HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/13/19700 1l MINUTES OF THE REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA · Pursuant to Statute the Board of County Commissioners of Otter Tail County Minnesota met Monday, July 13th, 1970, at 10:00 o'clock A.M., all members present. Upon motion made by James Bucholz, seconded by John Snowberg and unanimously carried, the survey lots of Leo M. Wagner in Government Lot 9, Section 14, Township 134, Range 43 consisting of three lots 75' x 200', were approved sub- ject to five copies of survey plat of said area. A delegation from the Village regarding ambulance service, interested in a Board will check into with ~~lans of calling of Henning appeared before the Board subsidy(\rogram, which the County a special\neeting in the near future. Marvin-Klicker, Veterans Service Officer, appeared before the Board and presented his annual report· and budget which was unanimously accepted by the Board. Motion was made by John Snowberg, seconded by Otto Haase and carried, to allow the Veterans Service Officer to attend the Veterans Service Officers' 26th,"l Annual Conference. The Board having previously advertised for bids for grading and aggregate surfacing, S.A.P. 56-()54-01 (70), C.P. 70:54, proceeded to open bids which were found to be as follows: Ed Zimmerman Michaelson Bros. G.V.W. Dump Truck, in the amount of $6,999.00 and same has been delivered to the satis- faction of the Board, NOW, THEREFORE, The County Auditor is hereby authorized and directed to issue a warrant on the Road & Bridge Fund in the amount of $6,999.00 payable to Super GMC Truck Sales, Fergus Falls, Minnesota, being the full purchase price. Attest:~~ Clerk 204 Upon motion made by John Snowberg, seconded by Andy Leitch, and unanimously carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that \IJHEREAS the Board on the 10th day of March, 1970 accepted the bid of International Harvester Company, Fergus Falls, Minnesota, for three Internat;onal Tractors with one half cubic yard loaders in the amount of $11,250.00, same having been delivered to the satisfaction of the County Board, NOW, THEREFORE, the County Auditor is hereby authorized and directed to issue a warrant in the amount of $11,250.00 to the International Harvester Company, Fergus Falls, Minnesota, being the full purchase price. East of the NlV corner of SW¼ of SW¼ Section 21 Township 137, Range 43, running thence East 145.2 feet; thence South 300 ft.; thence West 145. 2 ft; thence North 300 ft. to the point of beginning, subject to road right-of-way. Bids to be received until 2: 30 P .M., Wednesday, August 12th. Upon motion made by Andy Le_itch, seconded by John Snowberg and unanimously carried, the application of Northwestern Bell Telephone Company to bury cable on County HiWay #1, 3/4 mile north of Highway #18, was approved. The County Auditor was authorized, upon motion made by Andy Leitch, seconde~ by John Snowberg and unanimously carried, to advertise for bids to be re- ceived until 10:00 o'clock A.M., August 11, 1970 for the construction, of a metal county garage at Dalton, Minnesota. Upon motion made by.James Bucholz, seconded by John Snowberg and unanimously carried, approval was given to Jim & Harriet Jacobs for survey lots providing a 66' roadway is provided for. Upon motion made by James Bucholz, seconded by John Snowberg and unanimously carried, the Board accepted, with regret, the resignation of Dr. Arthur Sethre as County Coroner. Upon motion made, seconded and carried, the meeting adjourned to Tuesday, July 14th, 10:00 A.M. 2C6 TUESDAY'S SESSION Pursuant to adjournment, the BQ:II'd of County Commissioners of Otter Tail County, Minnesota, met at 10:00 o'clock A.M., all membep present. The County Auditor presented to the Board the .list of remaining Common School Districts that are to be dissolved as of the end of the 1971 school term in accordance with Minnesota Statutes 122.41 -122.52. The County Board directed the County Auditor and the County Superintendent of Schools to prepare plats of the following Common School Districts: 541, 551, 1380, 1390, 1391, 1398, 1399, 1407, 1413, 1414, 1417, 1418, 1424, 1425, 1430, 1434, 1444, 1447, 1456, 1468, 1469, 1484, 1486, 1494, 1495, 1496, 1503, 1504, 1508, 1517, 1520, 1540; said plats to be considered at the meeting of the Board of County Commissioners at 10:00 A.M., Wednesday, August 12th, at which time the Board will make an Intermediate Order, subject to the approval of the State Commissioner of Education, setting over of the lands involved in said districts to districts maintaining a secondary school system. Upon motion made by James Bucholz, seconded by John Snowberg and unanimously carried, the Strom Construction Company's bid of $70,840.40 for S.A.P. 56-675-12, C.P. 70:75, was accepted, it being the only bid. After consulting with the County Attorney regarding the tying together of the bids for grading and aggregate surfacing, C.P. 70:54; 70:127; and 70:135, motion was made by Otto Haase, seconded by James Bucholz and unani- mously•carried to accept the bids of Michaelson Bros., Inc. in the amounts of $55,689.19; $$17,849.31 and $92,261.29, respectively, befog the.lowest total of all three bids. Motion was made by Andy Leitch, seconded by John Snowberg and carried authorizing the County Engineer to make. a study at the request of the town boards for speed zones and signs, with a resolution forthcoming from the Engineering Department. Motion was made by Andy Leitch, seconded by John Snowberg and unani- mously carried, to allow $600.00 to Harold Bjorgum for an error in calculating the settlement of building county road. Motion was made by James Bucholz, seconded by Otto Haase and unani- mously carried, authorizing an appropriation of $1,000 for the Otter Tail County Historical Society for the year 1971. Motion was made by ·John Snowberg, seconded by James Bucholz and unani- mously carried, to accept the correction of the plat of Meyer's Addition. , ;J.. ~~4--: Motion was made by John Snowberg, seconded by James Bucholz and carried, to table the request of Viking Land U.S.A. for funds for one month, until the August meeting. 2C9 RESOLUTION REQUESTING SPEED ZONING BE IT RESOLVED, that the County Board of Otter Tail County, .in compliance with Subdivision 5 of Section 169.14 of the Highway Traffic Regulation Act, hereby requests the Commissioner of Highways, upon the basis of an engineering and traffic investigation, to authorize· the erection of appropriate signs designating a reasonable and safe speed limit upon the following described streets and highways: CSAH #1 beginning at the junction of the Great Northern Tracks on Fir Avenue and East to a point approximately 1,000 feet East of the Diversion Channel. CSAH #35 beginning at a point approximately 500.feet West,of the culvert between North and South Ten Mile Lakes to a point 2,000 feet East 6£ said culvert.
