Tail County Minnesota met at 9:30 A.M., Tuesday, June 6th, 1972, all members present. Representatives -from the salary committee reported on progress of their interviews with various department heads. The County Board_ gave the committee approval to proceed with the interviews as planned. 1 Ju_dges Polkinghorn and Boe appeared before the Board, giving reports l on progress of plans to date on upcoming County Court. The Board, havi_ng previously advertised for bids to be received for grading and aggregate surfacing, under project S.A.P. 56-639-02, C.P. 72:39, proceeded to open bids which were found to be as follows: Ed Zimmerman Conroy Construction Bain Bros. & Don Dahlman Michaelson Bros., Inc. I Sanitary land fill came up for discussion. Two interested persons from the Battle Lake Sanitary Land Fill appeared before the Board and explained progress to date. Motion was made by Andy Leitch, seconded by George Walter and carried, to hold an informal :·.meeting at the Battle Lake school, the evening of June 13th, with all township and village officers invited to attend. Motion was made by Richard Dillon, seconded by John Snowberg and unanimously carried, to appropriate out of the Revenue Fund $7,500 for the West Otter Tail County Soil Conservation District. Motion was made by George Walter, seconded by John Snowberg,-and unanimously carried, to appropriate out of the Revenue Fund $7,500 for the East Otter Tail County Soil Conservation District. The Board, having previously advertised for bids to be received for grading and aggregate ·surfacing under S.A.P. 56-623~06, C.P. 72:23, proceeded to open bids which were found to be as follows: Ed. The Board, having previously advertised for bids to be received for Center Striping, under C.P. #72:C.S., proceeded to open bids which were found to be as follows: Traffic Marki_ng Service, Inc. Motion tiled for want of a second. Upon motion made by John Snowberg, seconded by George Walter and carried, Andy Leitch voting "no", all bids for gravel stockpiling were rejected. Upon motion made by Andy Leitch, seconded by George Walter and unani- mously carried, the following resolution was adopted: RESOLUTION PROVIDING FOR A HEARING TO DETERMINE THE NEED FOR A HOUSING AND REDEVELOPMENT AUTHORITY TO FUNCTION IN OTTER TAIL . ·- COUNTY MINNESOTA. Whereas, the Minnesota County/Multi County Housing and Redevelop- ment Act, Chapter 901 (MSA462. 426, • 427, . 428) Session Laws 1971, creates a Housi_ng and Redevelopment Authority" in each of· the Minnesota counties except those in the Twin City Metropolitan ARea counties of Ramsey, Hennepin, Washington, Anoka, Carver and Scott, provides that such an authority shall not transact any business or exercise its powers until the governing body of the county, be·reso- lution, shall determine that there is a need for an authority to function in such county. THEREFORE, BE IT RESOLVED by the County Board of Otter Tail County Minnesota, That on the 11 thday of July , 19 72 at 2:30 o'clock, --- ~-, bei_ng the time and place of the next meeting of theOtter Tail County· Board of Commissioners, this body shall determine: (a) Whether substandard areas exist in Otter Tail County, which cannot be redeveloped without government assistance; (b) Whether ade~uate housing accommodations are not available to veterans and servicemen and their families; or (c) Whether thei, is a shortage of decent, safe and sanitary dwelling accomodations in Otter Tail County Minnesota, available to persons of low income at rentals they can afford. That at ~uch meeting a public hearing will be held on these. matters. That all interested persons be and hereby are invited to attend said hearing and present evidence to this body. That the auditor be and he hereby is directed to cause this resolu- tion to be published forthwith after the adjournment of this meeting in the Fe_rgus Falls Daily Journal, a newspaper qualified to publish ordinances. . I I -WEDNESDAY'S SESSION - Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 A.M.-, Wednesday, June 7th, 1972, all members present. The East and West Otter Tail County Agricultural Inspectors, along with Hubert Walls and John Grimstad, Chairman of Sverdrup Town Board, appeared be- fore the Board. After considerable discussion, motion was made by Andy Leitch, seconded by George Walter and carried, authorizing the County Auditor to send a letter to Dr. Denniston, of the State Department of _Agriculture relative to con- tinued harassment of the county we·ed sprayer by C. Poss,ehl, stating any complaints should be referred to the County Board .. James Wolfe, Executive Director of Lake Region Rehabilitation Industries, appeared before the Board and presented the annual report of Lake Region Rehabilitation Industries. Motion was made by John Snowberg, seconded by Andy Leitch and unanimously carried, to budget Lake Region Rehabilitation In- dustries $.30 per capita for the year 1973. Upon motion made by George Walter, seconded by. Richard Dillon and unanimously carried, permission was granted to Geo. W~ Anderson to eliminate Lots 11 through 15 of Anderson Survey. Lots· and replace<, them with larger lots A through D. Upon motion made by George Walter, seconded by Andy Leitch and unani- mously carried, Clarence H. Schulz was granted thirty days in which to pay in full the amount of $1,174.60, which represents a balance due on a repurchase contract dated June 15, 1969 and defaulted for non-payment.of current tax. Upon motion made by George Walter, seconded by Richard Dillon and carried, a right of way easement was granted to Otter Tail Power on the S 300' of W 325.6' of East 485.6' of SE¼ SE¼ of Section 10-136-39. Motion was made by Richard Dillon, seconded by John Snowherg and carried, Andy Leitch and Hub Nordgren voting "no", to allow $300.00 per month sub- sistance to the County Sheriff for the balance of his four year term, to replace the living quarters, utilities, etc., being vacated by the building program. 164 Motion was made by Andy Leitch, seconded by ·Hub Nordgren, to rescind all prior action taken by this.
