HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/12/1971MINUTES OF THE REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to Statute, the Board of County Commissioners of Otter Tail I_. County Minnesota met at 9:30 A.M., Monday, July l-5th, 1971, all members present. The matter of the complaint of petitioners regarding the impassi- bility:-of the town road between Section 4 of Pine Lake Township and Section 33 of Corliss Township was taken up for action. After listening to the various in- terested parties a tentative agreement was reached subject to written agreement. Upon motion made by George Walter, seconded by Hubert Nordgren and carried, the hearing was continued to a later date. James Wolfe of the Lake Region Sheltered Workshop appeared before the Board and presented the Annual Report for the year 1970. The Board, having previously advertised for bids to be received for a portion of Lot 3 of Kalling's Subdivision of the Northeast Quarter (NE¼) of Section 35, Township 133 North, Range 43 West, proceeded to open bids which were found to be as follows: Ervin and Ji>llie Hagen, Fergus Falls, Minnesota $326.00 After discussion, motion was made by Andy Leitch, seconded by Hubert Nordgren and unanimously carried, to accept the bid of Ervin W. & Hollie Ai., Hagen of Fergus Falls, Minnesota, in the amount of $326.00, it being the :only bid. Upon motion made by Andy Leitch, seconded by Richard Dillon and unani- mously carried, the Veterans Service Officer and his assistant · were authorized to attend the Minnesota County Veterans Service Officer's Annual Conference. 224 ~~-- \ , 1?l'1'1L ';:': I The Board, having previously advertised for bids to be received for Grading and Aggregate Sufacing, S.A.P. 56-650-02, C.P. 71:50, proceeded to open bids which were found to be as folbws: Bain Bros. & Don Dahlman Strom Construction Co. The Board, having previously advertised for bids to be received for grading, aggregate base and road mix bituminous surfacing, C.P. 71:0lFF, proceeded to open bids which were found to be as follows: Mark Sand & Gravel Co. The Town Board members of Girard and Nidaros Townships appeared be- fore the Board relative to aid for a township road between Section 6 of Nidaros Township and Section 31 of Girard Township. Upon motion made by Andy Leitch, seconded by Richard Dillon and unanimously carried, $500.00 Special Aid was granted to Nidaros Township; upon motion by Hubert Nordgren, seconded by George Walter and unanimously carried, Special Aid in the amount of $500.00 was granted to Girard Township. Motion was made by Andy Leitch, seconded by Richard Dillon and unani- mously carried, to provide a final plat copy of every plat to the respective township involved with the plat. Motion was made by George Walter, seconded by Richard Dillon and unanimously carried, to allow two utility permits, one for Northwestern Bell Telephone Company to bury cable on County Highway #2, right-of-way between Sections 29 and 32 of Buse Township; the other for the·-:Great P.lains Natural Gas Co. on County Highway #1, south out of Fergus Falls. Motion was made by Andy Leitch, seconded by Hubert Nordgren and unanimously carried, to grant Harry S'ell a 20' set-back variance from road right-of- way on Lot 18 of Basswood Ridge. Motion was made by Richard Dillon, seconded by Andy Leitch and unani- mously carried, to allow Howard Godell a set-back variance from road right-of-way providing compliance with sanitary code is satisfactory. Motion was made by Richard Dillon, seconded by Andy Leitch and carried, to hire Malcolm Lee as Shoreland Administrator, beginning Monday, July 19th, for a six month probationary period at a salary of $8,000 per year. Nyberg, Jr. has made application to repurchase from the State of Minnesota the following described property, which forfeited to the State of Minnesota for non-payment of taxes for the year 1964 and subsequent years: Government Lots 2, 3 and 4 Section 4 -Township 132 -Range 36 said applicant being owner of record at time of forfeiture. NOW, THEREFORE, be it hereby resolved by the Board of County Com- missioners of Otter Tail County, Minnesota, to grant said application, permission to do so being to the best public interest and relieve undue hardship. Motion was made by Andy Leitch, seconded by Richard Dillon, to appropriate $2,304.85 for Viking-Land, U.S.A., Commissioners Nordgren, Walter and Snowberg voting no. Motion failed. Motion was made by Andy Leitch, seconded by George Walter and carried, to allow Clifford Lee permission to sell al½ acre tract of land in the northeast ,:corner of NW¼ Section 25, Buse Township, to Gary Neumann. A delegation from the Historical Society appeared before the Board requesting support for the 1972 year in the amount of $3,000 and also urged the County Commissioners to seriously consider placing a one mill levy on the 1972 and 1973 tax years to be used for the proposed Historical Building. No action taken. It was learned that reporter Paul O'Keefe of the Fergus Journal would be terminating employment during the month of July. Upon motion made by Hubert Nordgren, seconded by Andy Leitch and unanimously carried, the Board expressed appreciation of the very fine coverage of Board Meetings by Mr. O'Keefe. Motion was made by Andy Leitch, seconded by Hubert Nordgren and unanimously carried, to accept the proposal of Fergus 6lass & Paint Co., for vertical blinds for the remaining windows of the court house, in the amount of $1,778.00. Motion was made by Andy Leitch, seconded by George Walter and carried, to convey Lot 22 of Silver View Park in Section 21-133-40 to the State of Minnesota to be used as public access. Upon motion made by Richard Dillon, seconded by Andy Leitch and unani- mously carried, the plat of Rus Die, in Aurdal Township, was approved subject to road approval.
