OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Tuesday, February 8th, 1972, at 9:30 A.M., all members
being present.
Upon motion made by Andy Leitch, seconded by Richard Dillon and
W1animously carried, Mrs. Arnold Stock was re-appointed to the Otter Tail CoW1ty
Extension Service Committee for a three year term •
. Upon motion made by George Walter, seconded by John Snowberg and
W1animously carried, Raymond Bruhn was appointed to the Otter Tail CoW1ty Exten-
sion Committee for a three year term.
Upon motion made by Andy Leitch, seconded by John Snowberg and W1ani-
mously carried, Hub Nordgren was appointed as a regular member, with Richard
Dillon as alternate, to a newly organized board of advisory to the Regional
Juvenile Detention Center.
The Board, having previously advertised for bids for Rock Salt, pro-
ceeded to open bids which were foW1d to be as follows:

International Salt Co., Clarks Summit, Penna.

After discussion, motion was made by George Walter, seconded by
Richard Dillon and carried, to accept the bid of Cutler-Magner Co., Duluth, Minn.
in the amount of $30.60 per Ton, it being the 10'11est bid.

The Board, having previously advertised for bids for Calciun Chloride,
proceeded to open bids which were found to be as follows:

After discussion, motion was made by John Snowberg, seconded by
George_Walter and unanimously carried, to accept the bid of Anderson Chemical
Company, Litchfield, Minnesota, in the amount of $71.65 per Ton, Type 2.
Upon motion made by John Snowberg, seconded by Richard Dillon and
carried, Marvin Klicker was authorized to attend th~ National Veterans Service
Officers' Convention to be held in Washington, D.C. March 8, 9 and 10, expenses
to be paid by the County.for transportation.
The Board, having previously advertised for hids to be received for
Aggregate Base and Road Mix Bituminous Surfacing on CSAH_Nos. 11, 22, Q9, 36,
SO and 135, proceeded to open bids which were found to be as follows.:

After discussion motion was made by Richard Dillon, seconded by
George Walter and unanimously carried, to accept the bid of Mark Sand & Gravel
Co., Fe7;gus Falls, Minnesota, in the amount of _$570,177.40, it being the lowest
bid.
Upon motion made by Andy Leitch, seconded by George Walter and
unanimously carried, John Snowberg was authorized to attend a Congressional High-
way meeting to be held in Washington, D.C.
MINNESOTA DEPARTMENT OF HIGHWAYS
FEDERAL A ID SECONDARY FORM NO. 111
Be it resolved that pursuant to Section 161.36, Subdivisions 1
through 6, Minnesota Statutes 1969, the Commissioner of Highways be
appointed as agent of the County of Otter Tail to let as its agent,
contracts for the construction of portions of County State-Aid Highways,
specifically described as follows:
County State-Aid Highway No. 24 from CSAH 3, 4~75 miles East of
Erhard to CSAH 41, 7.5 miles East,
and the chairman and the auditor are hereby authorized and directed for
and on behalf of the County to execute and enter into a contract with
the Commissioner of Highways prescribing the terms and conditions of
such agency in the form as set forth and contained in 11Minnesota Depart-
ment of Highways Agency Contract Form No. IV,11 a copy of which said form
was before the Board, assuming on behalf of the County al 1 .of the con-
tractual obligations therein contained.
Adopted this 8th day of February, 1972.
Motion was made by John Snowberg, seconded by Richard Dillon and
unanimously carried, to transfer from the Phelps Mill Fund to the Road & Bridge
Fund the sum of $1,379.35 for culvert and equipment and labor at Phelps Mill.
Upon motion made by Richard Dillon, seconded by Andy Leitch and
unanimously carried, permission was granted to the R.E.A. to bury cable from
Junction of #27 and #10 to the sub-station.
The committee, appointed by the Board to explore the feasibility
of combining the Nursing Service with the Welfare Department, with Gerry Schultz
acting as spokesman, appeared before the Board with their recommendation that the
Nursing Service remain under its present administration at this time, entering
into a contractual agreement with the Welfare Department. After considerable
discussion motion was made by John Snowberg, sSconded by George Walter and unani-
mously carried, -th€}' accept the report of the committee and abide by its recommen-
dation.
Motion was made by Andy Leitch, seconded by Richard Dillon and unani-
mously carried, to approve the application of the Village of Battle Lake for
spdal use permit for a sanitary landfill.
Motion was made by Richard Dillon, seconded by Andy Leitch and unani-
mously carried, to approve the application of Eddie Herting for special use permit
to construct a home and carpenter shop and engage in business of selling boats and
hobby shop items in G.L. S, SE¼ NE¼ of Section 11 of Pelican Township located on
Prairie Lake.
Motion was made by George Walter, seconded by John Snowberg and unani-
mously carried, to approve the plat of Henry Kirckenwitz' Rosie's Beach.
Motion was made by Richard Dillon, seconded by George Walter and
unanimously carried, to approve the plat of Summer Haven, 1st Addition.
Motion was made by Richard Dillon, seconded by Andy Leitch and
unanimously c_arried, to approve the transfer of a small tract by metes and
bounds description for Hazel and Frank Freeman. The purpose of the transfer is
to increase a lot size.
Motion was made by Richard Dillon, seconded by Andy Leitch and
unanimously carried, to accept the recommendation of the Planning Commission for
the approval of a metes and bounds description transfer of two lots on Lake Lizzie
which had previously been sold on contract for deed for Donald Dobmeyer and Lyle
Miller in Section 32 Dunn Township.
Upon motion made, seconded and carried, the meeting adjourned to
Wednesday, February 9th, 9:30 A.M.
WEDNESDAY'S SESSION
Pursuant to adjournment, the Board of Collllty Commissioners of Otter
Tail County Minnesota met at 9:30 A.M., Wednesday, February 9th, 1972, all members
being present.
Harold Schmidt, Union Representative for Local #1130, appeared
before the Board and presented the Union's request of an increase of 5.5%. After
considerable d.discussion mot~on was made by George Walter, seconded by John
Snowberg, and passed, Andy Leitch and Richard Dillon voting "no", to increase,'.the
. salaries from 2%, as determined in the January meeting, to 3.4% for all collllty
employees, except elected and appointed officials,department heads, county attorney
and assistant county attorney.
The Board, having previously advertised for bids for tires and
tubes, opened all bids, and upon motion made by Andy Leitch, seconded by George
Walter and unanimously carried, all bids were rejected.

mously carried, the Board accepted both bids, :being equal in price.

unanimously carried, to approve the bond for Evelace G. Hanson, Deputy Register
of Deeds.
Upon motion made by George Walter, seconded by Andy Leitch and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
Co\lllty Minnesota, that
WHEREAS Alfred J. Kopveiler and Marcella C. Kopveiler have

made application to repurchase the SE¼ NW¼ of Section 29-136--36, said
property having forfeited to the State Of Minnesota for non payment of
taxes for the year 1965 and subsequent years and have paid the aggregate
amount of $212.23,
NOW THEREFORE the County·Board does hereby grant said appli-
cation which will be to the best public interest and relieve undue hardship.

Meetings to the various banks and newspapers in the county, for distribution to the

Upon motion made by George Walter, seconded by John Snowberg and
carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the County Board has carefully considered the mental
health needs of the County and after due deliberation agree to support the
LAKELAND MENTAL HEALTH CENTER, INC., Fergus Falls, Minnesota, and to enter
into a ·signed agreement with the other eight .counties in the Mental Health
Center Area,
NOW THEREFORE the Board hereby authorizes and directs -the
County Auditor to sign the agreement in sµpport for this county and approve
the Otter Tail County portion of the financing in the amount of $22,500.00.

unanimously carried, to appoint Malcolm Lee as Assistant Civil Defense Director
at a compensation of $100.00 per month.

unanimously carried, to approve the payment of Otter Tail County's portion of
the Pelican Riv.er Watershed District in the amount of $42 .15.

unanimously carried, tO transfer $3,000 from the Revenue Fund to the County
Attorney's Contingent Fund.
Motion was made by George Walter to instruct the Col.Dlty Auditor
to write letters of appreciation to the five persons who served on the committee
to study the feasibility of merging the nursing service with the Welfare Depart-
ment, enclosing vouchers for the payment of mileage and meals for serving on
said committee. Motion was seconded by Andy Leitch and unanimously carried.
