OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the B01rd of County Commissiore.rs of Otter
Tail County Minnesota met at 9:30 A.M., Tuesday, October 12th, 1971, all members
present.
UPon motion made by Andy Leitch, seconded by Richard Dillon and
unanimously carried, the County Auditor was authorized to advertise for bids to
be received until 10:00 A.M. o'clock, TU5day, No'Jl'ember 9th, 1971, for a station-
wagon for use by the Veterans Service Office.
~-lotion was made by George Walter, seconded by Hubert Nordgren and
unanimously-·carried, to authorize the F .H.A. to pay the O.M.K. Engineering firm
the first instalment of $7,929.00 on the Comprehensive Water and Sewer Study.
The Board, having previously advertised for two one way snowplows
and two wings, proceeded to open bids which were found to be as follows:

After consideratbn, motion was made by George Walter, seconded by Richard
Dillon and unanimmusly carried, to accept the bid of Hall Equipment, Inc., Minnea-
polis, Minnesota, in the amount of $5,050.00, it being the lowest bid.
Motion was made by Richard Dillon, seconded by AndietLeitch and unani-
mously carried, the Rothsay Telephone Company was granted permission to bury cable
at five locations, under County Highways #21, #24 and #28 in Trondhjem and Oscar
Townships.
The application. of Lester Pelvit for reduction of assessed valuation
of the Lots 1, 2 and 3, North Shore, Star Lake Township, was rejected; the appli-
cation of Geo. Bohlig for homestead classification on the SW¼SW¼ & G.L. 4, Section
27, Hobart Township, was delayed for more information, upon motion made by George
Walter, seconded by Hubert Nordgren and unanimously carried, the following appli-
cations being approved:

Upon motion made by Richard Dillon, seconded by Hubert Nordgren
and unanimously carried, permission was granted to Otter Tail Power Company to bury
cable in the road right-of-way of County Highway #1, near Wright Lake.
Motion was made by Hubert Nordgren, seconded by Andy Leitch and
unanimously carried, to allow the transfer of certain parcels owned by A. J.
Frisch in Section 21-134-39 as conveyed.
Dr. Dennistoun, Administrative Supervisor, and Chuck Possehl,
Area Supervisor, from the Department of Agriculture appeared before the County
Board relative to a possible full time county weed inspector. Action was tabled
until the Board has an opportunity to have a meeting with the township officials.
Motion was made by George Walter, seconded by Andy Leitch and
unanimously carried, to re-submit the plat of Quiet Waters Development to the
Otter Tail County Planning Advisory Commission with the request lot sizes be
increased to a minimum of 20,000 square feet, of at least 100' in width.
Upon motion made by Andy Leitch, seconded by Hubert Nordgren and
unanimously carried, the Chairman of the Board and the County Auditor were authorized
to sign an agreement for and on behalf of the County of Otter Tail for snow re-
movile, and the following resolution was adopted:

BE IT RESOLVED, That the Chairman and Auditor are hereby
authorized and directed for and on behalf of the County of Otter
Tail to execute and enter into a contract with the Commissioner of
Highways for the removal of snow from particular portions or all of
the roads and highways under the jurisdiction of the County of
Otter Tail ail on the terms an~ conditions contained and set
forth in "State of Minnesota, Department of Highways Maintenance
Section Snow Removal Agreement Form No. l", a copy of which said
form was before the Board, assuming on behalf of the County all
of the contractua~ obligations therein contained.

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS on July 13, 1970 the bid for bridge construction was awarded
to Korby Contracting Company, Fergus Falls, Minnesota, for $29,929.00, and
WHEREAS, same has been completed to the satisfaction of the Board
for a total cost amounting to $30,060.65, an increase of $13L 25 due to normal
variation,
NOW THEREFORE, the County Auditor is hereby authorized and directed
to issue a warrant in the amount of $2; 381. 06 payable to Korby Contracting Company,
Fergus Falls, Minnesota as final payment for this work.

WEDNESDAY'S SESSION
Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County met at 9:30 A.M., Wednesday, October 13th, )971, all members
present.
Motion was ma.de by George Walter, seconded by Richard Dillon
and unanimously carried, to grant special aid in the amount of $200.00 for Candor
Township for repair of road between Sections 15 and 22.
Upon motion made by George Walter, seconded by Richard Dillon and
unanimously carried,. the plat of Miimeshata Shores was approved, subject .to
town board approval.
Motion was made by Hubert Nordgren, seconded by Andy Leitch and
unanimously carried, to appoint Wilfred Estes to the Otter Tail County Planning
Advisory Commission, to fill i::Jhe unexpired term of Jack Barner, who resigned.
The list of uncollected personal property taxes was presented to
the Board and after discussion motion was made by Andy Leitch, seconded.by George

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commiss:i:ners of Otter Tail County
Minnesota, that
WHEREAS, on May 11, 1971 the bid for Aggregate Base & Ro~d,'Mix
Bituminous Surfacing on projects S.A.P. 56-654-02 and C.P. 71:127B, was aw..arded
to Mark Sand & Gravel Company, Fergus Falls, Minnesota for $99,990 :?o ;' and
WHEREAS same has been completed to the satisfaction of the
Board for a total cost amounting to $98,590.89, a decrease of $1,399.81 due to
normal variation,
NOW, THEREFORE, the County Auditor is hereby authorized and directed
to issue a warrant in the amount of $10,306.07 payable to Mark Sand & Gravel
Company, Fergus Falls, Minnesota as final payment for this work.

RESOLUTION OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS
OPPOSING LEVY LIMITATION ON LOCAL GOVERNMENTS AS STATED IN
EXTRA SESSION HOUSE FILE 5 OF THE 1971 MINNESOTA LEGISLATURE
Upon motion made by Richard Dillon, seconded by Hubert· Nordgren
and unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
Com1ty Minnesota, that
WHEREAS imposing trucing limits on local governments and school
districts has been practiced through the general application of existing state
statutes establishing authorization and limitations; and
WHEREAS the proposed levy limitation is a limitation over and
above a limitation,
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Com1ty
Commissioners of Otter Tail Com1ty, to oppose further levy limitations on
com1ty government.
