HomeMy WebLinkAboutBoard of Commissioners - Minutes - 05/25/1999a I 0 MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Otter Tail County Courthouse Commissioners' Room, Floor 1-B Tuesday, May 25, 1999 9:30 a.m. Call to Order The Otter Tail County Human Service Board convened Tuesday, May 25, 1999 at 9:34 a.m. at the Otter Tail County Courthouse with Commissioners Syd Nelson, Chair; Malcolm Lee, Secretary; Andy Lindquist, and Roger Froemming present. Vice-Chair, Virginia Portmann was absent. Approval of Agenda Motion by Lee, second by Froemming, and unanimously carried to approve the Human Service Board agenda of May 25, 1999 with the following addition: Public Health Director, Diane Thorson Approval of Minutes Motion by Lindquist, second by Lee, and unanimously carried to approve the Human Service Board minutes of May 11, 1999 as mailed. 1998 Probation Survey Court Services Director, Chuck Kitzman, presented data from the 1998 DOC probation survey that includes uniform data collected from each county in Minnesota. He reviewed comparisons of 1997-98 year-end felony probation and juvenile/misdemeanor probation offenses. Mr. Kitzman reported that he will be attending the spring MACO conference to learn new laws and determine how those laws will impact the delivery of services for the Court Services Department. Human Service Agency Philosophy Human Service Director, John Dinsmore, provided a handout that detailed the Human Service management philosophy. Discussion followed as to the process being used to follow management philosophy and obtain positive goals agency-wide. CSSA Planning Mr. Dinsmore provided a copy of the public notice that will be published to ask for input regarding the Community Social Services Plan for 2000-2001. Mr. Dinsmore noted that ideas and comments regarding the CSSA plan will be solicited through surveys completed within the agency as well as with the public. He provided a sample survey that may be used as well as a list of planning activities to be completed before the final plan is approved. Tobacco Prevention Endowment Safe Handgun Storage Public Health Director, Diane Thorson, reported on new legislation regarding tobacco prevention funds. Ms. Thorson reported that she had received $500 to assist in advertising information regarding safe handgun storage. The check was received along with advertising material to be distributed. Discussion followed. Commissioners requested that the check not be cashed at this time to allow for further review of the ad material. Commissioners requested that Ms. Thorson return to the board regarding this issue. West Otter Tail County Biological Study Update DNR Plant Ecologist, Craig Anderson, presented slides and handouts regarding the MCBS which began in 1987 as a systematic survey of rare biological features. Discussion followed the slide presentation. Planning Commission Recommendations Conditional use Permit -Therman D. Milander: Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use Permit to dig a pond deeper on Marion Lake (Sec. 7, Twp. 135, R. 39, Rush Lake Township, Lake #56-243) with conditions as recommended by the Planning Commission. Conditional Use Permit -Zane Johnson: Motion by Lee, second by Lindquist, and unanimously carried lo approve a Conditional Use Permit for additional fill on South Lida Lake (Sec. 32, Twp. 136, R. 42, Lida Township, Lake #747) with conditions as recommended by the Planning Commission. 0 . "' -Otter Tail County Board of Commissioners May 25, 1999 Page 3 ·Q Conditional Use Permit-Terry Colton/Scenic Point Resort: 0 0 Motion by Lindquist, second by Lee, and unanimously carried to uphold the Planning Commission's recommendation to re-approve an expired Conditional Use Permit (#3402) for additions at the resort on Clitherall Lake (Sec. 13, Twp. 132, R. 40, Clitherall Township, Lake #56- 238) as presented. Conditional Use Permit -Bryan A. & Pamela J. Odegard: Motion by Lindquist, second by Froemming, and unanimously carried to approve a Conditional Use Permit to build a permanent structure on East Lost Lake (Sec. 1, Twp. 133, R. 41, Sverdrup Township, Lake #56-378) with conditions as recommended by the Planning Commission. Conditional Use Permit -Jim Anstadt: Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional use Permit to put in a retaining wall on Lake Lida (Sec. 14, Twp. 136, R. 42, Lida Township, Lake #56- 747) with conditions as recommended by the Planning Commission. Conditional Use Permit -Laura Johnson: Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional Use Permit to a fill a hole on Little Pine Lake (Sec. 30, Twp. 137, R. 38, Corliss Township, Lake #56-142) with conditions as recommended by the Planning Commission. Conditional Use Permit -Ronald & Kathleen Barth: Motion by Froemming, second by Lee, and unanimously carried to approve a Conditional Use Permit to repair and remove an existing wall on Clitherall Lake (Sec. 6, Twp. 132, R. 39, Nidaros Township, Lake #56-238) with conditions as recommended by the Planning Commission. Pomme de Terre Watershed Mr. Kalar reported on a recent meeting with several entities regarding the Pomme de Terre Watershed District. He provided a handout of statistics (suspended soils, phosphorus & nitrate levels, etc.) relative to the Minnesota River Basin. Discussion followed regarding a previous Joint Powers agreement and a need for Otter Tail County to either rescind or re-sign the agreement by July 1, 1999. Sewage Abatement List Request Motion by Lee, second by Lindquist, and unanimously carried to approve the request from the Jewett Lake Association that Jewett Lake be placed on the sewage system abatement list. Edna Township -High Water Mr. Kalar presented a map showing several areas where water is flooding the roads. There is no immediate chance of the water receding. Edna Township requested permission to go ahead with raising the road levels before the Planning Commission meeting on June 16th• Discussion followed. No action was taken. Service Fee Appeal Service Fee Systems Administrator, Michele Petterson, presented a request from the Evangelical Lutheran Church in Parkers Prairie to~p eal the annual service fee assessment for refuse of $22.50. Extension Update Extension Educator, Angela Berge, reported on several events including the annual "Spring Fling" (130 women attended) an upcoming seminar on violence, Ag Assistance Program, and rural farm crisis. Snowmobile Grant-In-Aid Trail Systems Otter Tail County Resolution #99-24 Upon motion by Lee, second by Lindquist, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, Otter Tail County has sponsored Grant-In-Aid Trail Systems in the past; and WHEREAS, acceptance of the Grant-In-Aid Trail Systems proposed extensions are subject to the Q review and approval of the County Attorney. NOW, THEREFORE, BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In- Aid Trail Systems as they exist for Lake Runners Trail Association and proposed extensions of Grant-In-Aid Trails with the aforementioned condition. Integrated Roadside Vegetation Management Plan Mr. West presented a draft Otter Tail County Highway Department Integrated Roadside Vegetation Management Plan for commissioners review. Phelps Mill Donations Mr. West reported that the county has received a $1,000 donation from the Phelps Mill Association and a $1,000 donation from the Dalton Lions Club for use at the Phelps Mill Park. Mr. West suggested two options to be used to determine how these donations and future donations will be used. The group that inspects the gounds prior to the festival could determine where the money will be spent or that could be determined at budget time. Commissioners concurred on requesting the festival committee to make the donation funding determination for Phelps Mill. Payment Approval of Personnel Policy Motion by Lee, second by Lindquist, and unanimously carried to approve payment to Scott Lepak for a formal review and opinion letter regarding the proposed personnel policy at an hourly rate of $120 per hour not to exceed $1,500.
