""'=I 0 0 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-B Tuesday, June 1, 1999 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, June 1, 1999 at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Sydney Nelson, Chair; Virginia Partmann, Vice-Chair; Malcolm Lee, Andy Lindquist, and Roger Froemming present. Approval of Agenda Motion by Lee, second by Froemming, and unanimously carried to approve the County Board agenda of June 1, 1999 as mailed. Approval of Minutes Motion by Lindquist, second by Froemming, and unanimously carried to approve the County Board minutes of May 25, 1999 as mailed. "This Old House" Appeal Property owners, Carolyn & Neal Johnson, appeared before the board relative to an appeal for "this old house" exemption. Ms. Johnson reviewed a chronology of events including the date the application was submitted, date homestead was obtained, and the fact that the house was gutted in 1997 and remodeled in 1998. Assessor, Bob Moe explained that in order to qualify for "this old house" exemption, the home must have homestead classification. In this case, the home was gutted before the Johnson's obtained the homestead classification. Lengthy discussion followed. Commissioners requested the County Attorney to research this issue further and return to the board. Commissioner of Ag Update Ag Inspector, Tiny Holm, reported that Commissioner of Agriculture, Gene Hugoson, will be touring Otter Tail County June 21, 1999. He presented a brief, tentative overview of events. Legislative Update Firearms Legislation: Sheriff, Gary Nelson, reported that the legislation authorizing the sheriff to sell confiscated firearms to licensed dealers was signed by the Governor and became law. Discussion followed. Quadrant Retrofit Legislation: Solid Waste Director Mike Hanan, Perham City Administrator Bob Louiseau, and Perham Mayor Marlin Zitzow, reported that the Quadrant retrofit legislation in the Omnibus bonding bill was passed. Mr. Hanan commended local legislators, Roxann Daggett and Dallas Sams, as well as other government officials for their effective efforts in explaining the importance of this funding for the incinerator. Further discussion took place regarding the permit transfer process for the facility and other work required to proceed with the project. Otter Tail County Board of Commissioners June 1, 1999 Page 2 RTC Property Transfer Legislation: Q Larry Krohn, County Coordinator, reported that the Governor signed the RTC property transfer legislation and provided specific legislation dealing with Otter Tail County. Economic Development Tax Abatement Legislation: Mr. Krohn noted that the County's provision for tax abatement changes became law whereby an interest and penalty deferral of taxes will be possible for economic development projects rather than simply an abatement of taxes. He noted that Ag Inspector funding did not pass and Lake Improvement District legislation was not introduced. Site Permit/Variance Issue Property owner, Wayne Sorem requested assistance from the County Board regarding a situation of denial for a variance relative to the location of a building on his property on Mud Lake (#56-222). The County Attorney explained to Mr. Sorem that the County Board has no jurisdiction over Board of Adjustment decisions and District Court would be the next step to resolve his situation. He noted that there is a 30-day deadline to bring the proceedings to District Court. RR 1 Box 532 Perham, MN Otter Tail County Board of Commissioners June 1, 1999 Page 3 Liquor and Sunday Liquor Reappointment -Bois De Sioux Watershed District Motion by Lindquist, second by Partmann, and unanimously carried to reappoint Don Davenport effective June 1, 1999 to the Bois De Sioux Watershed District Board. Approval to Pay Bills Motion by Lindquist, second by Partmann, and unanimously carried to approve the bills per Attachment A of these minutes which include lodging payments as follows: Best Western Kelly Inn Best Western Yankee Square Comfort Inn Hampton Inn Fraud Investigator, J. Allen Anderson Patrol Sergeant, Brain Fox Solid Waste Director, Mike Hanan GIS, Brian Armstrong Twice per Month Payroll David Hauser, County Attorney, requested the board's consideration of twice per month payroll for employees who are currently being paid once per month. This would be consistent with most Human Service and Highway employees. Commissioner Partmann requested a survey to go to employees affected by the decision to poll their opinion on the matter. Q Payment Approval Motion by Lee, second by Lindquist, and unanimously carried to approve payment to the Parkers Prairie Dental Clinic, in the amount of $151.20, due to an error in claims administration during the county's run-out period for 1998 dental claims. 0 Adjournment At 11:10 a.m., Chairman Nelson declared the meeting of the Otter Tail County Board of Commissioners adjourned until 1 :00 p.m. on June 8, 1999.
