MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met at 9:30 A.M., November 9th, 1971, all members present.
Motion was made by Hubert Nordgren, seconded by George Walter and
unanimously carried, to accept, with regret, the formal letter of resignation from
Jack Barner of the Otter Tail County Planning Advisory Commission.
The Board, having previously advertised for bids for a station
wagon automobile to be used by the Veterans Service Officer, proceeded to open
bids which were found to be as folbws:

After discussion, motion was made by Andy Leitch, seconded by
George Walter and unanimously carried, to accept the bid of Fergus Dodge, Fergus
Falls, Minnesota, in the amount of $2,822.19, plus options of $137.00, it being
the lowest bid.
Motion was made by Andy Leitch, seconded by George Walter and unani-
mously carried, to recommend to the Otter Tail County Planning Advisory Commission
at their annual meeting amend the Planning Commission By-Laws to read that if a
member of the Planning Advisory Commission misses three consecutive meetin~, said
person be automatically removed from the Commission.

Upon motion made by George Walter, seconded by Hubert Nordgren and
unanimously carried, _!h.e following resalttion was adopted:
RESOLVED by the B9ard of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on November 8th, 1971, K. W. Hanson, County Auditor of
Otter Tail County Minnesota, made application for cancellation of certificate of
forfeiture for the following described property:
NE¼ NW¼ (G.L. 3) Section 6, Township 137, Range 41
which lands were erroneously entered on the 18th of September, 1957, pursuant to
the laws of the State of Minnesota in a certificate of forfeiture executed by
the County Auditor of Otter Tail County Minnesota, certificate having been filed
in Book of Mis.cellaneous, Page 437, Book 10,
NOW THEREFORE,.BE IT HEREBY·RESOLVED, the County Board having
examined into the all_egat.ions of Sai:d application, does hereby approve said appli-
cation and recommends the same be granted.

The County Auditor was authorized to advertise for bids to be re-
ceived until 10: 00 A .M., Wednesday, December 8th, 1971, for an automobile to be
used by the Sheriff's Department, with the trade-d.B of a 1970 Dodge.
Upon motion made by Hubert Nordgren, seconded by George Walter and
unanimous1y carried, the meeting adjourned to 9:30 A.M., Thursday, November 11th,
1971.

Upon motiom made by Andy Leitch, seconded by George Walter and unani -
riiously carried, approval was given to Northwestern Bell to bury cable under County
Highivay #47; three iniles north of county line.
Upon motion made by Hubert Nordgren, seconded by George Walter and un-
animously carried, a utility permit was allowed to Northwestern Bell to bury cable
under Cquiity State Aid Highway #SO.
Upon motion made by Hubert Nordgren, seconded by Andy Leitch and
unanimously carried, the Motor Vehicle Department was authorized to purchase a
typewriterfrorri the lowest bidder.
Motion was made.by Andy Leitch, seconded by Hubert Nordgren and unani-
mously carri_ed, to authorize a survey for bridge on County Highway #37, 1/4 mile
north of coµnty line.
Motion was made by George Walter, seconded by Richard Dillon and
unanimously carried, to approve the application for beer license for Calvin Berven
at the Pit-Stop on an annual yearly rate.
Motion was made by Andy Leitch, seconded by George Walter and unani-
mously carried, to approve the application of Biggly-Wiggly:, for beer license.
Upon motion made by Richard Dillon, seconded by George Walter and
unanimously carried, the following certification of completion of county road work
was approved.

Upon motion made by George Walter, seconded by Richard Dillon and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on May 11, 1971 the bid for County Wide Sand Seal, C .P.
71:SS, was awarded to Tri-City Paving, Inc., Little Falls, Minnesota for $86,380.50,
same having been completed to the satisfaction of the·County BoaTd .£pr a total cost
of $81,818.94, which is a decrease of $4,561.56 due to normal variation,
NOW THEREFORE, the County Auditor is hereby authorized and directed
to issue a warrant in the amount of $8,l~l.89 as final payment to the Tri-City
Paving., Inc., Little .Palls, Minnesota.

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of ·Otter·, Tail County
Minaesota, that
WHEREAS on April 13, J971 the bid for. Grading and Aggregate Sur-
facing on C.P. 71:137 was awarded to Evavold-Vikesland Construction, Fergus Falls,
Minnesota, for $89,203.11, same having been completed to the satisfaction of
the Board for a total cost of $89,441.29, an,: increase of $238 .18 due to normal
variation,
NOW THEREFORE, the County Auditor is hereby authorized·and directed
to issue a warrant in the amount of $8,859.20 payable to Evavold-Vikesland Con-
struction, Fe_:rgus FaJls, Minnesota as final payment for this work.

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on July 12, 1971: the bid for Grading, Aggregate Base and
Road Mix Bituminous Surfacing. C.P. 71:0lFF, was awarded to the Mark Sand & Gravel
Company, Fe_rgus Falls, Minnesota for $14,821.60, same having been completed to the
satisfaction of the County Board for a total cost of $15,581.34, an increase of
$759.74 due to additional excavation and aggregate base,
NOW, THEREFORE the County Audi tor is hereby authorized\ and.: directed
to issue a warrant to Mark Sand & Gravel Company,. Fe_rgus Falls·, Minnesota in the ,
amount of $2,241.90 as final payment for this· work.

carried, Richard Dillon voting "no", the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail 'County
Minnesota, that
WHEREAS, effective January 1, 1972 Deputy Registrars through the
State of Minnesota will be authorized to increase motor vehicle registration fees
to $1.00, in accordance with the provisions of Minnesota Statutes 168.33, Subdivision
2, and
WHEREAS said motor vehicle registration fees are the principal
source of revenue, supporting the operation of the License Division of the Office
of the County Auditor,
NOW THEREFORE, BE IT RESOLVED that the Baird of Commissioners of
Otter Tail County Minnesota, do hereby oppose the acceptance of mail-in registration
applications for motor vehicle registrations and renewals thereof, without making a
charge thereof, equal in the amount of the charge made by Deputy Registrars.

RESOLUTION ESTABLISHING COUNTY
STATE AID HIGHWAY
WHEREAS, It appears to the County Board of the County of Otter Tail
that the road hereinafter described should be designated a County State Aid
Highway under the provisions of Minnesota Laws of 1967, Chapter 162:
NOW THEREFORE, BE IT RESOLVED, ~y the County Board of the County of
Otter Tail that the road described as follows, to-wit:
County State Aid Highway #51 beginning at a point approximately at
the intersection of Main Street and Ninth Street in the Village of·
Perham, thence along the established centerline of the street de-
scribed as follows: From said point of beginning extending south-
westerly along the centerline of Ninth Street to its intersection
with Beaver Street, thence southeasterly along Beaver Street to the
intersection of Eighth Street, cpnnecting with CSAH #98 in the Vil-
lage of Perham, and there terminating,
be, and hereby is established, located, and designated a County State Aid
Highway of said County, subject to the approval of the Commissioner of
Highways of the State of Minnesota.
BE IT FURTHER RESOLVED, that th~ County Auditor is hereby authorized
and directed to forward two certified copies of this resolution to the.
Commissioner of Highways for his consideration, and that upon his approval
of the designation of said road or portion thereof, that same be constructed,
improved and maintained as a County State Aid Highway of the County of
· Otter Tail, to be numbered and known'as County State Aid Highway #51.
