HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/23/19990 0 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-B Tuesday, November 23, 1999 9:30 a.m. Call to Order The Otter Tail County Human Services Board convened Tuesday, November 23, 1999 at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair; Sydney Nelson, Malcolm Lee, and Roger Froemming present. Vice-Chair Andy Lindquist was absent. Approval of Agenda Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services Board agenda of November 23, 1999 as mailed. Approval of Minutes Motion by Nelson, second by Lee, and unanimously carried to approve the Human Services Board minutes of November 9, 1999 as mailed. KIDS COUNT Chuck Kitzman, Court Services Director, presented a handout on KIDS COUNT. Minnesota KIDS COUNT is a joint project of the Children's Defense Fund-Minnesota and Congregations Concerned for Children-Child Advocacy Network at the Joint Religious Legislative Coalition. This handout included data on employment, wages, tax base, and government spending, which gives us a better understanding of the environment surrounding children and families. An understanding of economic conditions facing families can improve our policy making as well as programs and services. According to the handout, the ratio of children living below the poverty level in 1995 in Region 4 (Otter Tail County), was 15% versus 12% at the state level. Also noted, in 1995 for the State of Minnesota, there were about 73 dependents (mostly children) for every 100 potential workers. This number is projected to remain the same through 2025; however, almost half of these dependents will be seniors over the age of 65 years. Case Load Statistics Mr. Kitzman reported that the monthly caseload was down to 312 in October from 351 in January. Center For Reducing Rural Violence Pelican Rapids is struggling to cope with a tremendous change in the demographics of its population. The local turkey plant is expanding which has brought new immigrants and political refugees to the community seeking employment. This change in population has brought new problems to the area including: 1) Most of these immigrants do not speak English, 2) Shortage of housing resulting in over-crowded living conditions, 3) Increased gang activity, 4) Family violence (in households where it is culturally considered normal), and 4) Drugs and alcohol. A Community Policing Project is underway to address these issues. Mr. Kitzman reported that of the 312 individuals on probation in Otter Tail County 37 of those are from Pelican Rapids (12 adults/8 male; 4 females and 25 juveniles/16 males; 9 females). Otter Tail County Board of Commissioners November 23, 1999 Page 2 Peaceful Solutions and Lakeland MHC Grant Chuck Kitzman reported that the prevention/intervention grant that was applied for by Peaceful Solutions and Lakeland MHC in the amount of $200,000 was not funded. Only 12 of the 40 proposals were awarded due to limited funds. Family Services Collaborative Update Public Health Director, Diane Thorson, gave an update on the Family Services Collaborative. A meeting was held at Greystone Lodge on November 16, 1999. One of the topics discussed was the process of providing mental health services in the schools. Welfare to Work Update Diane Thorson reported on the progress of the Welfare to Work project which is getting close to the end. Many hard to employ clients have been place through job coaching. New childcare providers are constantly being recruited as providers are leaving this field. The Wheels for Workers program has expended all of its funding. Of the 52 requests received, 28 loans were approved. Ms. Thorson reported that the Diversion Fund is funding used for car repairs, telephones, etc. for those individu?1ls that are employed or seeking employment. There have been 25 requests for this funding in the amount of approximately $400 per request. Moorhead State University Contract Motion by Nelson, second by Froemming, and unanimously carried to authorize Otter Tail County Public Health to enter into a contract with Moorhead State University to provide services and facilities for qualified students preparing for health care professions, subject to the County Attorney's approval of the contract. 0 Presentation: "Follow-up Child Protection External Report" Q The Minnesota Department of Human Services (OHS) conducted an external review of the Otter Tail County Department of Social Services' child protection system in March through May 1999. Lynn Benz presented a summary of this review: Otter Tail County Child Protection/Child Welfare Services has a competent assessment staff and ongoing workers with a high level of expertise and commitment. The staff have developed positive relationships with community professionals. There are four multi-disciplinary teams that provide consultation and leadership. Problems needing attention relate to ongoing services and permanency issues. Approval of Bills & Claims Motion by Froemming, second by Lee, and unanimously carried to approve the Human Services bills and claims as presented. Commissioner Andy Lindquist was absent. Approval of Agenda Motion by Partmann, second by Froemming, and unanimously carried to approve the County Board agenda of November 23, 1999 with the following changes: Remove Rick West from the agenda Add Carol Stender to the agenda Approval of Minutes Motion by Lee, second by Froemming, and unanimously carried to approve the County Board minutes of November 16, 1999 as mailed. Approval of Lease Motion by Partmann, second by Lee, and unanimously carried to approve the lease of a Polaris snowmobile by Law Enforcement which is already included in the budget. Approval to Pay Bill Motion by Lee, second by Froemming, and unanimously carried to reimburse Jail Administrator, Gary Waskosky, for expenses incurred while attending an out of state training seminar. State Building Codes Land & Resource Director, Bill Kalar, informed the Board of Commissioners of the existing state mandate for counties to be responsible for the Accessibility Code in unincorporated areas, and cities to be responsible for enforcement in incorporated areas. The Accessibility Code applies to new building construction and expansion of existing buildings. It does not apply to residential or existing non-commercial buildings. To administer the Accessibility Code, counties need to receive plans and applications for work, review plans for compliance with Accessibility Code, permit issuance and fees, site inspection, final approval and record keeping. First, counties will need to obtain certification, determine who will administer (county/joint powers/contractual) and then set up the process. Legislative action on this issue will not occur until 2001 at the earliest. CUP 56-84 Modification Land & Resource Director, Bill Kalar, reported that Tim Lueders would like to modify CUP 56-84. The original CUP was for building a wood working shop near Long Lake with the condition that there be three parking areas. At the present time he will not be building the shop but would like to use the existing building. Motion by Froemming, second by Lee, and unanimously carried to approve the modification of CUP 56-84 to allow the use of the existing building for a wood working shop with the condition that there be three designated parking areas. This will not need to go to the Planning Commission. Otter Tail County Employees' Committee Motion by Partmann, second by Lee, and unanimously carried to extend the term of County Employees' committee members from two years to three years and set up formal by-laws. The first year will be for learning, the second year for doing, and the third year for training. Otter Tail County Board of Commissioners November 23, 1999 Page 4 Relocation of Carol Stender Carol Stender informed the Board of Commissioners that this would be her last meeting that she would be covering the County Board meetings. She has accepted a new employment opportunity with AgraNews and will be relocating. Performance Evaluation Summary Motion by Lee, second by Froemming, and unanimously carried to approve a positive performance evaluation for Highway Engineer, Rick West, and to direct that the summary be placed in his personnel file.
