HomeMy WebLinkAboutBoard of Commissioners - Minutes - 12/02/1999IQ 0 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-B Thursday, December 2, 1999 5:00 p.m. Call to Order The Otter Tail County Board of Commissioners convened Thursday, December 2, 1999 at 5:03 p.m. at the Otter Tail County Courthouse with Commissioners Sydney Nelson, Chair; Virginia Partmann, Malcolm Lee, and Roger Froemming present with the third district commission seat vacant. Approval of Agenda Motion by Partmann, second by Froemming, and unanimously carried to approve the County Board agenda of December 2, 1999 as presented. Approval of Minutes Motion by Froemming, second by Partmann, and unanimously carried to approve the County Board minutes of November 23, 1999 as mailed. Group Health Coverage Presentation Insurance consultant, Pat Mccann, of Johnson Mccann Benefits provided information regarding the BCBS health renewal for 1999 and quotations from other carriers. Mr. Mccann reviewed the competitive proposals and the trend toward increasing costs in the health care industry. The pros and cons of purchasing a fully-funded product vs. a self-funded product were discussed. After lengthy discussion, motion by Partmann, second by Lee, and unanimously carried to accept the Lakes Country Service Cooperative group health coverage proposal for Otter Tail County plan year 2000. Motion by Froemming, second by Lee, and unanimously carried to authorize accelerated loan payment(s), not to exceed $421,642, from the Solid Waste Fund to the General Fund to fund the run-out period for health claims submitted after January 1, 2000, with dates of service in 1999. This is required as a result of changing from a self-funded group health plan to a fully insured product. Bid Award -Project C.P. 99:RARM After previously advertising for bids, Highway Engineer, Rick West, opened the following bid to Furnish and Install Rural Address Residence Markers and Posts at 1 :00 p.m. on November 24, 1999: H & R Construction Dalton, MN H & R Construction -Alternate No. 1 Unit Cost for High Intensity Sheeting $412,786.00 $53,680.00 Otter Tail County Board of Commissioners December 2, 1999 • Page 2 Lengthy discussion took place regarding the value of the additional bid for the high intensity sheeting. Commissioner Portmann expressed tight budget concerns. Motion by Lee, second by Froemming, and unanimously carried to award the bid for Furnishing & Installation of Rural Address Residence Markers & Posts to H & R Construction at the base bid price of $412,786.00 plus Alternate No. 1 in the amount of $53,680.00 for a total award amount of $466,466.00. Payment Approval Motion by Portmann, second by Lee, and unanimously carried to approve final contract payment to Earl F. Andersen, Inc. in the amount of $2,092.48 for Rural Addressing Intersections Signs. Special Election Third District Commissioner Otter Tail County Resolution No. 99 -61 Upon a motion by Partmann, second by Lee and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: RESOLVED by the County Commissioners of Otter Tail County, Minnesota, that WHEREAS, on Tuesday, November 30, 1999, Otter Tail County Third District Commissioner, Andy Lindquist, passed away at Lake Region Hospital in Fergus Falls, Minnesota, and WHEREAS, pursuant to Minnesota Statutes, Section 375.101, Subdivision 1, the unexpired term of Commissioner Andy Lindquist must be filled at a special election to be held not less than 30 nor more than 60 days after the vacancy occurs, and WHEREAS, the Otter Tail County Board of Commissioners desire to assure that a successor to Commissioner Lindquist's Third District Commissioner seat shall be elected as soon as possible, NOW, THEREFORE, BE IT HEREBY RESOLVED: 1. That pursuant to Minnesota Statutes, Section 351.055, the County Auditor shall begin procedures leading to the special election, 2. That the filing period for the Office of the Otter Tail County Commissioner for the Third District shall open at 8:00 a.m. on Wednesday, December 8, 1999, and shall remain open until 5:00 p.m., on Friday, December 17, 1999. 3. That, if necessary, a special primary shall be held on Tuesday, January 4, 2000, to narrow the field of candidates to two, and 4. That the special general election shall be held on Tuesday, January 25, 2000. Adopted at Fergus Falls, MN, this 2nd day of Decembe 1999. Dated: 1).. ,. ,,.e,e.., Hit 19'('1 OTTER T I / / ;J By: Sydne Attest ~ (¥A Lar~ron, Clerk 0 0 0 0 Approval to Pay Bills Otter Tail County Board of Commissioners December 2, 1999 Page 3 Motion by Partmann, second by Lee, and unanimously carried to approve the bills per Attachment A of these minutes which includes the following lodging payment: Ruttger's Bay Lake Lodge Detention Officer Team Leader, Anne Mueller Detention Officer, Pat Grieser Jail Administrator, Gary Waskosky Closed to the Public Meeting Reconvened At 6:12 p.m., Chairman Nelson declared the meeting of the Otter Tail County Board of Commissioners closed to the public for purposes of discussing labor negotiation strategies with the county's six collective bargaining units. Commissioners Partmann, Nelson, Froemming, and Lee were present. At 6:23 p.m., upon the conclusion of the closed session, Chairman Nelson declared the meeting·reconvened in open session. Employer Benefit Contribution In an effort to decrease the burden of increased health insurance premiums, a motion was offered by Partmann, seconded by Lee, and unanimously carried to authorize Otter Tail County to contribute $444 per full time employee (40 hours per week) per month for the year 2000. The employer contribution for employees working 30 to 39 hours per week will be pro-rated accordingly. Group Health Insurance Premiums Established Motion by Froemming, second by Lee, and unanimously carried to establish the following Otter Tail County group health insurance premiums for plan year 2000. It was noted that this represents a 2.4% increase over 1999. The proposed year 2000 budget, in the amount of $43,766,826, was presented and discussed. It was noted that this represents a 1.4% decrease from the 1999 budget. The increase in the tax levy dollars and to which general areas these funds were being directed was discussed and reviewed. Budgetary items were briefly discussed noting that the final budget will be less than the proposed budget by approximately $309,000. Budgetary and tax levy packets were provided. Additional information that was available for review upon request was also noted. Chairman Nelson then opened the meeting to the public. Chairman Nelson respectfully petitioned comments and questions from those in attendance. No questions or comments were offered from the floor. Chairman Nelson then requested a motion to establish the date, time and place for the adoption of the final budget and tax levy for year 2000. Motion was made by Commissioner Lee, seconded by Commissioner Partmann, and unanimously carried to set 11 :20 a.m. on Tuesday, December 14, 1999 for the adoption of the year 2000 budget and the payable 2000 net tax levy in the Otter Tail County Commissioners' Room. Adjournment With no further questions or comments, the Budget and Tax Levy Hearing was adjourned at 7:22 p.m. and will continue at 11 :20 a.m. on Tuesday, December 14, 1999, (during the next regularly scheduled County Board meeting) for the purpose of taking final action on the budget and levy.
