HomeMy WebLinkAboutBoard of Commissioners - Minutes - 03/23/1971MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 9:30 A.M., Tuesday, March 23rd, 1971, all members being present. The County Assessor appeared before the Board and explained the procedure used in assessing newly platted lake shore property. The Scambler Town Clerk and Chairman, along with their Attorney, Thomas Donoho, appeared before the Board relative to the proposed plat of Rundl's Addition a.i:td the question of the Scambler Township public access for old township road. Mr. Donoho agreed to submit a letter on behalf of Scambler Township objecting to said plat without a township public access. The Otter Tail County Extension Committee, namely Mrs. Arnold Stock, Mrs. Gerald Zeise, Max Kronemann, Willis Roehl, Raymond Bruhn, Alfred Borgos, along with Howard Newell, District Supervisor, appeared before the Board relative to the County Extension Service. Mr. Newell explained the status of the Otter Tail County Extension Service work and salary schedules and how they apply to the Otter Tail personnel. Motion was made by George Walter, seconded by Hubert Nordgren and unanimously carried, to continue with the present number of staff members. Three County Historical Society members appeared before the Board to advise the Board of procedures planned for soliciting contributions to the Building Fund Campaign. Motion was made by George Walter, seconded by Richard Dillon and unanimously carried, to assist the Otter Tail County Historical Society so it can maintain and operate a new museum. -133 ,, u Mrs. Leonard Hillstrom was nominated, upon motion by George Walter, seconded by Richard Dillon; Mrs. Elvin Arntson was nominated, upon motion made by Richard Dillon, seconded by Andy Leitch; and Mrs. Arnold Koehn was nominated, upon motion made by Hubert Nordgren, seconded by Andys-Leitchr;-~~"', and unanimously carried, as delegates to the Welfare Board, selection of one to be made by the State Depart- ment of Public Welfare. A delegation from Dunn Township appeared before the Board concerning Dunn township road between Sections 17 and 18 and west on north line of Section 18, south to highway #59. A d.iscussion period followed relative to aid awi.lable and possible solutions to accomplish needed town road work. A delegation of 21 people, including the Town Board, from Western Township appeareg before the Board concerned with the lack of gravel on County roads in the township and the possibility of tarring some of the county ·ilTOads. Motion was made by Andy Leitch, seconded by Richard Dillon and carried, to allow Northwestern Bell Telephone Company to bury cable under Co. Road #83, near the Town Hall in Everts Township. Upon the request of the State Highway Department, motion was made by Andy Leitch, seconded by George Walter and unanimously carried, to change the resolution as passed at the March 9th, 1971 meeting, relative to various County Road Projects, and the following resolutions were adopted: MINNESOTA DEPARTMENT OF HIGHWAYS RESOLUTION FORM I I 1-S BE IT RESOLVED That pursuant to Section 161.36, Subdivisions through 6, Minnesota Statutes 1969 , the Commissioner of Highways be appointed agent of the County of Otter Tail to let as its agent a con- tract for the construction of that portion of County Road No. 127 de-. scribed as follows: County Road No. 127 from Trunk Highway No. 108 in Otter Tail to CSAH No. 54, which project shall be combined with Otter Tail County's Federal Aid Secondary Project identified as S.P. No. 56-654-02 and Minn. S 6455(2), and the chairman and the auditor are hereby authorized and directed for and on behalf of the County to execute and enter into a contract with the Commissioner of Highways prescribing the terms and conditions of such agency in the form set forth and contained in "Minnesota Department of Highway Agency Contract Form No. IV-S,'' a copy of which said form was be- fore the Board, assuming on behalf of the County all of the contractual obligations therein contained. I I I BE IT RESOLVED That pursuant to Section 161.36, Subdivisions l through 6, Minnesota Statutes 1969, the Commissioner of Highways be appointed as agent of the County of Otter Tail to let as its agent, contracts for the construction of portions of County State~Aid Highways, specifically described as follows: County State-Aid Highway No. 6 from CSAH No. 59, 3 miles North of Urbank to CSAH No. 65, 4.6 miles East. County State-Aid Highway No. 23 from Trunk Highway No. 34, 7 miles N.W. of Pelican Rapids to West Line of Otter Tail County. County State-Aid Highway No. _22. from 0. 1 mile South to 3.9 miles South of I.H. #94, South of Fergus Falls. County State-Aid Highway No. 28 from Trunk Highway No. 59, 2.5-miles South of Pelican Rapids to 6.5 miles West. County State-Aid Highway No . ..ll_ from Trunk Highway No. 2101 2.5 miles East of Fergus Falls to 4.4 miles Southeast. County State-Aid Highway No. 53 from CSAH No. 8, 8 miles Northeast of Perham to 4.3 miles South. County State-Aid Highway No. 54 from Trunk Highway No. 78, 8.5 miles South of Perham to 5,3 miles East. County State-Aid Highway No. 69 from CSAH No. 46, 4.5 miles East of Parkers Prairie to South Line of Otter Tail County, and the chairman and the auditor are hereby authorized and directed for and on behalf of the County to execute and enter into a contract with the Com- missioner of Highways prescribing the terms and conditions of such agency in the form as set forth and contained in "Minnesota Department of Highwa~s 136 Agency Contract Form No. IV,11 a copy of which said form was before the Board, assuming on behalf of the County all of the contractual obligations therein contained.
