HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/11/1970MINUTES OF THE ADJOURNED ~!EETING OF T'rlE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met at 10:00 o'clock A.M., Tuesday, August 11th, 1970, all members present. The Board having previously advertised for bids for the construction of a steel garage at Dalton, Minnesota proceeded to open bids which were found to be as follows: Twin City Construction Co. Lampert Quality Builders Gateway Builders, Inc. R. S. Kvrunme Const. Co. Advance Structures, Inc. Olaf Anderson & Son. Fargo, North Dakota Fergus Falls, Minnesota Fargo, North Dakota Moorhead, Hinnesota Fargo, North Dakota Fargo, North Dakota $27,435.00 27,559.00 28,500.00 29,667.00 29,669.00 32,951.00 After discussion all bids were rejected because of specification differences and upon motion made by Andy Leitch, seconded by James Bucholz and unanimously carried, the County Auditor was authorized to re-advertise for bids for the construction of a steel garage at Dalton, Minnesota, to be received until 10:00 o'clock A.M., September 8, 1970. Weed Inspectors Kenneth Clambey and Frank Roberts appeared before the Board with a representative from the State who recommended the County purchase an additional sprayer. No action taken. A Blue Cross-Blue Shield representative appeared before the Board and presented a proposal for the year 1971, as follows: Blue Cross Blue Shield Single Coverage $4.75 per mo. 5.86 II II 251 Family Coverage $12.70 per mo. 13.92 II II Jim Wolfe appeared before the Board relative to the Lake Region Sheltered Workshop budget. Motion was made by John Snowberg, seconded by Jim Bucholz and unanimously carried to levy 30 centsper capita for the Lake Region Sheltered Workshop. Motion was made by James Bucholz, seconded by John Snowberg and un- animously carried to allow Northwestern Bell Telephone Company to bury cable under County Highway #2 and #3. Motion was made by John Snowberg, seconded by James Bucholz and unan- imously carried to assess a $1,000 levy against all property owners along County Ditch #56. Upon motion made by John Snowberg, seconded by Andy Leitch and unani- mously carried, approval was given to the following applications for reduction in assessed value: Otto Rabe Roy E. Dunn Lot 14, RAbes Crystal Beach S 26.55 ac. of NE¼ SW¼ & of NW¼ SE¼ and all Lot 4 N of Highway -Dunn Township Unimproved lot Land used for Highway #59 The following applications for reduction of assessed valuation were approved sµbjcect to approval by the State Department of Taxation: Kenneth Stuntebeck R. L. Worden E 85' of S 200' of Lot 4, Section 15 -136 -38 N½SW¼ and Lot 2, ex. platted Section 8 -135 -40 overvalued for construction House assessed twice The Board approved the application of Claudius Bruhn for Homestead Tax Credit on Lot 1 S of Road, ex. tract in Section 32 -137 -40. Motion was made by Andy Leitch, seconded by John Snowberg and unani- mously carried, to authorize the Highway Department to open certain culverts gt Stations 577+03 & 589+30 on Highway !25, which have been cemented in. L 252 Upon motion made by John Snowberg, seconded by James Bucholz and unanimously carried, the followin gresolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on April 15th, 1970, the Board accepted the bid of Newman Sign Company, Jamestown, North Dakota, for Road Signs and Posts, said supplies having been received to the satisfaction of the County Board, NOW 1HEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $14,410.40 payable to Newman Signs, Jamestowns, North Dakota. Chairman Attest: I Clerk 254 ,.,•. ·-\ ·J Upon motion made by Andy Leitch, seconded by John Snowberg and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners, Otter Tail County Minnesota, that WHEREAS, the County Board of Otter Tail County, Minnesota, has examined into the allegations of the applic<!l-tion of the Vi1:1a·ge:~:·of Underwood for the conveyance of certain lands described as follows: Lots 5, 6, 7, 8 and 9, Block 8, Original Plat ViHage of Underwood NOW, 1{1EREFORE, be it resolved by the County Board of Otter Tail County, Minnesota, that it hereby approves said application and recommends the same be granted. Dated at Fergus Falls, Minnesota, this 11th day of August, 1970. Schmidt has made application to repurchase from the State of Minnesota the following described land which forfeited to the State of Minnesota for non-payment of truces for the year 1962 and sub- sequent years E 33' lf Lot 15 and all 16 & 17, Block 2, Hallberg' s 2nd Add 'n. to the City of Fergus Falls, said applicant being owner of record at time of forfeiture. NOW, THEREFORE, be it hereby resolved the Board of County Commissihners of Otter Tail County Minnesota does grant said application, and that permission to do so will be to the best public interest and relieve undue hardship. L. Nielsen has made application to repurchase from the State of Minnesota the following described land which forfeited to the State of Minnesota for non-payment of taxes for the year 1961 and subsequent years: W 188' of E 1244' of Lot 4, ex. N. 1406', Section 4 -136 -42 said applicant bei~g owner of reccnd at time of forfeiture. NOW, THEREFORE, be it hereby resolved the Board of County Commissioners of Ott~r Tail. Upon motion the meeting adjourned to 10:00 A.M. o'clock, Wednesday, August 12, 1970. 258 t1:'' ,t~~. \: WEDNESDAY'S SESSION Pursuant to adjournment, the Board of County Commissioners met at 10:00 A.M. o'clock, Wednesday, August 12th, 1970, all members being present. The matter of dissolution of the remaining common districts in Otter Tail Co1;111ty was taken up for action. Motion was made, seconded and carried, to hold a hearing at the October 14th meeting, 10:00 A.M. o'clock, on all school districts with questions. The County Auditor was instructed to publish notice and notify school clerks of said meeting. :/· The County Auditor was authorized, upon motion made by Andy Leitch, (-': .::'.. t seconded by John Snowberg and unanimously carried, to advertise for bids to be re- ceived until ll:00 o'clock A.M., September 8th, 1970, for various work to be per- formed at the Phelps Mill Park, requiring dragline, dozer and scraper. Upon motion made by John Snowberg, seconded by Andy Leitch and unan_imously carried, the County Audi tor was authorized to advertise for bids to be received until 2:00 P.M., September 8, 1970, for.Stonework Cleaning and Repainting of the Otter Tail County Courthouse in Fe_rgus Falls, Minnesota. Motion was made by Andy Leitch, seconded by John Snowberg and unani- mously carried, to appropriate $1,500 for Viking Land U.S.A. Upon motion made by Otto Haase, seconded, by John Snowberg and unani- mously carried, the following applications for license to sell non-intoxicating malt liquor were approved: Willis C. Booth Woodside Store Otter Tail Beach Resort Woodside Township Otter Tail Township The matter of the attachment of Common School District #551 to District #549 was ta~en up fo,r final action and the following order was issued, · · to-wit: /·. 259 FINAL ORDER FOR TIIE ATTACHMENT TO ORGANIZED pISTRICTS: NOTICE IS HEREBY GIVEN that the following Final Order attaching Common ------- School District No. 551 was adopted by the Board of County Commiss-------- ioners of Otter Tail County, Minnelota on the 10th day of --------------- August , 1970. ----------- The above entitled matter came before the County Board of Otter Tail County, Minnesota, at session in the City of Fergus Falls in said County, on the 14th ----day of ,TuJx , 1970, at 10:00 o'clock A.M. , under the provisions of M.S. 122.44 Laws of 1969. REGULATIONS WHEREAS, Federal Aid to Highways has been a very workable and sus- taining aid to County Highway construction and progress, and WHEREAS, Federal Aid to Highways has provided for high standards for County Highways, and WHEREAS, All road construction meets the minimum requirements of F.A.S. and State Aid regulations, and WHEREAS, Federal Aid to Highways is used only to upgrade these roads by stage construction which includes Base and Bituminous Surfac~, and WHEREAS, . These roads are primarily Farm to' Market, and any delay due to these regulations creates undue hardship on the local people, and. WHEREAS, until recently, requirements of Local Governments to meet minimum requirements have been tolerable, NOW, THEREFORE, BE IT RESOLVED, That Federal Requirements-that must be carried out by County Governments for Right of Way under Section '35 of the Federal Highway Act of 1968, requirements under P.P.M. 30-4.1, Policy· for the Accommodation of Utilities; P.P.M. 20-8, Public Hearings~ Location and Design Reports; Circular 95-A, Department of the Budget, Section 4 (f) of the Department of Transportation have made additional administrative costs prohibitive, along with unnecessary delays in programming to construction contracts, BE IT FURTHER RESOLVED, That the County Board of Otter Tail County. request that the above Federal Government requirement be reviewed and changed to lower Local Administrative Costs, and rescind such requirements on County Secondary Federal Highway Projects, which will expedite the improvement of 'Federal Aid Roads wi~hin the County. A del_egation ·of interested persons from the various townships and municipalities within the County appeared before· the Board regarding county-wide ambulance service. A thorough discussion was.held and it was decided that because some municipalities am~ wo_rkirig satisfactorily without a county levy it would not be fair to levy county-wide; but those municipalities in need of additional subsidy f. should levy on a district basis. (' 2· ~ ., (. •:,{. The C,o.µnty Sheriff and Deputy appeared before the Board regarding i' \'.., ' .. ,__;.-- County Police Service. A dtscussion period was held, no action taken. Motion was made by James Bucholz, seconded by John Snowberg and unanimously carried to accept, by met-es and bounds description, a tract of 380' in Government Lot 3, Section 13 -135 -39, if divided into three lots of at least 100' in width or more, providing additional land to the east would be platted. Motion was made by James Bucholz, seconded by Andy Leitch and unani- mously carried to allow Otto Ewert to sell Lot 1 east of Railroad tracks in Section · 34 -135 -39. Motion was made by James Bucholz, seconded by Andy Leitch and unani- mously carried, to allow metes and bounds descriptions for the transfer of lots owned by Otto Ewert West of the Railroad Tracks in Section 34 -135 -39 if Ewerts would sub-divide the.four parcels into two lots. t 262 ·._., .··1 Motion was made by John Snowberg, secondtl by Andy Leitch and unani- mously carried, to deny the request of Mrs. Dorothy Bauck to split a 100' parcel in Government Lot 2, Section 21 -136 -38 into two 50' lots, unless purchasers have opportunity to purchase additional 25' adjoining. Motion was made by James Bucholz, seconded by Andy Leitch and unani- mously carried, to approve the plat of Sky Blue Water Beach, Second Addition •.
