Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 20, 1999 at 9:31 a.m. at
the Otter Tail County Courthouse with Commissioners Sydney Nelson, Chair; Virginia Portmann,
Vice-Chair; Malcolm Lee, Andy Lindquist, and Roger Froemming present.
Approval of Agenda
Motion by Lee, second by Lindquist, and unanimously carried to approve the County Board
agenda of April 20, 1999.
Approval of Minutes
Motion by Portmann, second by Froemming, and unanimously carried to approve the County
Board minutes of April 13, 1999 as mailed.
Bid Opening -Enhanced 911 Equipment & Furniture
After previously advertising, Chief Deputy Mark Morris, opened the following bids at 1 :00 p.m. on
April 12, 1999 for equipment, furniture, and radio control electronics for the Otter Tail County
Enhanced 911 system as follows:

Motion by Lindquist, second by Partmann, and unanimously carried to award the bid for radio,
electronic systems, and furniture (Moducom Console Equipment, Watson Furniture Systems, Q
Eventide Digital Logging Recorder) for the Enhanced 911 system to the low bidder, Modular
Communication System of California, in the amount of $184,824.00, subject to the approval of the
County Attorney and appropriate county officials.
Motion by Partmann, second by Lee, and unanimously carried to award the bid for CML 911
Premise Equipment for the Enhanced 911 system to the low bidder, Independent Emergency
Services LLC of Hutchinson, in the amount of $76,473.05, as recommended by the Chief Deputy.
Extension of Final Plat -Maet-Boh Development
Land & Resource Director, Bill Kalar, provided a handout regarding the preliminary plat of Maet-
Boh development. Attorney Bruce Gerhardson spoke for developer, Kurt Maethner. He explained
that the reason for another requested extension for filing for the final plat on this development was
the need to commence a quiet title action in order to clear title.
Motion by Lindquist, second by Lee, and unanimously carried to approve an extension until
July 30, 1999 for filing the final plat of Maet-Boh Development.
Planning Commission Recommendations
Conditional Use Permit #5669 -Bradley & Renee Botner:
Motion by Lindquist, second by Froemming, and unanimously carried to approve a revision to
Conditional Use Permit #5669 thereby relocating the proposed driveway in accordance with the
township's letter and in a manner that reduces overall earthmoving. CUP #5669 is issued to Q
William Lemke/Brad Botner, Unnamed Lake (56-1480).
Preliminary Plat & Conditional Use Permit
"Bistodeau's First Addition to Woodland Park" -Don & Jan Bistodeau:
Motion by Froemming, second by Lee, and unanimously carried to approve the preliminary plat of
"Bistodeau's First Addition to Woodland Park" consisting of six (6) residential lots and a conditional
use permit to build a county spec road to service the proposed plat with conditions as
recommended by the Planning Commission. The property is on E. Battle Lake (56-138 -Sec. 25,
Twp. 133, R. 39, Girard Township).
Preliminary Plat -Beck Trust/ "Linwood Beach":
Motion by Froemming, second by Lee, and unanimously carried to approve the preliminary plat of
"Linwood Beach" on Pickerel Lake (56-475), Section 14, Maine Township with conditions as
recommended by the Planning Commission.
Preliminary Plat & Conditional Use Permit -Laird Stoll/"Krueger Addition":
Motion by Lee, second by Lindquist, and unanimously carried to approve the preliminary plat of
"Krueger Addition" requesting 14 residential lots and a conditional use permit to construct a
roadway to service the plat on Star Lake (56-385) & Unnamed Tributary (56-5053), (Sec. 13 & 14,
Twp. 135, R. 41, Star Lake Township) with conditions as recommended by the Planning
Commission.
Conditional Use Permit -Don Scherfenberg: Q
Motion by Partmann, second by Lee, and unanimously carried to approve a conditional use permit
to level for a garage site on Long Lake (Sec. 2, Twp. 131, R. 41, St. Olaf Township, 56-390) with
conditions as recommended by the Planning Commission.

Preliminarv Plat -Todd Steekef'Steeke East Shore":
Motion by Nelson, second by Lee, and unanimously carried to approve the preliminary plat of
"Steeke East Shore" on Dead Lake, (3-160), Section 1 of Gorman Township with conditions as
recommended by the Planning Commission.
Preliminarv Plat -Michael Herbst Et Alf'Cha-Rosa Beach First Addition":
Motion by Lee, second by Lindquist, and unanimously carried to approve the preliminary plat of
"Cha-Rosa Beach First Addition" on Pelican Lake (56-786), Section 12 of Scambler Township with
conditions as recommended by the Planning Commission.
Final Plat -"Shady Grove"
Motion by Nelson, second by Lee, and unanimously carried to approve the final plat of "Shady
Grove" on Paul Lake (Sec. 10, Twp. 136, R. 40, Edna Township, 56-335).
Sewage System List
Motion by Lee, second by Partmann, and unanimously carried to approve a request from the
Trowbridge Leek Lake Association to place Leek/Trowbridge Lake on the list of lakes to be
checked for sewage systems.
4-H Update
Educators, Steve Handegaard and Donna Geiser, updated the County Board regarding recent
youth leadership experiences, 1999 Conservation Day, and Earth Day. Mr. Handegaard provided
an article that emphasizes the public value of 4-H for youth development.
Motorcycle Ride -Benefit for Chahinkapa Park Zoo
Bill Marts of the Prometheus M.C. informed the County Board that their annual Motorcycle Club
Ride for the Chahinkapa Zoo fundraiser will be June 25, 26, & 27, 1999. Mr. Marts requested a
variance from the Exhibition & Shows Ordinance.
Motion by Lindquist, second by Lee, and unanimously carried to approve the event under the same
conditions as last year with the option to reevaluate again before next years' event. The conditions
are as follows:
to grant a variance (waiver) from obtaining a permit under the county Exhibition and
Shows Ordinance subject to the Prometheus Motorcycle Club submitting cash or a
certified check, in the amount of $600, to the Otter Tail County Auditor's office by
June 18, 1999, to cover the expense of extra deputies. Additionally, the motion
included a request for a written report after the event.
Mr. Marts noted that he is adding 41/2 acres for parking and installing additional lighting in that area
as well as putting up a snowfence along the highway to prevent people from parking in the ditch.

After previously advertising for bids, Highway Engineer Rick West, opened the following bids for
four (4) tandem axle snowplow dump trucks at 1 :00 p.m. on April 14, 1999:

Approval of Agreement for Tunnel Across CSAH No. 20
Motion by Lee, second by Lindquist, and unanimously carried to authorize the Chair's signature to
execute an agreement between the County of Otter Tail and Fair Hills Inc. to provide for a
pedestrian tunnel installed through CSAH No. 20 to connect lands on both sides of said highway.

Authorization for Exemption from Lawful Gambling
An application for an exempt lawful gambling permit has been submitted by Chapter 13 of the MN
Finnish American Historical Society for an event scheduled for August 29, 1999 at the Finn Creek
Museum. No action was taken.
Conveyance of Property
Motion was made by Lindquist, second by Lee, and unanimously carried to approve the application
submitted by the Dane Prairie Town Board for the conveyance of the following described tax-
forfeited land for an authorized public use by the Dane Prairie Town Board:
Section 30, Township 132 Range 42
The South 333' of The East 270' of the West 345.5' of the West Half of the Southwest Quarter.
Subject to any existing access agreements or easements held by the MPCA and with the
condition that the Dane Prairie Town Board or any successors will grant continued access to
the MPCA. (Former Jensen's Mobil Station)
Approval of Bills
Motion by Lindquist, second by Partmann, and unanimously carried to approve the bills per
Attachment A of these minutes which includes the following lodging payment:

Legislative Update
Solid Waste Director, Mike Hanan updated commissioners regarding the proposed legislation in
the house and senate to provide for partial funding to retrofit the Quadrant facility.
Closed to the Public
Adjournment
At 11 :20 a.m., Chairman Nelson declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of Solid Waste
Director, Mike Hanan, pursuant to M.S. §471.705 Subd. 1d(d). All five seated commissioners were
present. A summary of performance conclusions will be provided at the next regular board
meeting.
At 12:00 p.m., upon conclusion of the closed session, Chairman Nelson declared the meeting of
the Otter Tail County Board of Commissioners adjourned until 1 :00 p.m. on Tuesday,
April 27, 1999.
