Call to Order
Todd Smedstad called the Labor/Management Committee meeting to order at 1 :04 p.m.

Review of Agenda
Committee members approved as presented the agenda of August 19, 1999 with the following
addition: PTO added for discussion.
Review of Minutes
Committee members approved as presented, the minutes of July 15, 1999 with the following
change: Under Paid Time Off (PTO) Change" ... end future discussion ... " to
" ... take back to fellow employees ... "
Review of Mission and/or Norms of Behavior
Dennis Soderstrom read the Norms of Behavior list.
Subcommittee Reports
Training Issues
The Training subcommittee had a department head meeting. Supervisors could possibly be
included in the department head meetings on a quarterly basis .

' f '\. ' Labor/Management Committee discussed the feedback concerning PTO. After discussion the
committee came to group. consensus to end future discussion at this time concerning Paid Time
Off, due to the majority of county employees not interested in pursuing.
B. Sick Leave Bank -Donation of Sick Leave
David Hauser has not gotten a final statement on the tax ramifications yet, but when payment is
made it becomes taxable. There was lengthy discussion on how such a program would be
implemented; the ramifications on a department if someone is on a catastrophic leave and how
the current policy and the proposed policy coordinate with the programs that are available.
There was a suggestion to invite Kathy Domholt and/or Larry Krohn to make a presentation.
Consensus was made to develop a subcommittee.
Information Sharing/Announcements
• Levy limits for next year's budget are being determined. .
• There was discussion about having pictures of the county employees taken for the year 2000.
(This could be a possible project for the employees committee.)

Labor/Management Committee adjourned until 1 :00 p.m. on Thursday, September 16, 1999.
