BOARD OF COUNTY' COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County Minnesota met Tuesday, October 13th, 1970, 10:00 A.M. o'clock, all mem-
bers present.
The Board, having previously advertised for bids for a police car
to be used by the Sheriff~s Department, proceeded to open bids which were found to
be as follows:

After consideration the Board accepted the bid of Reuben Klein
in the amount of $2,167, with trade, it being the lowest bid.
The Board, havi_ng previously advertised for bids for Calcium
Chloride and Rock Salt, proceeded to open bids which were found to be as follows:

After discussion motion was made by John Snowberg, seconded by Otto
Haase and unanimously carried to accept the bid of Anderson Chemical, Litchfield,
Minnesota, in the amount of $63.00 for Calcium Chloride, Type II; and motion was
made by John Snowberg, seconded by Otto Haase and unanimously carried, to accept the
bid of Cargil Salt, Minneapolis, Minn. in the amount of $21.40 for Rock Salt, it
being the lowest bid.

A petition signed by property owners/lying between Cowity Highways
No. 108 and No. 4 was read raquesting hard surfacing of said roads. A discussion
was held regarding same and the Board decided to view said roads at the next road
viewing of the Co\Dlty Board and the Highway Engineer.
Upon motion made by James Bucholz, seconded by Andy Leitch and unanimously
carried, Gene Davenport was re-appointed as Co\Dlty Assessor for a two year period.
Upon motion made by John Snowberg, seconded by Otto Haase and 1.Dlani-
mously carried, the following applications for homestead classification and reduction

Motion was made by Andy Leitch, seconded by Otto Haase and unani-
mously carried, to approve the transfer of the Rouselle property and one additional
tract in Section 23 -135 -39.

BE IT RESOLVED, That the Chairman and the Auditor are
hereby authorized and directed for and on behalf of the County
of Otter Tail to execute and enter into a contract with the
CoIIDnissioner of Highways for the removal of snow from particular
portions or all of .. the roads .and highways under the jurisdiction
of the · · -County of Ott'er Tail .... · · all on the terms and conditions
contained and set forth in the "State of Minnesota, Department of
Highways Maintenance Section Snow Removal Agreement Form No. l",
a copy of which said form was before the Board, assuming on behalf
of the Courtty· all of the contractual obligations therein
contained.
BE IT FURTHER RESOLVED, That Wendell P .. Huber , the
-Courtty·Highway Engineer of said · Courtty·of Otter
Tail , be and he hereby is authorized to request and
order from time to time men and equipment for the removal of snow
in accordance with and under the terms of the foregoing contract.

Upon motion made by John Snowberg, seconded by Andy Leitch and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on March 10, 1970, the Board of County Commissioners
accepted the bid of Hi-Way Surfacing Company, Minneota, Minnesota, for County
Wide Sand Seali_ng and the same having been completed to the satisfaction of
the Board,
NOW THEREFORE, the Board hereby authorizes and directs the
County Auditor to issue a warrant in the amount of $7,991.42 as final payment
to Hi-Way Surfacing Company, Minnesota, Minnesota.

unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota, that
WHEREAS on March 10, 1970 the Board of County Commissioners
accepted the bid of Mark Sand & Gravel Company, Fergus Falls, Minnesota, for
Aggregate Base & Bituminous Surfacing on C.P. 70:1228 & C.P. 70:1238, same
having been completed to the satisfaction of the Board,
NOW THEREFORE, the Board hereby Authorizes and directs the
County Auditor to issue a warrant in the amount of $95,063.98 to Mark Sand &
Gravel Company, Fergus Falls, Minnesota as final payment for this work.

The representative of Superior Tuckpoiating withdrew his bid be-
cause he did not furnish a list of recommendations. After discussion motion was
made by John Snowberg, seconded by Andy Leitch and unanimously carried to accept
the bid of Macpherson-Towne Co., Minneapolis, Minnesota, in the amount of $12,946,
it being the lowest bid.
Representatives from the Otter Tail Empire Resort Association ap-
peared before the Board requesting funds for their work. Motion was made by Andy
Leitch, seconded by James Bucholz and unanimously carried, to allow the Ottertail
Empire Resort Association the balance of the 5¢ per capita: remaining for 1970.
A delegation from Corliss Township presented a petition to modernize
Highway #146 lying between Highway #13 and #53. A discussion period followed and
the E_ngineer advised this particular road is on the agenda for surveying.
Upon motion the meeting adjourned to Wednesday, October 14th, 10:00
A.M. o•clock.

Motion was made, seconded and carried to table action on District
#1517 for further information until the November meeting.

was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that:
WHEREAS a resolution of the Lake Lizzie Association, by Lawrence
Moderow its President and Chairman, was duly presented to the Otter Tail County
Board of Commissioners on October 14th, 1970 wherein it is requested that the County
Board take action to raise the established lake level of Lake Lizzie from 2.88 feet
to 3.65 feet by adding one 8 inch stop-lock on the control device: known as Hoster-
mann Damm on the southwest comer of said lake:
WHEREAS on the authority of Minn. Stat. 110.121, the County Board of
any county has authority to improve a body of water situated within the county for
the improvement of and for the benefit of the public health safety and welfare, with
the approval of the Commissioner of Natural Resources of the State of Minnesota:
WHEREAS the Board of County Commissioners is of the opinion that
raising the lake level of Lake Lizzie would be beneficial to the lake and would
promote the public health, safety and welfare:
NOW mEREFORE, be it resolved by the Board of County CoBDDissioners of
Otter Tail Comity Minnesota pursuant to request of the Lake Lizzie Association and
for the public benefit and welfare, that the Commissioner of Natural Resources of
the State of Minnesota·to so raise the lake level of Lake Lizzie.
