MINUTES OF THE ADJOURNEP MEETING

The Board of County Commissioners of Otter Tail County Minnesota
met at 9:30 A.M., Tue~day, May 9th, 1972, all members present.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
by Anton Hanson
mously carried, to approve the conveyance/of one.parcel from his tract in Section
23 -Township 132_ -R~ge 43, in addition to parc~i previously conveyed. J.
Motion was made by Andy Leitch, seconded by John Snowbe_rg and unani-
mously carried, to approve securities.and depository for the First National Bank of
Parkers Prairie.
Upon motion made by Richard Dillon~ seconded.by Andy Leitch and
unanimously carried, LaDonna Fjestad was appointed as.a member of the Otter Tail
County Nursing Service Board.
Upon motion made by Richard Dillon, seconded by John Snowberg and
unanimously carried, the Chairman of the Board and the County Auditor were authorized
to execute _agreements with the Soil & Water Conservation District.
Motion.was made Andy Leitch, seconded by Richard Dillon and unani-
mously carried, to approve work to ~e done on County Ditch #1 under H_ighway #29 in
Section 22 of Parkers Prairie Township.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, to accept the recommendations of the salary committee as it pretains
to the Shoreland Management" office.

Upon motion made by George Walter, seconded by John Snowberg and
unanimously carried, the· followi_ng resolution was adopted:
RESOLVED by ·the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS Ida M. Hendrickson has made application to repurchase
Lot 8, Block 1, Nowell's Addition to the ViUage of New York Mills, said property
having forfeited to the State of Minnesota for non-payment of taxes for the year
1957 and subsequent years and hast, paid the sum of $1,290.01, being the aggregate
sum of said delinquent taxes and assessments~
NOW, THEREFORE the County Board does hereby grant said application
which will be to the best public interest and relieve undue hardship.

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS Leonard F. Boedigheimer has made application to repurchase
Lots 1, 2 i_and 8 of A. _A. White's Add'n, Ryans Rev. of Lot 6½, Block 13, Village
of Perham, said property havi_ng forfeited to the State of Minnesota for no_n payment
of truces for the year 1965 and subsequent years, for an aggregate total of $1,342.27,
and· has paid the necessary payment of $134. 23, bei_ng one-tenth of the aggregate sum
of said delinquent truces and assessments, balance to be paid within teri year period,
NOW THEREFORE the County Board does hereby grant said application

WEDNESDAY'S SESSION
Pursuant to adjournment, .the Board of County Commissioners of
Otter Tail County met at 9:30 A.M. o'clock, Wednesday, May 10th, 1972, all members
present.
Motion was made by Andy Leitch, seconded by George Walter and
unanimously carried, to award $300.00 Special Aid to Nidaros Township.
Upon motion made by George Walter·, seconded by John Snowberg~,and
unanimously carried, the Highway Engineer was author~zed to make a survey of costs
to replace the· 12foot culvert on Highway #41 in Section 9, Star Lake Township, with
a bridge with cat walks.
Motion was made by Andy Leitch, seconded by Richard Dillon and unani-
mously carried, to approve the plat of South Swan Oak Estates.

mously carried, to deny the request of Letck 's Resort ori Franklin Lake for a special
use permit to add four additional cabins to the resort of five existi_ng cabins·.
Motion was made by John Snowberg, seconded by Andy Leitch and unani-
mously carried, to deny the request of Ben Frazier for a special use permit for
14 additional camping sites to existing trailer park of 8 c~ing sites in G.L.
5, 6, 7 and 8, ex. N 550' of 5, Section 3 -136 -42.
Lorna McCabe, Director of Nursing Service, app·eared before the Board
and presented the quarterly report of the Nursing Service. Upon motion made by
George Walter, seconded by John Snowberg and unanimously carried, the by-laws were
accepted as amended •. , ,
Motion was made by George Walter,.seconded by-Andy Leitch and unani-
mously carried, to table the road construction agreement pretaining to pl~tting
until the Board has had an opportunity to visit with the Highway Engineer.
Because the County Attorney can not legallydraft the appeal procedures
for the Board of Adjustment, County Attorney Nelson recommended a private firm be se-
lected to draw up and refine the original draft of by-laws. Motion was made by
Richard Dillon, seconded by Andy Leitch and unanimously carried, to engage the firm
of Field, Arvesen, Donoho, Lundeen and Hoff to draw up the necessary appeal pro-
cedures and refine the original draft of by-laws for the new County Board of Adjust-.
ment.
Upon motion-made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, the following resolution was adopted:
RESOLUTION
WHEREAS, the Highway User Fund has insufficient funds to meet
all the construction needs, and
WHEREAS, the Highway User Fund is divided 62% for Trunk Highways,
29% for.County State Aid Highways, ":ind 9% for Municipal State Aid High-
ways, and
WHEREAS, we think this is a very fair distribution of the High-
way User Fund, and
WHEREAS, this county needs many million dollars worth of funds
for the rec_onstruction of the County State Aid Highway System, and
WHEREAS, many -of our roads are only constructed to 4 ton and
5 ton levels, and
WHEREAS, because of consolidation of schools, milk hauling and
garbage hauling, it will be necessary to upgrade.our roads.
NOW, THEREFORE, BE IT RESOLVED, that .we request that no chan·ge
be made in the distribution of the Highway User Fund as we need it
used solely for the reconstruction of our highways in the State of
Minnesota.
