Pursuant to adjournment, the Board of County Commissioners of Otter!
! Tail County Minnesota met at 9:30 A.M., Tuesday, June 6th, 1972, all members present.
Representatives -from the salary committee reported on progress of
their interviews with various department heads. The County Board_ gave the committee
approval to proceed with the interviews as planned.
1 Ju_dges Polkinghorn and Boe appeared before the Board, giving reports l
on progress of plans to date on upcoming County Court.
The Board, havi_ng previously advertised for bids to be received
for grading and aggregate surfacing, under project S.A.P. 56-639-02, C.P. 72:39,
proceeded to open bids which were found to be as follows:

After consideration; motion was made by Andy Leitch, seconded by George
Walter and unanimously carried, to accept the bid of Ed Zimmerman, Barrett, Minne-
sota, in the amount of $105,020.52, it being the lowest bid.

Sanitary land fill came up for discussion. Two interested persons
from the Battle Lake Sanitary Land Fill appeared before the Board and explained
progress to date. Motion was made by Andy Leitch, seconded by George Walter and
carried, to hold an informal :·.meeting at the Battle Lake school, the evening of
June 13th, with all township and village officers invited to attend.
Motion was made by Richard Dillon, seconded by John Snowberg and
unanimously carried, to appropriate out of the Revenue Fund $7,500 for the West
Otter Tail County Soil Conservation District.
Motion was made by George Walter, seconded by John Snowberg,-and
unanimously carried, to appropriate out of the Revenue Fund $7,500 for the East
Otter Tail County Soil Conservation District.
The Board, having previously advertised for bids to be received
for grading and aggregate ·surfacing under S.A.P. 56-623~06, C.P. 72:23, proceeded
to open bids which were found to be as follows:

C.P. 72:39, 72:39 having been accepted by the Board, motion was made by Richard
Dillon, seconded by John Snowberg and unanimously carried, to accept the bid of
Leonard Hillstrom, Vergas, Minnesota in the amount of $54,582.84, it being the
second lowest bid.
The Board, having previously advertised for bids to be received
for Center Striping, under C.P. #72:C.S., proceeded to open bids which were found
to be as follows:

After discussion, motion was made by Andy Leitch to accept the bid
of Joe Halstensgaard, Fertile, Minnesota in the amount of $30,000.00. Motion tiled
for want of a second. Upon motion made by John Snowberg, seconded by George Walter
and carried, Andy Leitch voting "no", all bids for gravel stockpiling were rejected.
Upon motion made by Andy Leitch, seconded by George Walter and unani-
mously carried, the following resolution was adopted:
RESOLUTION PROVIDING FOR A HEARING TO DETERMINE THE NEED FOR A
HOUSING AND REDEVELOPMENT AUTHORITY TO FUNCTION IN OTTER TAIL . ·-
COUNTY MINNESOTA.
Whereas, the Minnesota County/Multi County Housing and Redevelop-
ment Act, Chapter 901 (MSA462. 426, • 427, . 428) Session Laws 1971, creates a
Housi_ng and Redevelopment Authority" in each of· the Minnesota counties except
those in the Twin City Metropolitan ARea counties of Ramsey, Hennepin, Washington,
Anoka, Carver and Scott, provides that such an authority shall not transact any
business or exercise its powers until the governing body of the county, be·reso-
lution, shall determine that there is a need for an authority to function in such
county.
THEREFORE, BE IT RESOLVED by the County Board of Otter Tail
County Minnesota,
That on the 11 thday of July , 19 72 at 2:30 o'clock, ---
~-, bei_ng the time and place of the next meeting of theOtter Tail County·
Board of Commissioners, this body shall determine:
(a) Whether substandard areas exist in Otter Tail County, which cannot
be redeveloped without government assistance;
(b) Whether ade~uate housing accommodations are not available to veterans
and servicemen and their families; or
(c) Whether thei, is a shortage of decent, safe and sanitary dwelling
accomodations in Otter Tail County Minnesota, available to persons of
low income at rentals they can afford.
That at ~uch meeting a public hearing will be held on these. matters.
That all interested persons be and hereby are invited to attend
said hearing and present evidence to this body.
That the auditor be and he hereby is directed to cause this resolu-
tion to be published forthwith after the adjournment of this meeting in the Fe_rgus
Falls Daily Journal, a newspaper qualified to publish ordinances.
. Thereupon sa1.d resolution is duly adopted this 6th day of. June,

-WEDNESDAY'S SESSION -
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota met at 9:30 A.M.-, Wednesday, June 7th, 1972, all
members present.
The East and West Otter Tail County Agricultural Inspectors, along
with Hubert Walls and John Grimstad, Chairman of Sverdrup Town Board, appeared be-
fore the Board. After considerable discussion, motion was made by Andy Leitch,
seconded by George Walter and carried, authorizing the County Auditor to send a
letter to Dr. Denniston, of the State Department of _Agriculture relative to con-
tinued harassment of the county we·ed sprayer by C. Poss,ehl, stating any complaints
should be referred to the County Board ..
James Wolfe, Executive Director of Lake Region Rehabilitation
Industries, appeared before the Board and presented the annual report of Lake
Region Rehabilitation Industries. Motion was made by John Snowberg, seconded by
Andy Leitch and unanimously carried, to budget Lake Region Rehabilitation In-
dustries $.30 per capita for the year 1973.
Upon motion made by George Walter, seconded by. Richard Dillon and
unanimously carried, permission was granted to Geo. W~ Anderson to eliminate Lots
11 through 15 of Anderson Survey. Lots· and replace<, them with larger lots A through
D.
Upon motion made by George Walter, seconded by Andy Leitch and unani-
mously carried, Clarence H. Schulz was granted thirty days in which to pay in full
the amount of $1,174.60, which represents a balance due on a repurchase contract
dated June 15, 1969 and defaulted for non-payment.of current tax.
Upon motion made by George Walter, -seconded by Richard Dillon and
unanimously carried, the following applications for sewage disposal installers

County Minnesota, that
WHEREAS on April 11, 1972 the Board accepted the bid of Fergus
Dodge, Inc., in the amount of $2,788, plus trade, for a 1972 Dodge Polara, to
be used by the Sheriff's Department, same having bee~ delivered to the satis-
faction of the Board,
NOW, THEREFORE,_ the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $2,788.00 to Fergus.Dodge,. Inc.,
Fergus Falls, Minnesota, being the full purchase price.

Minnesota, that
WHEREAS on April 11~ 1972, the Board accepted the bid of Minnesota
Motor Company in the amount of $3,569.00 for the delivery of one Chevrolet Subur~
ban Carcyall foruse by the Shoreland Management office, same having been delivered
to the satisfaction of the Board,
NOW, THEREFORE, the County Audi tor is hereby· authorized and di rect,ed
to issue a warrant in the amount of $3,569.00 to Minnesota Motor Company, Fe.rgus
Falls, Minnesota said amount being the full purchase price.

WHEREAS on December 7, 1971, the County Board acc~pted the pro-
pos·a1 of Hin.tgen-Karst Electric Co., in the amoWlt of $957. 96, for installation
of 27 new electric clocks in the various offices in the Court House, same having
been completed to the satisfaction of the ·Board,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $127.96 to Hintgen-Karst Electric
Company, Fe_rgus Falls, Minnesota, being the final payment of said proposal.

RESOLVED by_the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on the 11th day of April, 1972, the bid for one Ford
l/2_Ton Pickup was awarded to Stan's Garage, BAttle Lake, Minn_esota, sanie
having been deliv~ to the satisfaction of the Board,
NOW THEREFORE, the County Auditor is hereby authorized and directed
to issue a warrant in the _amount of $1,431.00 to Stan's Garage, Battle Lake,
Minnesota, being the net amount plus trade-in of $2,280.62, total cost $3,711.'62.

for County Extension Work, Otter Tail County
Year beginning July 1, 1972
BE IT RESOLVED: That the sum of $39,971 be set apart from
the General Revenue Fund and appropriated subject to the order of the Dean of
the Institute of Agriculture of the University of Minnesota for the sµpport of
county extension work in agriculture and home economics in Otter Tail County,
for the year beginning July 1, 1972, in accordance with Chapter 202, Laws 1953. ·
and acts supplementary thereto.

Upon motion made by Richard Dillon, seconded by _John Snowberg and
unanimously carried, the County Auditor was authorized to advertise for bids to
be received until 11:00 A.M., July 10, 1972 for Culvert Ends, Headwall, ~ranular
Borrow and Riprap under S.A.P. 56-624-05, C.P. 72:24.
Upon motion made by John Snowberg, secondrl by Andy Leitch and unani-
mously carried, the County Auditor was authorized to advertise for bids to be re-
ceived until 11;00 A.M., July 10, 1972 for the following,:·

C.P. 72:50 M Length 3.2 Miles, located from T.H. #29 in Deer Creek to CSAH #73
C. P. 72: 75M Length 1. 75 Miles, located from 1. o mile North of junction of CSAH
#50 & #75 and North approximately 1.75 miles, approximately 6.5
miles Northeast of Deer Creek.
Upon motion made by Andy Leitch, seconded by Richard Dillon and unan-
imously carried, a utility permit was granted to Northwestern Bell Telephone Co.
for certain areas in Butler, Corliss, Perham and Pine Lake Townships.

Upon motion made by George Walter, seconded by Richard Dillon and
unanimously carried, Northwestern Bell Telephone-Company w~s granted permission to
bury cable along County Road #51 in Gorman and 'Perham Townships.
Upon motion made by George Walter, seconded by John Snowbe_rg and
unanimously carried, Northwestern Bell Telephone Company was granted permission to
bury cable along County Road #52 in Fergus Falls Township.
Upon motion made by George Walter, seconded by Richard Dillon and
carried, a right of way easement was granted to Otter Tail Power on the S 300'
of W 325.6' of East 485.6' of SE¼ SE¼ of Section 10-136-39.
Motion was made by Richard Dillon, seconded by John Snowherg and
carried, Andy Leitch and Hub Nordgren voting "no", to allow $300.00 per month sub-
sistance to the County Sheriff for the balance of his four year term, to replace
the living quarters, utilities, etc., being vacated by the building program.

Motion was made by Andy Leitch, seconded by ·Hub Nordgren, to
rescind all prior action taken by this. Board on Regionalization. Upon roll call,
the following votes were taken: Aye -Leitch·and Nordgren; Nay -JOhn Snowberg,
George Walter and Richard Dillon.
