MINtrrES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUN'IY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of CoWlty Commissioners of Otter
Tail.CoWlty met at 9:30 A.M., Wednesday, March 8th, 1972, all members present.
A representative from Life of Mid-America Insuranc£ompany pre-
sented a proposal fora volWltary program for cancer insurance. The· Board
referred same to CoWlty officials to be brought up at their March meeting.
The-Sportsmen's Club·,. Village of Elizabeth and Dick Finn' and Larry
Streif of the Conservation Dept. appeared before the Board on behalf of a p~oposed·
park site at Elizabeth. Motion was made by Richard Dillon, seconded by Andy. Leitch
and W1animously carried, to authorize the CoWlty to match the Sportsmen's Club-in
the amoW1t necessary, up to $2,500.00, to acquire Sletvold property with the Wlder~
standing CoW1ty.fW1ds would be used last and highway easements would be part of the
agreement.
Motion was made by Andy Leitch, ·seconded by George Walter and W1ani-
mously _carried, to approve the salary committee's recommendations as presented-.
Motion was made by John Snowberg, seconded by Andy Leitch'and W1ani-
mously carried, to accept, with ~egret, the resignation of Richard and Dorothy
Kausier as caretakers of Phelps Mill, effective May 1st, 1972; and appoint Mr. and
Mrs. Stan Jesinoski to replace the Kauslers in the same capacity at the same arrange-
ments.

Board.-

mously carried., to establish, the number of persons serving on the Public Health
Nursing Committee at e_ight; -One superintendent of schools., the cowity health officer,
one county commissioner, one from each commissioner district.
Motion was made by Dick Dillon, seconded by Andy Leitch and unani_-
mously carried, to appoint Mrs. Clayton Holdeman as a member of the Public Health
-Nursi~g Committee.

Pursuant to adjournment, the Board of Cowity.Commissioners of Otter
Tail County met at 9:30 A.M., Thursday, March 9th, 1972, all members present.
Motion was made by John Snowbe_rg to rent space in the Thomas O.
Nelson Building, on a temporary basis (1 year lease), for use by the County _Agri-.
cultural Agent and Extension Service for needed office space. Motionwas seconded
by Andy Leitch and wianimously carried.
Upon motion made by Andy Leitch, seconded.by Richard Dillon and
unanimously carried, the County Auditor·was authorized to advertise·for bids to.
be.received until 11:00 A.M., April:llth, 1972, for the following:

unanimously carried, the County Auditor was authorized to advertise for bids to
be.received until 10:00 A.M., April 10th, for the following:
1. 2 Pick-up Trucks (with trade-in of County Units #42 and 141)
2.-2 Dump Trucks --27,500 lb. G.V.W. (with trade-in of County Unit #83)
Motion was made by.George Walter, seconded by.Andy Leitch and
unanimously carried, to allow townships 1972-Spec:ia Aid basedoon Road & Bri_dge
Mill Rate before replacement of exempt personal property reimbursement.
Motion was ·made by George Walter, seconded by Richard Dillon and
unanimously carried, to accept the applications for sewage disposal installers
uc·enses from F. R. Steuart, Henning; Clarence Toftely, Pelican Rapids; Melvin
McGowan, Ottertail.
Motion was made by Geo_rge Walter to have the Governor appoint a
second full time Judge for County Court. Motion failed for-lack of a second.
Upon motion made by Andy Leitch, seconded by George Walter and
unanimously carried, the Comity Auditor was authorized to.advertise for bids to
be received until 10:30 A.M., April 11th, for a carry-all to· be used by the
Shoreland Management office.
Upon motion-made by Andy Leitch,-seconded-by.John· Snowberg and unani-
mously carried, the County Auditor was authorized to advertise for bids to be re-
ceived witil 9:45 A.M., April· 11th, for a patrol car,:, to be used by the Sheriff's
Department •

tion was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on March 10, 1971 the County Board accepted the bid of
Gust. Lagerqufat & Sons, 'Inc., for the repair of the Court House Elevator for
the sum of $6,436.00, same having been completed to the satisfaction of the
Board,
NOW, THEREFORE, the County Auditor is hereby authorized and
directed to issue a warrant in the amount of $6,436.00 payable to Gust.
Lagerquist & Sons, Inc., Minneapolis, Minnesota, in full payment of the above
work.

Highways, for the maintenance, exc~pt the application 6f calcium chloride in
locations where the State considers it to be necessary and except snowplowing,
of the road described in said agreement as
Temporary Trunk Highway No. ilO, to wit:
Beginning at the junction of State Trunk Highway No. 210 and. C.S;A.H. #40 in
the Village of Vining; thence in a general southeasterly and east~rly direction
of said t.S.A.H. #40 for approxim~tely 11.18 miles to its junction with State
Trunk Highway No. 29 and there terminating. Total length being approximately

said Mun~cipality to be paid therefor at the rate of $200.00 per mile per month.
Fractional miles and fractional months, if any, will be used in computing amounts
payable. The use of said road as a detour by the State will terminate on or be-
fore August l; :1973.

Beginning at the Junction of State Trunk Highway No. 210 and County S,tate-Aid
Highway No. 5 (Oak Street) in the Village of Clitherall; thence north:erly on
said Oak Street to its junction with Main Avenue (C.S.A.H .. #5); thence easterly
on said Main Avenue (C.S.A.H. #5) to the east corporate limits of the Village
of Clitherall; thence continue in a general northerly direction on said C.S.A.H.
#5 for approximately 5.0 miles to its junction with C._S.A.H. #16 at the northwest
corner of Section 22, township 133 north, range J9 west; thence east pn said
C.S.A.H. #16 for approximately 6.15 miles to its junction with State·Trunk High-
way No. 108 at the southwest corner of section 15, township 133 north, range 38
west and there terminating. Total length being approximately 11.4 miles.
said Municipality to be paid therefor at the rate of $200.00 per mile per month.
Fractional miles and fractional months, if any, will be used in computing amounts
payable. The use of said roads as a d~tour by the State will terminate on or be-
fore August 1, 1973.
Est. Time Period: Ten months between May 1, 1971 and August 1, 1973.

as the policy of Otter Tail County for the approval of·the
recording of metes and bounds de~cripiions:
No metes and bounds description conveying property which

has not heretofore been an existing lot of record shall be made
without a survey map drawn by a registered land surveyor, which
survey map shall indicate, in addition to the property being conveyed,
the existing conditions of adjaceht property to a distance of 300
feet. This policy shall apply to all metes and bounds descriptions
which are approved for recording as exceptions to the Otter Tail
County Stibdivision Control Ordinance and the state prohibition on
the recording of metes and bounds descriptions as well'as all
descriptions which are not covered and included in the state law
or the Otter Tail County Ordinance.

WHEREAS authorization for establishment of a Board of Adjustment
is set forth m1der Minnesota Statute 394.27, amendments and supplements
thereto, ,

NOW, THEREFORE, an Otter Tail County·Board of.Adjustment shall be.
created for the purpose of --acting upon -all questions as they may arise in
the administration of any ordinance or official control, including the inter-
pretation of zoning maps, and it shall hear and decide appeals from and re-
view any order, requirement, decision~ or_determinationby:an administrative
official or Planni_ng Commission· charged with enforcing any ordinance adopted.
pursuant to the provision _ of -Minnesota Statute 394. 21 to 394. 37. Members of-
the Board shall consist of three persons to be appointed by the Otter Tail
Com1ty Board of Commissioners, one member of which shall be a current member
