Call to Order
The Otter Tail County Human Services Board convened Tuesday, December 28, 1999 at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair;
Malcolm Lee, and Roger Froemming present. Commissioner Syd Nelson was present at 9:40 a.m.
Approval of Agenda
Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services
Board agenda of December 28, 1999 as mailed.
Approval of Minutes
Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services
Board minutes of December 14, 1999 as presented.
Request from Minnesota Corrections Association
On behalf of the Minnesota Corrections Association, Court Services Director, Chuck Kitzman,
presented a request for a cash donation from Otter Tail County to help support a public exhibit of
photographs and artifacts on corrections history in Minnesota. The exhibit will open in April of
2000 at the Metropolitan State University's great Hall in St. Paul.
Motion by Lee, second by Froemming, and unanimously carried to deny the request for a cash
donation to the MCA for a historical corrections exhibit to be held in St. Paul.
Reappointment -Otter Tail County Court Services Advisory Board
Motion by Nelson, second by Lee, and unanimously carried to reappoint Bob Wilkowski to the
Otter Tail County Court Services Advisory Board effective January 1, 2000 for a three-year term.
Tobacco Free Community for Children Grants Program
Motion by Lee, second by Froemming, and unanimously carried to authorize the appropriate
county officials' signatures to execute the Tobacco Free Community for Children Grants Program
contract between the County of Otter Tail and State of Minnesota OHS for the period of January 1,
2000 to July 1, 2001, subject to the approval of the County Attorney. The grant program provides
$10,000 to the county for decreasing youth access to tobacco.
Dental Clinic Contract
Motion by Nelson, second by Froemming, and unanimously carried to authorize the appropriate
county officials' signatures to execute a contract between the County of Otter Tail and the
University of Minnesota for a satellite dental clinic to be held from February 7, 2000, through
February 11, 2000, at the New York Mills location.
Minority Health Needs Assessment Grant Consultant Agreement
·Motion by Lee, second by Nelson, and unanimously carried to authorize the appropriate county
officials' signatures to execute a Minority Health Needs Assessment Grant contract between the

County of Otter Tail and Pro Act Resources Corporation, subject to the approval of the County •
Attorney. The state grant funds of $4,900 for the minority needs assessment will be provided O'-.
based on this consultant agreement, in the amount of $4,900 to Pro Act Resources for a minority
health needs assessment.
Outline of Goal Dimensions
Human Services Director, John Dinsmore, presented an outline of goal dimensions to detail
specific goals in all program areas of Social Services for the year 2000. Plans are to use these
specific goals in conjunction with a new performance appraisal system.

Motion by Nelson, second by Lee, and unanimously carried to authorize the appropriate county

Motion by Nelson, second by Froemming, and unanimously carried to approve the Human Service
bills and claims as presented.
Discussion -Family Services Collaborative
Discussion took place regarding a task force that is targeting ages 0-18 years relative to children's
home visiting programs. This issue will continue to be discussed. The issue of carrying over
collaborative funds for implementation at a later date was discussed. Mr. Dinsmore reported that
the final allocation of McKnight funds in the amount of $21,000 was received. The Wadena/Otter
Tail/Wilkin Welfare to Work Partnership transition grant has been submitted to the McKnight
foundation for $148,700, which would be for April 1, 2000 through March 31, 2001. Discussion
took place regarding a potential need to transfer some previously allocated funds from the
ChildCare Resource and Referral Program to another eligible program.

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, December 28, 1999 at
10:45 a.m. at the Otter Tail County Courthouse with Commissioners Sydney Nelson, Chair;
Virginia Portmann, Malcolm Lee, and Roger Froemming present.
Approval of Agenda
Motion by Partmann, second by Froemming, and unanimously carried to approve the County
Board agenda of December 28, 1999, with the following additions:

Forgiveness of Penalty Requests
Property owner, Roger Halvorson, requested forgiveness of penalty in the amount of $13.08.
Lengthy discussion followed. Motion by Lee, second by Partmann, and unanimously carried to
deny Mr. Halvorson's request for forgiveness of penalty as a notice of correction of taxes owed
was mailed to Mr. Halvorson in a timely manner. Commissioners referred Mr. Halvorson to the
County Assessor for an explanation of the reason for the corrected tax amount.
Treasurer, Steve Andrews, on behalf of Mr. Marco Olson, requested forgiveness of penalty on
property recently purchased. Motion by Froemming, second by Lee, and unanimously carried to
deny Mr. Olson's request for forgiveness of penalty, as the county did not make an error to cause
the assessed penalty.
Request for Approval to Hire Detention Officer
Motion by Partmann, second by Froemming, and unanimously carried to approve the hiring of a
Detention Officer beginning January 15, 2000, as recommended by the Jail Administrator. The
position is budgeted for the year 2000.
Request for Transfer of Funds
Motion by Lee, second by Partmann, and unanimously carried to approve the transfer of
unexpended funds from the General Fund to the Capital Expenditure Fund, in the amount of
$70,000, for upgrade for the AS400 system in the year 2000 as recommended by the MIS Director.
Final Plat -Trochman Development
Motion by Lee, second by Partmann, and unanimously carried to approve the final plat of
"Trochman Development" owned by James & Brenda Trochman on North Turtle Lake (Sec. 26,
Twp. 133, R. 41, Sverdrup Township, Lake No. 56-379).
Performance Evaluation Summary
Motion by Partmann, second by Froemming, and unanimously carried to place the positive
performance evaluation summary of Human Services Director, John Dinsmore, in his personnel
file.
Cost of Living Adjustment for Non-Union Employees
Motion by Partmann, second by Lee, and unanimously carried to authorize a cost of living
adjustment to raise the compensation schedule by 2% for all Otter Tail County non-union regular
employees effective January 1, 2000.
Commissioner Pay Increase Resolution
Otter Tail County Resolution No. 99 -68
The following resolution was offered by Commissioner Partmann who moved for the approval of a
two percent commissioner salary increase.
WHEREAS, Minnesota Statutes 375.055 provides that County Commissioners shall receive as
compensation annual salaries and, in addition, may receive per diem payments and
reimbursements for necessary expenses incurred in performance of the duties of their office, as set
by resolution of the County Board; and
WHEREAS, the current base annual salary of the County Board of Commissioners is $17,124.78,
as set by a motion approved on December 22, 1998, which took effect on January 1, 1999, and
has been in effect for one year; and

WHEREAS, two percent cost-of-living increase in the County Commissioners' base salary for
2000, which is the same cost-of-living increase that will be provided to county employees, will be a n
modest and justifiable change in their compensation; '...,;
NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Commissioners shall receive a
two percent increase in their annual base salary for 2000, to a new amount of $17,467.28.
BE IT FURTHER RESOLVED, that the per diem and expense reimbursement for County
Commissioners shall remain unchanged for 2000.
The resolution was seconded by Commissioner Froemming and carried with the members of the
Otter Tail County Board of Commissioners voting as follows:

Right of Way Vacation
Highway Engineer, Rick West, requested that a portion of the east side of CSAH 35 that runs north
on Highway 210 Uunction of CSAH 35 & 210) be vacated. A site survey completed during the
Underwood School building project showed a portion of property being used as county right of
way. The County would retain 75 feet of right of way which is sufficient.
Motion by Lee, second by Partmann, and unanimously carried to authorize the Highway Engineer
to proceed with the CSAH 35 right of way vacation process as presented.
Approval of Contract-C.P. 99:RARM
Motion by Lee, second by Partmann, and unanimously carried to authorize the Chair's
signature to execute a contract between the County of Otter Tail and H & R Construction
Company for C.P. 99:RARM to furnish and install rural residence markers in the amount of
$466,466.00.
Approval to Pay Bills
Motion by Froemming, second by Lee, and unanimously carried to approve the bills per
Attachment A of these minutes which include the following lodging payments:

Request for Forgiveness of Penalty
Property owner, Elizabeth Murphy, requested forgiveness of penalty of $75.68. She explained that
the mortgage had been refinanced and in that process, the taxes were no longer paid from an
escrow account. Not being used to that, the tax payment was forgotten.
Commissioners expressed empathy; however, explained that the county's policy has been not to
take action to forgive a penalty unless there has been a county error that resulted in a penalty to a
taxpayer. Motion by Partmann, second by Lee, and unanimously carried to deny the request of
forgiveness of penalty in the amount of $75.68.
Resolution of the Board of Commissioners
Otter Tail County Resolution No. 99 -69
Upon a motion by Partmann, second by Lee, and unanimously carried, the Otter Tail County Board
of Commissioners adopts the following resolution:
WHEREAS, Otter Tail County previously adopted the Otter Tail County Flexible Benefits Plan, and
WHEREAS, Otter Tail County desires to amend the Plan to increase the Otter Tail County Flexible
Benefits Plan Medical Reimbursement Account Maximum from $2,000 to $3,000 per Plan Year.
NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County Flexible Benefits Plan be and the
same is amended effective January 1, 2000.
0 BE IT FURTHER RESOLVED, that any proper members of the Board of Commissioners are
hereby authorized to make such contributions from the funds of the County as are necessary to
carry out the provisions of said plan at any time; and
BE IT FURTHER RESOLVED, that in the event any conflict arises between the provisions of said
Plan and the Employee Retirement Income Security Act of 1974 (ERISA) or any other applicable
law or regulation (as such law or regulation may be interpreted or amended), the County shall
resolve such conflict in a manner which complies with ERISA or such law or regulation.
