEREAS, Otter Tail County has power and authority to establish,
alter, vacate br revoke county highways;
NOW, THEREFORE, in pursuance of Minnesota Statutes 117, it is
hereby resolved that Otter Tail County take for use on County State
Aid Highway 67 a right of way in and over the lands herein described,
together with the following rights: All trees, shrubs, grass and
herbage within the right of way of said county highway, herein acquired,
and to keep~and have the exclusive control of the same; an estate in
fee simple absolute to the lands within the said right of way; to
construct slopes upon and remove materials from the lands herein
specifically mentioned to be taken for those purposes as provided in the
plans and specifications which are on file at the office of the County·
Engineer, Otter Tail County, Fergus Falls, Minnesota; and also the
right to w~ste, dispose of, and.pla~e gravel, stone, clay, dirt, sand
and other materials on the lands herein specifically mentioned to be
taken for those purposes; and also that Otter Tail County be released
from all claims for any and all damages resulting to the lands through
and across which the parcel of land hereby conveyed is located by reason
of the location, grading, construction, maintenance, and use of a public
highway over and upon and the removal of materials from the premises
hereby conveyed and from the uses in~ident thereto and that no one shall
construct, erect, or maintain or allow or suffer any other p~rson to
construct, ·erect or maintain any sign or bill board or other advertising
device upon the lands adjoining the parcel hereby conveyed, closer
then one hundred (100) feet from the said premises unless a permit
therefor in writing shall have first been obtained from the County of
Otter Tail.
The lands and rights claimed and proposed to be so taken are
situated in Otter Tail County, Minnesota, and are described as follows,
and the names of all persons appearing of record as known to the County
Board of Commissioners to be the owners or occupants of said lands and
rights; or interested therein, in~luding all whom the County Board of
Commissioners, by investigation and inquiry to discover, together with
the nature of the ownership of each as nearly as can be ascertained,
and the legal description of the tracts of land through which the
county state aid highway ¥ill pass, is as follows:
A strip bf land over and across the following-described tract:
The North Half of the Northwest Quarter of Section 12,
Township 133 North, Range 38 West,
said strip being all that part of the above-described tract which
lies within fifty (50) feet on either side of the following-
described centerline:
Beginning at the Southwest corner of the Northwest Quarter of
the Northwest Quarter of Section 12, Township 133 North, Range
38 West, thence North 00° 06' West for a distance of 493.8
feet, thence deflect to the right on a 7o 00' curve (Delta Angle
91° 29') for a distance of 1,306.9 feet, thence South 88° 37'
East for a distance of 914.6 feet, thence deflect to the left
on a 70 00' curve (Delta Angle 91° 03') for a distance of
170.0 feet, and there terminating.
Also a strip of land over and across the following-described tract:
The Northwest Quarter of the Northwest Quarter of Section
12, Township 133 North, Range 38 West,
said strip being all that part of the above-described tract which lies
within thirty-three (33) feet on either side of the following-described
centerline:
Commencing at the Northwest corner of Section 12, Township 133
North, Range 38 West, thence South 00° 06' East for a distance
of 280.0 feet to the point of beginning, thence deflect to left
on a 16° 00' curve (Delta Angle 37° 00') for a distance of 200.0
feet, and there terminating.
Excepting therefrom right of way of existing highways.
Containing 2.72 acres, more or less.
Also that all telephone and power lines can be placed on the right of
way line.
Also an easement to construct slopes that shall cease on or before
December 31, 1972 on the above-described land. ·
The apparent owners or holders of a lesser interest in the property
are: Halfdan Anderson, Waldemar Anderson and Neils Anderson.

Motion was made by ANdy Leitch, seconded by George Walter and unani-
mously carried, to_ grant variance from the 40' set-hack requirement, ,to 35' for
Donald Leyh, on Highway #48.
Motion was made by Richard Dillon, seconded by Andy Leitch and
unanimously carried, to grant $200.00 Special Aid to Maine Township.
Motion was made by Richard Dillon, seconded by J~hn Snowbe_rg and
unanimously carried, to grant a set-up license to Leonard J. Pusc, Triangle Dance
Club, Rush Lake Township upon rec~ip~ of the $50.00 license fee.
Upon motion made by John Snowberg, seconded by Richard Dillon
and unanimously carried, the meeting was adjourned.
