BOARD OF COUNTY COMMISSIOf\JERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to Statute, the Board of Cowity Commissioners of Otter
Tail Cowity met at 9:30 A.M., o'clock, Tuesday, January 4th, 1972, all
members being present.
The meeting was called to order by the Cowity Auditor who stated
the first order of business was to elect a Chairman and Vice Chairman for
1972. Upon motion made by Andy Leitch, seconded by John. Snowberg and
wianimously carried, Hubert Nordgren was elected Chairman. Upon motion
made by John Snowberg, seconded by George Walter and wianimouslyycarried,
Andy Leitch was elected Vice Chairman.
The Comity Weed INspector appeared b~fore the Board and explained
the.State's offer of allowing a quarantine of farms with weed problems.
After discussion and upon motion made by Richard Dillon, seconded by Andy
Leitch and wianimously carried, the Board decided to not go along with
the proposed plan.

furniture and supplies, except books, blanks .and stationery, needed for the
Court House and Jail during the year 1972, and provide for such repairs as
may become an immediate necessity.

unanimously carried, the following resolution was adopted:·
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
UNDER provisions of Section 2154 of the Revised Laws of Minnesota
for 1905, Larry Mathison, M.D., a resident physician of said County, together
with two members of this Board, to be appointed by the Chairman, be.and the
same are hereby appointed to constitute·a County Board of Health of said
County for the year 1972.

fflAT. the sum of ten cents (lOJ).be paid.out of the Revenue Fund
of the County for every: pocket-gopher and wood chuck.killed in said county
during the year 1971 in cases where the townships in which pocket-gophers
and wood chucks are so killed shall provide for the payment of an additional
bounty of ten cents (10~) for each pocket-gopher and wood chuck so killed.
RESOLVED FURTHER THAT payment of such bounty shall be made by
the Cowity Auditor upon certificates executed by the Chairman of the Town
Board of said townships setting forth that the pocket-gophers or wood
chucks were duly presented to the Chairman of such Board and that the town-
ship has issued and delivered to each, c.laimant a town order.for-twenty. cents
(20~) for each pocket-gopher or wood chuck so killed •

Minnesota, that
WHEREAS Gordon Sannes, owner of record of the following described
property:
Tract in G.L. 1. 60' on lake, Section 1 Township 136 -Range 40
has ·made application to repurchase said property, having forfeited to the
State of-Minnesota for non-payment of .taxes, and having paid an initial
down payment of $50. 00 on an aggregate delinquent tax of $487. 25, b·alarice

Eifert as an Alternate Member of the WesMin Resource Conservation and
Development project Connnittee to represent·East Otter Tail Cowity and the
East Otter Tail Soil & Water Conservation District for the c~lendar year
1972.

Civil Defense ·Director for a term of one year.

wianimously carried, to authorize the Shoreland Administrator to· attend the
meeting on polution control to be held at Detroit Lakes, Minnesota on Febru-
ary 2, 1972.
Motion was made by John Snowberg, seconded by Richard Dillon and
wianimously carried, to authorize the Civil Defense Director to attend the
wiriter·semi-annual County Civil Defense Director's Seminar •.
Motion was made by.Andy Leitch, seconded by Richard Dillon and
wianimously carried, authorizing the Chairman to sign the Sewage Disposal
Installers Operating License for Myrbo Enterprises, Battle Lake, Minnesota.
Motion was made by Andy Leitch, seconded by Richard Dillon and
wianimously carried, to authorize the Cowity Assessor to assess townships
and villages requesting, at collllty level; at $2.00 per description. . . .
Upon motion made by Andy. Liet.ch, seconded by George Walter and
unanimousiy carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on November 9th, 1971 the Board accepted the bid
.of Fergus Dodge, Inc., for the deli very of one 1972 Dodge Coronet in
the amount of $2,959.19, same having been delivered to the satisfaction
of the Board,
NOW, THEREFORE, the County Auditor is hereby' authorized. and.
directed to issue a check in the amount of $2,959.19 to Fergus Dodge,
·Inc., Fergus Falls, Minnesota, the purchase price as per bid.

unanimously carried, to approve the application for cancellation of assessed
valuation of Lot 1, Block 4, Original Plat, Village of Richville, which has
been tax-forfeited, and erroneously assessed.

appoint Wilfred Estes;-aild motion was made by Richard Dillon, seconded by
George Walter~ to re-appoint Art Christianson, to the Otter Tail County
Planning Advisory Commission, each for a.period of three years, beginning
January 1, 1972. Both motions carried unanimously.
Upon motion made by Richard Dillon, seconded by Andy Leitch and
unanimously carried, a setback variance was granted to the Aurdal Lutheran
Church congregation for the rebuilding of a new church on the same location
as .the prior church was located.

Upon motion made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, the meeting adjourned until 9:30 A.M., Wednesday
January 5th, 1972.
WEDNESDAY's SESSION
. Pursuant to adjournment, the Board of County Commissioners of
. Otter Tail County met at 9 :30 A.M., Wednesday, January 5th, 1972, all
members present.
· Magnus Anderson appeared before the Board relative to a problem
on. County Road #25; · South of Fergus Falls. A lengthy discussion · followed,
no action taken.
Upon motion made by Andy Leitch, seconded by John Snowberg and
unanimously carried, the County Auditor was authorized to advertise for
bids to be received until 10:00 A.M., February 8, 1972 for the following:
Calcium Chloride & Rock Salt·
Comprising: 60 Tons of Calcium Chloride in 80 lb. bags,
120 Tons of Rock Salt in bags, for sanding.
Under the same motion the County Auditor was authorized to adver-
. tise for bids to be received until 11: 00 A.M., February 8th, 1972 for the.
following:

between County State Aid Highway No. 75, 4 miles northeast of Hill-

S.P. 56-675-15 (CSAH 75), M.P. EMP S 6967(4), length 2.7 miles, located be-
tween 0.3 mile south of C.S.A.H. No. 70, 4 miles northeast of Hill~
view, and the North line of Otter Tail County.
Upon motion made by Andy Leitch, seconded by -George Walter and
unanimously carried, Northwestern Bell Telephone Company was given per-
mission to bury cable approximately 1/2 mile east of Cowity Road #65
on Road #40.
Larry Van Borkem, ·newly appointed East·otter Tail County Agricul-
tural Inspector, appeared before the Board and presented his resignation
from this position. Upon motion made by Andy Leitch, seconded by George·
Walter and unanimously carried, the resignation was accepted with regret.
Upon motion made by George Walter, seconded by John Snowberg and
unanimously carried, Alva Krekula was appointed.to fill the unexpired term
of East Otter Tail Cowity Agricultural Inspector.
Upon motion made by John Snowberg, seconded by George Walter and
unanimously carried, the bid of Fergus Falls Daily Journal was accepted and
the Fergus Falls Daily Journal was designated as the official newspaper of
the county.
Upon motion made by George Walter, seconded by John Snowberg and
unanimously carried, the bids of the Perham Enterprise-Bulletin and the
Henning Advocate were accepted for publishing the County Financial Statement.

RESOLUTION
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF OTTER
TAIL COUNTY, MINNESOTA:
That because of deterioration due to rain, snow and usual
spring climatic conditions the roads hereinafter described will be
seriously damaged unless restrictions are imposed as to weight of
vehicles to be operated thereon.
NOW, THEREFORE; No person shall operate any vehicle or com-
bination of vehicles upon any of the county roads. in the County of
Otter Tail and State of Minnesota, described as follows, to wit:
County State Aid Highways 1 to 77 inclusive, 79, 81, 83,
85 and 90 to 100 inclusive, Old 10, Old 52 and Old 210.
County Roads 110 and 144 inclusive and numbers 146 and 148,
during the period from the first of March, 1972 to the first of
December, 1972, where the gross weight on any single axle, as de-
fined in Minnesota Statutes 1945, Sec. 169.87, Subdivision 1, ex-•
ceeds five tons (10,000 pounds) and the Engineer of said County is
hereby directed and authorized to erect and maintain signs plainly
indicating the prohibitions and restrictions above at each end of
that portion of any highway affected thereby, and these restrictions
shall be effective and this prohibition effective upon such erection
and maintenance of such signs.

BY THE BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY, MINNESOTA
BE IT RESOLVED, that the County Highway Engineer be authorized
to issue payrolls for the purpose of salary payments to all maintenance
employees, engineering employees, construction employees, and for the
rental of trucks and mowers necessary for the maintenance o.f County
State Aid Highways not to exceed $470,000 and County Roads not to
exceed $110,000 for the year 1972.

Upon motion made by George Walter, seconded by Richard Dillon and unani-
mously carried, Butler Township was authorized their request for poor relief.
Upon motion made by John Snowberg, seconded by George Walter and car-
ried, Chairman Nordgren voting no, a 2½~ per capita con.~ribution was authorized
to Min Oak Area Wide Comprehensive Health Planning Council for 1972.
Upon motion made by Andy Leitch, seconded by George Walter and carried,
the County Auditor·was authorized to receive until 11:00 A.M. o'clock, February
9th, 1972, bids for 1972 season's requirements of grader blades, tires and tubes,
to be delivered to various points in Otter Tail County during the year 1972.
Motion was made by Andy Leitch to budget all salaries same as 1971 1s
actual expenditures, with Department Heads to make internal adjustments within
the budget where necessary. Any additional personnel to be approved by County_
Board in advance. Motion failed for want of a second.
Because of complications developing in the use of snowmobiles through-
out the county, the Board reviewed the snowmobile resolu1ion passed in November
of 1969, and upon advice of the County Attorney's office,-it ·was determined
said resolution is still in force and in compliance with needs of necessary en-
forcement. It is requested said resolution be given to county newspapers to be
used as a news story, if they so desire.

Upon motion made, seconded and carried, the meeting adjourned until
7:30 P.M.
Purs·uant to adjournment, the meeting of the Board of County
Commissioners of Otter Tail County Minnesota was called to order at 7:30
P.M., all members present.
Harold Schmidt, Staff Representative for the AFSCME for Otter
Tail County Highway Department employees, appeared with the representative
committee of the Otter Tail County Highway Department. Considerable dis-
cussion was held relative to salaries, no action taken.
Motion was made by George Walter, seconded by John Snowberg and :
carried, Andy Leitch and Chairman Nordgren voting no, that, excluding
elected County officials, appointed Department Heads, Assistant Engineer,
Assistant County Attorney and two Probation Officers; the salari_es of
regular county employees of the County be raised by 2% for the year.of
1972.
Upon motion made by John Snowberg, seconded by Richard Dillon
and carried, the meeting adjourned until 9:30 A.M., Tuesday, February
8th, 1972.
