HomeMy WebLinkAboutBoard of Commissioners - Minutes - 09/28/19990 0 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-8 Tuesday, September 28, 1999 9:30 a.m. Call to Order The Otter Tail County Human Services Board convened Tuesday, September 28, 1999 at 9:30 ·a.m. at the Otter Tail County Courthouse with Commissioners Virginia Partmann, Chair; Andy Lindquist, Vice-Chair; Syd Nelson, Malcolm Lee, and Roger Froemming present. Approval of Agenda Motion by Lee, second by Froemming and unanimously carried to approve the Human Services Board agenda of September 28, 1999 as mailed. Approval of Minutes Motion by Froemming, second by Nelson and unanimously carried to approve the Human Services Board minutes of September 14, 1999 as mailed. Boards of Health Conference Update Public Health Director, Diane Thorson, and Commissioner Roger Froemming, updated board members on a recent Board of Health conference. Main issues discussed were bioterrorism planning funds, a pilot project for evaluating Public Health Departments based on the 10 mandated services provided, and how to promote better public health service in our communities. Discussion -CHS Advisory Committee Recommendation Ms. Thorson reported that the Community Health Services Advisory Committee agreed with the decision to discontinue STD testing for persons over the age of 21; however, the committee recommended that this testing be available for the under-age 21 population. Ms. Thorson projected a cost of $7,600 for STD testing for under-age 21 population for the rest of 1999 and stated that funds could be taken from other areas of the Public Health budget. She provided a revenue/expenditure handout through August 1999 for Public Health programs. Lengthy discussion followed regarding the current negative cash balance and projected end of the year balances vs. the need to provide the service and/or cut other programs. Chair Partmann referred Ms. Thorson back to the Advisory Committee for additional recommendations. Presentation for Mental Illness Awareness Week LAC members, Ardis Brensike and Lorraine Erickson, briefed the board on Mental Illness Awareness Week and activities planned to reduce the stigma of mental illness. Ms. Erickson read a proclamation resolution for the record and requested approval. Mental lllness,Awareness Week Otter Tail County Resolution No. 99 -44 Upon a motion by Lee, second by Froemming and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, Mental Illness is a problem of grave concern and consequence in American society and is widely, but unnecessarily feared and misunderstood; and Otter Tail County Board of Commissioners September 28, 1999 Page 2 WHEREAS, one in five Americans will suffer from mental illness at some point in their living, such 0 as Schizophrenia, Biploar Disorder (Manic Depressive Illness), Major Depression, Obsessive W Compulsive Disorder, and Severe Anxiety Disorder; and WHEREAS, Schizophrenia strikes more than 2.5 million Americans over the course of their lifetimes; and WHEREAS, Major Depression and Manic-depressive Disorders affect approximately one of every 10 Americans; and WHEREAS, approximately 10% of Otter Tail County residents suffer from these same illnesses; and WHEREAS, the national dollar cost of mental illness is estimated at a staggering $129 billion; and WHEREAS, mental illness is not the result of personal failure, lack of willpower or a moral weakness and has been proven to be a biomedical disorder of the brain; and WHEREAS, appropriate treatment of mental illness is cost effective because it restores productivity, reduces utilization of other health services and lessens social dependence; contributes to recovery; and WHEREAS, in Otter Tail County, there is a need to reduce stigma and promote better n understanding of the mentally ill and their families; and w NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners proclaim October 3-9, 1999 as MENTAL ILLNESS AWARENESS WEEK to increase public awareness of severe mental illness and to promote greater understanding for those who suffer from the potentially disabling symptoms of these disorders. Ms. Bjork noted that October is Stop Violence Month and discussion continued regarding Dr. Garbarino's upcoming seminar. There are 253 people currently registered for the seminar that will focus on youth violence and prevention with all costs being covered by registration fees. The Human Services Director thanked the CARE Committee members for their diligent work bringing this seminar to O Fergus Falls. 0 0 Child Protection System Otter Tail County Board of Commissioners September 28, 1999 Page 3 Social Services Supervisor, Brad Vold, provided a "Review of Child Protection in Otter Tail County" handout that evaluates Minnesota's child protection system. The evaluation completed by Lynn Benz includes an executive summary and recommendations. Mr. Vold reviewed the recommendations. Children's Justice Act Grant Motion by Nelson, second by Froemming, and unanimously carried to authorize the signature of the Human Services Chair to execute the Children's Justice Act Planning Grant and accept the grant amount of $4,500 to reduce the trauma of child maltreatment case reporting. Children's Mental Health Planning Grant Brad Vold briefed the board on the Mental Health Planning Grant for community based mental health systems for children. This funding has been held back from counties and pooled for planning and implementation grants to reduce residential placement of children. The next step is the 5-month planning process to be completed by Barbara Eiden-Molinaro. Human Service Cost Report Data Mr. Dinsmore provided additional cost report data including 1998 MFIP, AFDC and MA expenses and revenues broken down by federal, state and local funding categories. He will continue to work on breaking out the elderly MA costs. Discussion -Family Services Collaborative Mr. Dinsmore reported that members of the collaborative have been asked to collectively submit a proposal to provide early intervention mental health services rather than request another RFP from providers. Letters of Commitment to the collaborative were provided from Social Services, Court Services, and Public Health Departments. Motion by Lindquist, second by Lee and unanimously carried to approve the Letters of Commitment to the collaborative from the participating departments as presented. Approval of Bills & Claims Motion by Lindquist, second by Lee and unanimously carried to approve payment of the Human Services bills and claims as presented. Adjournment At 10:53 a.m., Chair Partmann declared the meeting of the Otter Tail County Human Services Board adjourned until 9:30 a.m. on Tuesday, October 12, 1999. This Old House Law Information Ag Homestead Law Change Assessor, Bob Moe, provided handouts from the MN Department of Revenue regarding "This Old House" and Agricultural Property Tax Law legislative changes. 1999 Assessor's Abstract Results The Assessor provided an Abstract of Assessment of Real and Personal Property for 1999 handout. Discussion followed. Market Price for the Solid Waste Management Tax Otter Tail County Resolution No. 99 -45 Upon a motion by Lee, second by Partmann and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, the solid waste management tax requires political subdivisions to identify by resolution a market price if the political subdivision: Subsidizes the cost of service at a facility. WHEREAS, the political subdivision will be liable for the solid waste management tax based only on the market price amount identified through this resolution. WHEREAS, the market price is identified in state statutes as the "lowest price available in the area". WHEREAS, Otter Tail County has performed research to identify the lowest price available in the area. THEREFORE, the County of Otter Tail declares a market price of $41.95 per ton for a facility, based on a tipping fee amount of $41.95 per ton at the Fergus Falls Resource Recovery Facility and an additional transportation cost of $0 per ton. Dated: ~ S, !99? 0 0 Glass Project-C.R. 74 Otter Tail County Board of Commissioners September 28, 1999 Page 5 Solid Waste Public Information and Education Officer, Marie Tysdal, presented a video showing how recycled glass from the Solid Waste Department was used in the aggregate on County Road 74. The project and video were very successful and accomplished through cooperation with the Solid Waste Department, Highway Department, and contractor. Agriculture Update Extension Educator, Bill Saumer, opened discussion regarding problems with dollar values for crops affected by commodity prices; however, dairy prices are increasing. Mr. Saumer will research Otter Tail County agriculture data and return to the County Board next Tuesday for approval of an Agricultural Disaster Resolution. Approval to Pay Bills Motion by Partmann, second by Lindquist and unanimously carried to approve bills per Attachment A of these minutes. Discussion -Residential Markers GIS Coordinator, Bob Block, reported that signs have been installed in 46 townships and 32 townships have been inspected by the Data Verification Contractors. He requested direction as how to proceed relative to the residential markers. Lengthy discussion followed regarding current law, the need to lobby to change the law, and other budget options to pay for the residential signs. The County Attorney will research the matter further. 0 Reclassification :o Motion by Lee, second by Partmann and unanimously carried to reclassify the Support Enforcement Aide position from DMG salary grade 9 to DMG salary grade 11 effective June 1, 1999 which coincides with the State Merit System reclassification. Approval to Order Police Vehicles for the Year 2000 Motion by Partmann, second by Lee and unanimously carried to authorize the Sheriff to order police vehicles for the year 2000 at this time in order to receive a discounted price. The authorization is for the number of vehicles previously budgeted for the Year 2000. Snowmobile Safety Enforcement Grant Agreement Motion by Lee, second by Froemming and unanimously carried to authorize the Chairman's signature to execute the Snowmobile Safety Enforcement Grant Agreement between the State of Minnesota and Otter Tail County Sheriff's Department which provides $6,200 to the county for snowmobile regulation enforcement. Premise Permit-For Balance of Current Year (1999) Otter Tail County Resolution No. 99 -46 Upon a motion by Froemming, second by Lee and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board, and Otter Tail County Board of Commissioners September 28, 1999 Page6 WHEREAS, the National Multiple Sclerosis Minneapolis Society -Minnesota Chapter, Minneapolis, MN, has made an application to the Gambling Control Board for a premise permit to conduct lawful gambling at the Trackside Lounge located within the Country Manor Motel, in Compton Township of Otter Tail County; and WHEREAS, Minnesota Statue 349.213 provides that the Gambling Control Board may not issue a premise permit unless they receive a resolution from the Otter Tail County Board of Commissioners approving the permit: and WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the conduct of lawful gambling by the National Multiple Sclerosis Minneapolis Society -Minnesota Chapter, Minneapolis, MN, at the Trackside Lounge located within the Country Manor Motel, in Compton Township of Otter Tail County. NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby approves the conduct of lawful gambling by the National Multiple Sclerosis Minneapolis Society -Minnesota Chapter, Minneapolis, MN, the Trackside Lounge located within the Country Manor Motel, in Compton Township of Otter Tail County, provided the applicant meets all the necessary criteria for the licenses and permits as required by the Gambling Control Board. IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Township of Compton by sending them a copy of this resolution. This will complete payment of their adjusted bid of $106,055.81 for Modular Office Systems, Seating, and Sound Masking Equipment awarded April 27, 1999. Monthly Salary Survey/Poll County Coordinator, Larry Krohn, reported that a survey had been sent to non-union employees paid once per month on the last working day of the month. The survey requested opinions on whether or not these employees wished to be paid twice per month similar to the current Human Services and Road & Bridge payroll schedule. The ballots received were 51 to stay monthly and 31 to change to semi-monthly. No action was taken by the County Board. Performance Evaluation Summary Motion by Partmann, second by Lee and unanimously carried to approve the positive performance evaluation summary of MIS Director, Tim Brand, and to place the summary in his personnel file. Closed to the Public Adjournment At 12:15 p.m., Chairman Nelson declared the meeting of the Otter Tail County Board of Commissioners closed to the public for the purpose of evaluating the performance of Public Health Director, Diane Thorson, pursuant to M.S. §471.705 Subd. 1d(d). All five seated commissioners were present. A summary of performance conclusions will be provided at the next regular board meeting. At 1 :00 p.m., upon conclusion of the closed session, Chairman Nelson declared the County Board meeting adjourned until 9:30 a.m. on Tuesday, October 5, 1999.
