OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met at 9:30 A.M., February 9th, 1971, all members present.
A delegation of Historical Society Board members appeared before
the Board and presented a report on progress as to location, site, finances, etc.,
of new Historical Society building and location.
Weed Inspectors, Clarnbey and Roberts, along with Geo. Olson and
Andy Lindquist, appeared before the Board and presented the need for up-dating
the County's spraying equipment. A discussion periocll followed on various types
of spraying equipment. Motion was made by Andy Leitch, secondli by Richard Dillon
and unanimously carried, authorizing Geo. Olson from the Highway Department and
the two weed inspectors to replace equipment for spraying as they recommended at
an approximate cost of $600.00.
Two representatives from Northwestern Bell telephone company appeared
before the Board and further presented the proposed Series 300 telephone service
contract. It was moved by George Walter, seconded by Richard Dillon and unanimously
carried, that Otter Tail County contract with Northwestern Bell Telephone Company
for a central PBX system and that the Chairman sign such contract and his signature
be attested to by the County Auditor. The terms and conditions of this contract are

Motion was made by Hubert Nordgren, seconded by Richard Di-Bon and
unanimously carried, to accept the resignation of Clarence W. Peterson from the
Otter Tail County Planning Advisory Commission.
Motion was made by Andy Leitch, seconded by George_· _Walter. and unani-
mously carried; to authorize the Highway Engineer todo the necessary engineering
in connection with the Battle Lake area solid waste disposal site at not charge to
that area.
Motion was made by George Walter, seconded by Andy Leitch and unani-
mously carried, to refund a,prorated portion_of the liquor license fee paid by Bud's
Supper Club because of the closing of the supper club due to State Highway condem-
nation proceedings.
Motion was made by Andy Leitch, seconded by George Walter and unani-
mously carried, authorizing the County Auditor to·advertisefor bids to be received
until 2:00 P.M. o'clock, Wednesday March 10th, for the repair of theelevato:r!-in
the Court House. ·

After discussion motion was made by Andy Leitch, seconded byGeorge
Walter and unanimously carried, the Board accepted the bid of Enstad-Larson-Mann
with the Manufacturers Life Insurance Company for $5,000 coverage for all Otter
Tail County personnel, at a rate of $.87 per thousand, to include Double Accidental
Death and Dismemberment on 24-._hour protection. Plan to be reviewed on July 1st,
1971 after new personnel policy becomes.effective.
Upon motion made, seconded and carried, the meeting adjourned to
9:30 A.M., Wednesday, February 10th, 1971.

WEDNESDAY'S SESSION
Pursuant to adjournment, the Board of County Commissioners met
at 9:30 A.M. o'clock, Wednesday, February 10th, 1971, all members being present.
Motion was made by Andy Leitch, seconded by Hubert·Nordgren to not
pay for the used Buick unless repairs to door decals.are made and holes from the
removal of equipment are repa~red at no charge, motion carried unanimously.

WHEREAS, James J. Bucholz served as County Commissioner
from the 1st District of Otter Tail County for ten years, and
WHEREAS, he served the people in his District, in Otter
Tail County and in the State of Minnesota with unselfishness
and compassion, and without regard to his own time and concerns,
NOW THEREFORE, be iiE resolved that the Board of County
Commissioners of Otter Tail County, State of Minnesota adopts
this resolution for all the citizens of Otter Tail County
to express their deep gratitude for the services rendered by
James J. Bucholz.
The roll being called, their were five yeas and no. nays,
and so the resolution was adopted this 10th day of February, 1971.

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS the State of Minnesota Department of Natural Resources
>. has requested the transfer of a gravel pit in Section 21, Township131, Range 44,
for use by the Department_of Natural Resources,
NOW, THEREFORE, the Board of Otter Tail County does hereby
authorize the.Chairman of the Board and the County Auditor to execute a deed
transferring the following described property.to the State of Minnesota, at
nm?. charge to the State, with all costs of transfer being assumed by the State
of Minnesota:

before the Board and reported on Nursing Service activities.
Motion was made by Richard Dillon, seconded by Hubert Nordgren
and unanimously carried, to allow Northwestern B.ell Telephone Company to bury cable
along or across County Highway No. 21, 800' South of Highway 108.
Motion was made by Andy Leitch, seconded by George Walter and unani-
mously carried, to allow Northwestern Bell Telephone Company to bury cable across
County Highway No. 117 on C.R. #82 and C.R. #35.
Upon motion made by George Walter, seconded by Richard Dillon and
} unanimously carried, the County Auditor was authorized to advertise for bids to be
received until 10:00 A~M., Tuesday, March 9th, for two (2) Dump T:rutks, to be used
•;. ·· by the County Highway Engineer.

unanimously carried, to appoint Richard Dillon to the Otter Tail County Planning
Advisory Commission.

mously carried,, to appoint Art Christenson to the Otter Tail County Planning Advisory
Collllllission to complete the unexpired term of Clarence W. Peterson who resigned.
Motion was made by Richard Dillon, seconded by Andy Leithh and
carried, to accept the resignation of Walter Sundberg from the Otter Tail County
Planning Advisory Commission.
Motion was made by Richard Dillon, seconded by Hubert Nordgren and
carried, to appoint Donald H. Nelson to complete the unexpired term of Walter Sund-
berg on the Otter Tail County Planning Advisory Commission.
Motion was made by Andy Leitch, seconded by Richard Dillon and unani-
mously carried, requesting the Otter Tail County Planning Advisory Commission to pre-
pare an Interim Ordinance to comply with the minimum State of Minnesota requirement~·
for Shoreland Development.

mously carried, to reappoint Mrs. Gerald Ziese to the Otter Tail County Extension
Connnittee for a three year term expiring December, 1973.

mously carried, to appoint Willis Roehl to the Otter Tail County Extension Committee
for a three year term expiring December, 1973, to replace Robert Molter whose term
had expired.

WHEREAS the Board feels the need of a full;..time County.Attorney
to.serve the County's expanding legal needs>
NOW TIIEREFORE> the Board hereby requests the Legislature of the
State of Minnesota consider pa~sing permissi~a. l.egislation pennitting the County
of Otter Tail to have a full-time County Attorney.

Workmen's Compensation, for the year beginning March 1, 1971, for an annuai premium
of $12.002.00.

carried, to authorize the Sheriff's Department the sum of no more than $2,280.00
for 1971 clothing allowance, unifonns. This money to be paid by Auditor's office
upon request of Sheriff.
