OTTER TAIL COUNTY MINNESOTA
Pursuant to Minnesota Statute, the __ Board of County Commissioners of
Otter Tail County met Tuesday, Janua,ry 6th, 1970, at 10:00 A.M. ,. all members
present.
The County Auditor called the meeting to order and stated the first
business would be the electionof the Chairman for the coming year. Upon motion
made by Otto Haase, seconded by Jim Bucholz ··;nd unanimously carried, Bennie J .

Johnson was elected Chairman for the year 1970. Upon. moti~~ ciiide by John Snow-
berg, seconded by Andy Leitch and unanimously carried, Otto Haase was elected
Vice Chairman.

The following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota,
THAT a committee of three, consisting of the Chairman of the
Board and two members of the Board, be appointed by the Chairman to purchase
all furniture and supplies, excepting books, blanks and stationery, needed
for the Court House and Jail during the year 1970, and provide for such re-
pairs as may become an immediate necessity.

The following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota,
THAT the County Commissioner of his respective district, namely
James J. Bucholz, the First District; Bennie J. Johnson, the Second District;
Andy Leitch, the Third District; Otto Haase, the Fourb District; and John W.
Snowberg, the Fifth District, be and they are hereby each appointed superinten-
dent of poor of his said district, with authority to act in relation to the care
and support of Non-resident paupers, and to receive applications for relief or
support by or for any reason in his district, as provided by Chapter 15, Re-
vised Laws of 1905.

The following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail
County Minnesota,
THAT the swn of ten cents be paid out of the Revenue Fund of
the County for every pocket-gopher and wood chuck killed in said county
during the year 1970 in cases where the townships in which pocket-gophers
and wood chucks are so killed shall provide for the payment of an additional
bounty of ten cents for each pocket-gopher and wood chuck so killed.
RESOLVED FURTHER THAT payment of such bounty shall be made by
the County Auditor upon certificates executed by the Chairman of the Town
Board of said townships setting forth that the pocket-gophers or wood chucks
were duly presented to the Chairman of such Board and that the township has
issued and delivered to each claimant a towns order for twenty-cents for·
each pocket-gopher or woodchuck so killed.

BE IT RESOLVED by the Board of County Commissioners of
Otter Tail County Minnesota, that the minimum salary to be paid to the
Clerk of District Court for the term commencing in January of 1970 shall
be not less than the minimum amount set by State Law.

RESOLUTION
BE IT RESOLVED BY THE BOARD OF COUNTY· COMMISSIONERS OF OTTER
TAIL COUNTY, MINNESOTA:
That because of deterioration due to rain, snow and usual
spring climatic conditions the roads hereinafter described will be
seriously .damaged unless restrictions are imposed' as to weight of
vehicles· to be operated thereon.
NOW, THEREFORE, No person shall operate any vehicle or com-
bination of vehicles upon any of the-county roads in the County of
Otter Tail and State of Minnesota·, described as follows, to wit:
County State Aid Highways 1 to .77 inclusive, 79,81, 83,
85 and 90 to 100 inciusive, Old 10, Old 52 and Old 210.
County Roads 110 and 144 inclusive and numbers 146 and 148,
during the period from the first of March, 1970-to the first of
December, 1979, where the gross weight on any single axle, as defined
in Minnesota Statutes 1945, Sec. ·169. 87, Subdivision 1, exceeds five
tons (10,000 pounds) and the Engineer of said County .is hereby~direct-
ed and authorized to erect and maintain,signs plainly indicating the
prohibitions and restrictions above.at each end of that portion of
any highway affected thereby, and these restrictions shall be effec-
tive and this prohibition effective upon such erection and mainten-
ance of such signs.

BE IT RESOLVED, that the County Highway Engineer be authorized
to issue payrolls for the purpose of salary payments to all maintenance
employees, engineering employees, construction employees, and for the
rental of trucks and mowers necessary for the maintenance of .County
.State Aid Highways not to exceed -$450,000 and County Roads not to
exceed $110,000· for the .year 1970 •.

Upon motion made by Jim Bucholz and seconded _by John Snowberg and unan-
imously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Mil)-pesota, that
WHEREAS on March 12, 1968, the County Board entered into contract with
Wait Prahm & Son, Inc., Slayton, Minnesota, for the construction of a bridge
under S.A.P. 56-660-05, and
WHEREAS same has been completed to the satisfaction of the Board,
NOW, THEREFORE, the Chairman of the Board and the County Auditor are
hereby authorized and directed to issue a warrant in the amount of $39~f8~445to ·
Walt Prahm & Son, Inc,, Slayton, Minnesota as final payment for this work.

RESOLVED By the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS On April 3, 1969, the Board of County Commissioners entered
into contract with Mark Sand & Gravl Company of Fergus Falls, Minnesota, for
Aggregate Base and Bituminous Surfacing on projects S.A.P. 56-611-05 and
S.A.P. 84-621-03, and same having been completed to the satisfaction of the
Board,
NOW, THEREFORE the Chairman of the Board and the County Auditor are
hereby authorized and directed to issue a warrant in the amount of $3,389.27,
Otter Tail County's share, to Mark Sand, &.Gravel Company, Fergus Falls, Minnesota
as final payment for this work.

The County H_ighway Engineer was authorized to attend a meeting at
Hill City January 19th through 23rd for all Highway Engineers.
The County Auditor was authorized to advertise for bids to be received
until 2:30 P.M., Wednesday, February 11th, 1970, for the sale of a depleted gravel
pit, owned by the County of Otter Tail, in Eastern Township.
Upon motion made by John Snowberg, seconded by Andy Leitch and uanimously.
carried, the Court House Custodian was authorized to purchase a new snow blower
and tractor, with trade-in of old equipment ..
Upon motion ,made; seconded and unanimously carried, George Revering from
Parkers Prairie and Walter Sundberg from·Fergus Falls were re-appointed for three
year terms to·the Otter Tail Planning Advisory Commission.
The followi.ng applications for homettead classification were approved:

The application of Marlene Bleeker for reduction in the assessed valuation
of property, Lot 4 and SN¼NW¼, ~x. 1 ac. in SW corner of Section 5 -132 -40 was
approved, as buildings are in very bad repair and not usable.
Upon motion made by John Snowberg, seconded by James Bucholz and unanimously
carried, mileage was set at 9¢ per mile, County wide;
A resolution from the City of Fergus Fals offering a parcel of land. to
the Otter Tail County Historical Society was read to the County B(?ard. The Board
requested this resolution be referred to the Historical Society.
Upon motion made, seconded and unanimously carried, the salary of the
Court House Custodian was fixed@ $7,560.00 per year, plus $1,400 for extra help.
Upon motion made by Otto Haaase, seconded by John Snowberg and carried,
Andy Leitch voting "no", a 5% across the board increase in salaries was awarded to
the Highway Department, and the following Scale of Wages was approved:

The maintenance employees' work week will be 45 Houts except for
November, December, January and February, when it will be 40 hours per week
and the time for reporting for such employment is·as directed by the Engineer.
The employees are granted holidays as governed by Chapter 495, Laws of·
1955.

Motion was made, seconded and unanimously carried to grant Luther Wilkin-
son a leave of absence from the County Auditor's Office for a period not to exceed six
months,. beginning January 16th.
Upon motion the meeting adjourned to Wednesday, January 7th, at 10:00
o'clock A.M.

WEDNESDAY'S SESSION
Pursuant to adjournment, the Board of County Co~missioners met at 10:00
o'clock A.M., Wednesday, January 7th, 1970, all members present.
Vernon Bachmann, Superintendent of Schools, appeared before the Board
presenting the Annual Report of Activities for the year 1969.
Harlan Nelson, County Attorney, appeared before the Board and presented
his annual report of activities for the year 1969.
Carlton Mortensen, County Sheriff, appeared before the Board and pre-
sented his annual report for the year.
Upon motion.made by James Bucholz, seconded by John Snowberg and unani-
mously carried, it was agreed $150.00 per month is to be paid to the Matron with all
fees paid being returned to the County.
Upon motion made by James Bucholz, seconded by Andy Leitch and-unanimously
carried, a one hour extension is to be granted on a dance permit for Saturday nights,
the closing hour to be 1:00 A.M., Sunday, by resolution to be adopted at the February
adjourned meeting of the Board.
Upon motion made by James Bucholz, seconded by Andy Leitch and unanimously
carried, it was agreed to pay the Red River Valley Development Association $150.00 for
the year 1970 and $100.00 for 1968, which had not been paid.

County Minnesota,
THAT The Parkers Prairie Independent be and the same is
hereby designated as the newspaper in which shall be printed the list of lands
in Otter Tail County upon which taxes became delinquent on the first Monday in
January, 1970.
Provided further, that the publishers of s a.id newspaper be required
to furnish a surety bond in the sum of $2,000.00 for the faithful performance
of siad publication.

considered the mental health needs of the Co\Dlty, and after due deliberation
agree to support the LAKELAND M:NTAL HEALrn CENTER, INC. ' Fergus Falls'
Minnesota, and to enter into a signed agreement with the.other eight co1mties
in the Mental Health Center area. We approve the budget and financing plan
for the fiscal year July 1, 1970, through J\Dle 30, 1971 in the following amounts:

I certify as County Auditor for ()tter Tail County that the County
Commissioners have passed the above RESOLl!I'ION, contained in the Minutes
of their regular Board Meeting, dated January 7th , 1970, that they
will support the program of the LAKELAND MENTAL HEALTH CENTER, INC., for
the fiscal year July 1, 1970, through June 30, 1971, and enter into a written
agreement with the eight other Counties supporting this Center.

The Board having previously advertised for bids for the County printing
for the year 1970 proceeds to open bids which were found to be as follows:
Fergus Journal Co., Fergus Falls, Minnesota, publication of minutes of
the meetings of the Board of County Commissioners, including regular and special
sessions, and minutes of the Board of Equalization, and also all other legal notices
that are published in the paper, all at legal rates.
The Pelican Rapids Press and the Northwestern Publisfuing Company; publi-
cation of annual statement of receippss and disbursements for the year 1969, at
legal rates. .
The Parkers Prairie Independent, publication of the annual Delinquent
Tax Lists at legal rates.
All of the above rates were accepted.
The County Auditor was authoriz ed to advertis·e for bids to be received
until 2:00 o'clock P.M., Wednesday, February 11th, 1970, for the sale of the following
described property, owned by the County of Otter Tail:
All that part of Lot 3 of Kalling's Subdivision of the NE¼ of Section 35 -
133 -43, bounded on the West and North by the following described line:
Beginning at a point on the South line of Lot 3 at a distance of 696.8
