MINUTES OF THE SPECIAL MEETING
OF THE
BOARD OF COUN1Y COMMISSIONERS
OTTER TAIL COUN1Y MINNESOTA
Pursuant to call, the Board of County Commissioners met Tuesday,
April 28th, 1970, at 10:00 o'clock A.M., all members present.
Upon motion made by James Bucholz, seconded by Andy Leitch and un-
animously carried, the following applications for sale of non-intoxicating malt
liquor were approved:

Th~ application of Elmer Hexum, Treas., Carlisle Hall, for relief-.·was

Upon motion made, seconded and carried, Carlton Mortenson was authori-
zed to accept the Safety Award on behalf of Otter Tail County from the Governor of
Minnesota on May 12th.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried to withdraw the watershed application for the Rabbit River project.
Motion was made by James Bucholz, seconded by Andy Leitch to sign
application for grant, State Natural Resources Fund, for Phelps Mill County Park,
unanimously carried.
The Board approved liability coverage for the County with The
Western Casualty & Surety Company through the Mathison-Hesby Agency.

EMERGENCY RELIEF FORM NO. I I
Be it resolved that pursuant to Section 161.36, Subdivision 1 through
6, Minnesota Statutes 1969, the Commissioner of Highways be appointed as
the agent of the County of Otter Tail to let as its agent a contract for
the construction of that portion of County State-Aid Highway No. 56 de-
scribed as follows:
5 Miles East of New York Mills
and the chairman and the auditor are hereby authorized and directed for and
on behalf of the County to execute and enter into a contract with the Com-
missioner of Highways prescribing the terms and conditions of such agency
in the form as set forth and contained in 11Minnesota Department of Highway
Emergency Relief Contract Form No. 111,11 a copy of which said form was
before the Board, assuming on behalf of the County all of the contractual
obligations therein contained.

RESOLUTION OF
OTTER TAIL COUNTY COMMISSIONERS
WHEREAS, Otter Tai 1 County by the Otter Tail County Board of Commis-
sioners, and Grant County by the Grant County Board of Commissioners desire
to establish and grade a county line road known and described as CSAH No. 26
by Otter Tail County, Minnesota, and as CSAH No. 26 by Grant County, Minne-
sota, and lying on a line between said counties.
NOW, THEREFORE, IT IS HEREBY RESOLVED, By the Otter Tail County
Board of Commissioners that Otter Tail County Highway CSAH No. 26 and
Grant County Highway CSAH No. 26, which is more particularly described in
the specifications of the Otter Tail County Engineer as Project
S.A.P .. 56~626-05, and by the Engineer of Grant County as S.A.P. 26-626~81

hereby be establlshed and graded as specified in• the. specific~~ions herein;
2. The preliminary engineering costs shall be shared Fifty per cent
(50%) by the County of Otter Tail and Fifty per cent (50%) by the County
of Grant between the West County Line and approximately 3,710 miles East.
3. That the construction engineering is to be performed by thi employ-
ees bf the Otter Tail County Highway Department and the consiruction engineeritig
costs and the construction costs between the West County Line and approximately
3.710 miles East are to be shared on a 50-50 basis, the County of Otter Tail
paying Fifty per cent (50%) thereof and the County of Grant paying Fifty.
per cent (50%) thereof.
4. That the contracts shal 1 be let at Fergus Falls, Minnesota on
June 9, 1970 at 11 :00 A.M., and both County Boards shall be present for the
letting of said contract and the majority of each County Board must vote
approval of said contract prior to acceptance thereof.

5. That the partial estimates shall be signed by the Otter Tai1
County Engineer and the final estimates shall be signed by both the Otter
Tail County Engineer and the Grant County Engineer. The partial estimates
and the final estimates shall be paid by Otter Tail County and theri a bill
will be presented to Grant County for one-half of the cost of the project.
6. The original plans shall be approved and signed by both the
Otter Tail County and the Grant County Engineers, prior to said plans
being effective or legally binding upon their respective counties.
7, The right of way of the roadway aforesaid which lies within the
geographic limits of Otter Tail County shall be obtained by Otter Tail
County, and the right of way of the above described roadway which lies
within the geographic limits of Grant County shall be obtained by Grant
County. Each county shall pay for its respective costs in obtaining said
right of way.

Upon motion made, seconded and unanimously carried, Leon Erlien was
given permission to build pn his _lot on Eagle Lake, waiving set back ordilance because
the lot was in existance prior to the adoption of the set-back ordinance.
Upon motion made, secondd and \Ulanimously carried the audit of Otter
Tail County as prepared by the Public Examiners was approved.
Upon motion made, seconded and unanimously carried, Architect Glen
Cording was hired to make a study of building size necessary for Otter Tail County
Historical Society.
Motion was made by Andy Leitch, seconded by Otto Haase, to instruct
the Otter Tail County Planning Advisory Commission to work on drawing up a model
ordinance that townships may adopt. Motion was rejected, Yes -Leitch and Haase,
No -Bucholz, Snowberg and Johnson~
Motion was made by James Bucholz, seconded by John Snowberg, and unan-
imously carried to instruct the Otter Tail County Plaririing Advisory Commission to
draw up an ordinance for Otter Tail County to meet minimum standards required by
the State on Shoreland Development and also to include dump grounds, junk yards,.4O'
set back, mobile home parks.
Harlan Nelson, John Snowberg and Jim Bucholz were authorized to a~tend
the hearing in St. Paul April 29th on Shoreland Development.
There being no· further business the meeting adjourned.
