The Board having previously advertised for bids for the construction of a steel garage at Dalton, proceeded to open bids which were found to be as fol- lows: Twin City Construction Co. Dated this 8th day of September !·.t.te:::t: 277 Upon motion made by Andy Leitch, seconded by John Snowberg and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners, Otter Tail County Minnesota, that WHEREAS on July 14th, 1969 the bid for S.A.P. 56-629-01 & C.P. 69:120 was awarded to Michaelson Bros., Inc., Madison, Minnesota, same having been completed to the satisfaction of the Board, NOW, IBEREFORE, the County Auditor is hereby authorized and directed to pay to Michaelson Bros~, Inc., Madison, Minnesota, the amount of $8,581.70, which represents the final payment, Final, Estimate No. 5, for this work. Motion was made by John Snowberg, seconded by James Bucholz and unani- mously carried to view completed road projects-on October 5th and 6th. Upon motion made by James.Bucholz, seconded by Andy Leitch and unanimously carried, the following applications for_ ;r~dµction in truces were approved: Charles R. & RuthJensen, Tordenskjold Township -forgive penalty Utility Feed Mill, Inc., Pelican Rapids, reduction of assessed value of personal property -mill has been for sale. for several years and has been closed since 1967. Aaron J. Skoog, Nidaros Township -assessed for full pasement, cottage has none Elle£ J. Krogen, Dunn Township -assessed mobile home on both personal property and real estate, resulting in double assessment. Because of a confusion in specifications for the stonework and re- pointing of the brick at the Court House, motion was made by James Bucholz, seconded by Andy Leitch and unanimously carried, to reject all bids. Upon motion made by John Snowbe.rg, seconded by Otto Haase and unani- mously carried, the County Auditor was authorized to re-advertise for bids to be received l.Dltil 1:30 P.M. o'clock, October 13th, 1970, for tuckpointing and sand- blasting the Court House and Jail. 28l Upon motion made by· Andy Leitch, seconded by John Snowbe_rg and unanimously carried, a survey plat of Lots A through Lon Deer Lake in Section 7 -133 -40was approved.for Dr. C. E. Dani~l:;on. It .was agreed by Dr. Danielson that any property of small tracts offered by him for sale in the future would be platted by official plat. Upon motion made,· seconded and carried, the meeting adjourned to 10:00 o'clock A.M., Wednesday, September 9th, 1970. 282 WEDNESDAY'S SESOON Pursuant to adjourrunent, the Board of County Commissioners of Otter Tail County Minnesotamet·wednesday, September 9th, 1970, all members present. Nick Weyrens, County .Agent, appeared before the Board to report on worm infestation in the County, and indicated because the area is infested now does not mean they will be back in the spring; therefore recommended no spraying be done at this time.· Motion was made by Otto Haase, seconded by Andy Leitch and unani- mously carried, to approve the plat of Broadwater Beach, 3rd Sub Division. Motion was made by Andy Leitch, seconded by James Bucholz and carried, to approve the tract of Theodore . .T. Wold, in Governpient Lot 1, Section 10 -131 -40be split into two 100' lots. Motion was made by Andy Leitch, seconded by John Snowberg and carried, to approve one tract only in Government Lot 3, Section 31 -133 -39 for Twins Realty providing remainder of Government Lot 3 be platted if determined to sell. Motion was made by James Bucholz, seconded by John Snowberg and unani- mously carried, to approve the transfer of Ewerts property on Otter Tai~ River by metes and bounds allowing Lots 1, 2 and 3 to be divided into two lots,· with lot 4 left as shown on plat. A large delegation of Senior Citizens appeared before the Board relative to planned programming and continuationofCommunityActionGuide for Senior Citizens. Discussion followed, no action taken. 283 '· ,, i RESOLUTION ESTABLISHING TERMS OF SALE OF TAX-FORFEITED LA.l'lDS Commissioner adoption: WHEREAS it is deemed necessary and of public interest that lands forfeited to the 9tate for non-payment of taxes be sold, and WHEREAS the Otter Tail County Board of Commissioners is delegated authority by the State of Minnesota to provide for sale of said tax~forfeited lands, on terms. NOW, TI-IE RE FORE, in pursuance of Minnesota Statutes 2 82 . , it is hereby resolved that tracts of land may be sold under the following conditions: Each and every tract sold for $100.00 or less shall be paid in full at time of sale. All tracts sold for more than $100. 00 may be paid for on installment plan at rate of at least 25% of purchase price, but in all cases the down payment must be at least $100.00: provided that in all cases where the appraisal by this Board shows the value of wood on said tract, the full amount of the appraisal value of said wood, together with 25% of the balance of the pur- chase price must be paid at the time of sale. The balance of the purchase price may be paid in ten annual installments with 4% interest on the unpaid balance. BOARD OF COUNTY COMMISSIONERS 0 TAIL COUNTY MINNESOTA Afflest~ 284 / RESOLUTION FOR SIGNS ON TRUNK HIGIB,JAYS BE IT RESOLVED, by the County Board at their meeting_on September 9th, that the State Highway Department be requested to erect directional signs at the following locations: Junction of T.H. 1/59 and C.H. f/110, to be known as the Aastad Church P.oad. Junction of T.H. 1/108 and CSAH 1/49, to be known as the Marian Lake Road. Junction of T.H. 1/59 and CSAH 1/4, to be known as the Crystal-Lida Road, and signs showing Vergas. Junction of T.H. 1/78 and CSAH 1/14, to be known as the St. Lawrence Church Road. NOW, THEREFORE, BE IT RESOLVED, that we request the Highway Department to erect these signs. I I The County Sheriff appeared before the Board and gave his report of activity for August, 1970, and also reported on the Boat & Water Safety Enforcement and radio equipment. Upon motion made by Andy Leitch,·seconded by John Snowberg and carried, the County Auditor was authorized to advertise for bids for two police cars to be used by the Sheriff's Department, bids to be received until 10:00 A.M. o'clock, October 13th, 1970. Upon motion made by John Snowberg, seconded by Andy Leitch and carried, the County Sheriff was authorized to have a Citizen's Band antenna erected on the Court House roof and a monitor set in jail at no cost to county. Motion was made by Otto Haase, seconded by Jaines-3Bucholz and carried, to authorize the Highway Engineer to raise the payment for maintenance of County Highways through municipalities from $20.00 to $30.00 per foot per mile where main- tained by the municipality~ beginni_ng as of January 1, 1971.
