HomeMy WebLinkAboutBoard of Commissioners - Minutes - 12/21/1971MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of Co\Dlty Commissioners of Otter Tail Co\Dlty Minnesota met at 9:30 A.M., Tuesday, December 21, 1971, all members present. Sherman Mandt, Co-ordinator of Concerted Services, appeared before the Board and gave a report on various activities of his office. A delegation from the Nursing Service appeared before the Board relative to the feasibility of the Nursing Service being combined with the County Welfare Department. After considerable discussion, motion was made by George Walter, seconded by Hubert Nordgren and W1animously carried, to table further discussion until a study of the situation has been made. Upon motion made by Hubert Nordgren, seconded by George Walter and unanimously carried, Mrs. Lois Mann, Jerry Schultz, Mrs. George Palmer, Mrs. John Stebley and Mrs. Clayton Holdeman were appointed as a committee to study the feas:ibilityof merging the Nursing Service with the Welfare Dep~rtment. Said committee is to have their study completed and report to the County Board at their February meeting. Motion was made by Richard Dillon, seconded by Andy Leitch and tmanimously carried, to approve the Preliminary Plan of the Minnesota Engineering Company for Solid Waste Management in Otter Tail County. Motion was made by Andy Leitch, seconded by George Walter and unanmously carried, to authorize the County Auditor to issue a warrant to the Minnesota Engineering Company in the amount of $2,250.00, the estimated cost of preparing the Preliminary Plan ~or Solid Waste Management in Otter Tail County. 407 .. Upon motion made by George Walter , seconded by -------------· Richard Dillon and unanimously carried, the following ----------------- Resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail Co\Dlty Minnesota, that WHEREAS the Extra Session Laws of 1971, Chapter 31, Article XXVI, State of Minnesota, created the necessity of changing the amo\Dlt of taxes due and payable in the year 1972 as established at the July 13th, 1971 Collllty Board Meeting, NOW mEREFORE, the Co\Dlty Board does hereby rescind said levy and the following resolution be hereby adopted: In compliance with Extra Session Laws of 1971, Chapter 31, Article XXVI, there be levied upon the taxable property of Otter Tail County Minnesota, payable in the year 1972, the following amo\Dlts for the several collllty funds: ATTEST: Ordinary Agricultural Extension Comittee Retirement Audit Parks Soil & Water Conservation Veterans Service Historical Society County Welfare County Road & Bridge Co\Dlty Buildings Sheltered Workshop Co\Dlty Court TOTAL Less Reimbursements $ 484,860.00 36,936.00 52,000.00 7,500.00 10,000.00 15,000.00 10,000.00 25,000.00 914,ll2.00 715,500.00 65,000.00 13,829.00 20,000.00 $2,369.,737.00 368,990.00 $2,000,747.00 Adopted at Fergus Falls, Minnesota this 21st day of December, 1971. Clerk 408 Upon motion made by Richard Dillon, seconded by George Walter and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on the 11th day of May, 1971, the bid for 7 and 8 ft. posts was awarded to Newman Signs, Inc., Jamestown, North Dakota, same having been delivered to the satisfaction of the Board, NOW THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amollllt of $3,671.00 payable to Newman S_igns, Inc., representing full payment of the bid. Adopted at Fergus Falls, Minnesota this 21st day of December, 1971. ~~IL; airman ATTEST: ~ -~ Clerk 409 Upon motion made by George Walter, seconded by Andy Leitch and unanimously carried, Arnold Evavold was appointed as a Regular Member, and Richard Dillon as an Alternate, of the WesMin Resource Conservation and Development Project Committee to represent West Otter Tail County and the West Otter Tail Soil and Water Conservation District for the calendar year 1972. Upon motion made by George Walter, seconded by Hubert Nordgren and unanimously carried, the Chairman of the Board and the Clerk were authorized to execute Release of Highway Easements to the following per- sons, who on the 27th day of March, 1963, did execute easements granting to the County of Otter Tail easements for highway purposes, said easements being recorded in the Office of the Register of Deeds of Otter Tail County Minnesota, on the 1st day of April, 1963, Book 50 of Miscellaneous, bp a, said road project having been abandoned: Edgar Meyer and Margaret Mayer, husband and wife Book 50, Page 41 Ed Guck and Anna M. Motion was made by George Walter, seconded by Hubert Nordgren and unanimously carried to approve the plat of "Second Addition to Plainview Sandy Beach". 410 Upon motion made by Andy Leitch, seconded by Richard Dillon and wianimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail Cowity Minnesota, that WHEREAS the Otter Go Camping Club of Fergus Falls has made request to hold the summer campvention of the North Star Chapter of the National Campers and Hikers Association on Jwie 16, 17 and 18, 1972 at the Town and Cowitry Saddle Club grounds just off Highway #210 near Wall Lake, and WHEREAS all of the provisions of the Exhibition and Shows Ordinance as set forth in their request of December 20, 1971 will be complied with, NOW THEREFORE the Board of County Commissioners does hereby grant said request and that the remaining provisions of the ordinance be waived.
