Pursuant to adjournment, the Board of County Commissioners of
Otter Tail County Minnesota, met Tuesday, April l:4t.!J, 1970, at 10:00 A.M.

A representative of the State Department of Agriculture (Weed
Control Division) appeared before the Board and brought up the problem of weeds
along Cou,nty roads. / The Board agreed to get in touch with the County Weed In-
spectors and take whatever action is necessary to correct the situation.
Motion was made by Andy Leitch, seconded by John Snowberg and unan-
imously carried, to permit Northwestern Bell Telephone Company to bury cable from
Battle Lake and west t~omiles, and also around west end of Long Lake, near Eliza-
beth, County State Aid Highway #27.
Motion was_.made by James Bucholz, seconded by John Snowberg and un-
animously carried to approve a bridge.survey in Amor Township over ,~he Dead River.
The County Auditor was authorized to advertise for bids to be re-
ceived until 11:00 A.M. o'clock, May 12th, 1970, for the following:
GRADING & AGGREGATE SURFACING
S.A.P. 56-611-06 (70) C.P. 70:00, Le?gth 3.708 Miles, located at a point
appl'.oximately 6.0 miles West of Elizabeth beginning

into agreement.with' the State of Minnesota,· acting through its Commissioner of
Highw.ays, for the maintenance, except the application of calcium-chloride_ iri
locations where the State consi.ders it to be necessary and except snowplowing,
of the road described in said agreement as
Temporary Trunk Highway No. 78 ,· to wit:
Beginning at the Junction ·of State Trunk Highway No. 78 and County Road
No. 128, near the southwest corner of section 31, township 134 north, range 39
west; thence easterly on said County Road No. 128 for approximately 1.95 mil•es
to its junction with County State-Aid Highway No. ·5, ·near the southeast corner
of section,32, townshfp 134 north, range 39 west'; thence F"!Ortherly on said
County State-Aid Highway No. 5 for ·appr6ximately 1.9 miles to .its Junction with
State Trunk High~ay No. 78 and there ·termin~ting. Totaf mileage of this detour
is approximately 3,85 miles.
said Municipality -to be paid therefor at the rat~ of $200.00 per mile per month.
Fractional miles and fractional months, if any, will be used·in computing amounts

The Board, having previously advertised for bids fo~ Aggregate
Base & Road Mixed Bituminous Surface on S.P. 56-615-07; 56-642-.06; 56-648-02
and C.P. 56-600-01, proceeded to open bids which were found to be as follows:

After consideration, the Board acceptai the bid of Mark Sand &
Gravel Co., Fergus Falls, Minnesota, in the amount of $222,811.40, it being the
lowest bid.
A delegation from Aastad Township.appeared before the Board and
presented a petition requesting the rebuilding of County Road #110. After dis-
cussion a motion was made by Andy Leitch, seconded.by Otto Haase and unanimously
carried to make a survey of said road when time allows, possibly 1971.

ll delegation appeared before the Board regarding preliminary plat
on Stuart Lake. After discussion they were referred to the Otter Tail Planning
and Advisory Commission.
Mr. Art Anderson from Trondhjem Township appeared before the Board
regarding Co. Ditch #56 requesting repairs. Mr. Huber was instructed to view the
problem and report to the Commissioners at the_ ,.'·May Meeting.
Motion was made by Andy Leitch, seconded by John Snowberg and unani-
mously carried, that the County Surveyor have prior approval by the County Board
before proceeding with County work.
Motion was made by James Bucholz, seconded by John Snowberg and car-
ried, to transfer $2,000 from Revenue Fund to Motor Vehicle Registration Fund for
operation of new office. The County Auditor was authorized to go ahead with·bonds
and building of necessary equipment.
Upon motion made by James Bucholz, seconded by John Snowberg and -.

The application of Truman Markegaard for homestead classification
on Lot 2, Ironwood Beach, Maine Township was rejected for lack of information.
The application of Fred Oswald in the Village of Bluffton for
reduction in the assessed valuation of personal property was approved in that
the assessment was made and said party had sold the property and was no longer
doing business.
The application of R. J. Wasche, Rush Lake Townshi, for cancellation
of penalty was approved as the split took .. place in 1968 but was not shown o,n the
books.
The application of Sister Clarentia Kroll in the Village of Perham
was approved as it should be tax exempt as members of a religious organization.
Upon motion made, seconded and unanimously carried the County Auditor
~as authorized to write to the Minnesota Department of Conservation requesting imme-
diate classification of the lakes in Otter Tail County.
Upon motion made, seconded and carried, the ineeti_ng adjourned to
Wednesday, April 15th, 10:00 A.M.

minimum salary to be paid to the Clerk of District Court for the term commencing
in January of 1970' shall be n<>t less than the minimum amount set by State Law."

County Commissioners of said County, certify that we deem it necessary for the
best interests of the County, that a special-meeting of the Board be held for
