Call to Order
The Otter Tail County Human Service Board convened Tuesday, April 13, 1999 at 9:31 a.m. at the
Otter Tail County Courthouse with Commissioners Syd Nelson, Chair; Virginia Partmann,
Vice-Chair; Malcolm Lee, Secretary; Andy Lindquist, and Roger Froemming present.
Approval of Agenda
Motion by Lee, second by Froemming, and unanimously carried to approve the Human Service
Board agenda of April 13, 1999 with the following additions:
Capital Improvement Committee Meeting
Personnel Committee Meeting
Approval of Minutes
Motion by Partmann, second by Froemming, and unanimously carried to approve the Human
Service Board minutes of March 30, 1999 as mailed.
Juvenile Detention Subsidy Grant
Motion by Partmann, second by Froemming, and unanimously carried to authorize the Chair's
signature to execute the FY 99 Amendment to Grant No. 000-1689 between the State of
Minnesota DOC and Otter Tail County Court Services. The agreement provides $16,842 for FY 99
(increase of $5,000 from FY 98) to reimburse Otter Tail County for providing alternative detention
services for juvenile offenders.
Minnesota Corrections Facility in Sauk Centre
Court Services Director, Chuck Kitzman, updated board members on the current status of the Sauk
Centre corrections facility. The legislature no longer considers this facility a state commitment
corrections facility and Otter Tail County will need to send male youth to other facilities. They will
continue their girls program.
Discussion -Privatization of Jail Facilities
Mr. Kitzman provided an article written by the new Corrections Commissioner. Private companies
maintain that they can operate the facilities at a lower cost than the DOC however, security and
public risk issues are a concern with privatization.
Mental Health Case Management Reimbursement
Human Service Director, John Dinsmore, reported on workshops attended by staff regarding
reimbursement changes with the mental health case management program. The reimbursement
will change, effective July 1, 1999, from a per minute basis to per contact, per month basis. Otter
Tail County will need to establish a per month fee for this program. This could provide more direct
care because it will reduce administrative work billing by the minute/hour. Mr. Dinsmore reported
that Social Services will be renegotiating with Lakeland Mental Health Center to provide the
service and bill MA. The county's portion of the funding is obtained through the time study dollars.

Correspondence Acknowledged r\
Chairman Nelson received a letter from the Lakes Crisis Center to notify Otter Tail County of a w
follow-up informational meeting on grant funds available to provide technical assistance for crime
victims. The meeting is scheduled for Thursday, April 22, 1999 at 2:00 p.m. at the Fergus Falls
Public Library. Discussion took place regarding services already being provided and a desire not
to duplicate these services. The Chairman directed the Human Service Director and Court
Services Director to attend the meeting.
Social Service County Vehicle Workgroup
Human Service Director, John Dinsmore reported that some of his staff met and developed
recommendations for work-related vehicle travel. Discussion followed regarding the
recommendations relative to reimbursement rates, use of vehicles for commuting, lack of parking
space, and past practices. Commissioners directed the Human Service Director and County
Coordinator to research the issue further and return to the County Board with a recommendation.
1998 Child Protection Family Unit Annual Report
Social Service Supervisor, Brad Vold presented the 1998 Child Protection Family Unit Annual
Report and introduced staff currently working in that unit.
Child Abuse Prevention Month Proclamation
Otter Tail County Resolution No, 99-19
UPON a motion by Lee, second by Partmann, and unanimously carried, the Otter Tail County
Board of Commissioners adopts the following resolution: Q
WHEREAS, child abuse is a community problem and finding solutions depends on involvement
among people throughout the community;
WHEREAS, statistics of children who are abused and neglected increase each year;
WHEREAS, the effects of child abuse are felt by whole communities, and need to be addressed by
the entire community;
WHEREAS, effective child abuse prevention programs succeed because of partnerships created
among social service agencies, schools, religious organizations, law enforcement agencies, and
the business community;
WHEREAS, youth-serving prevention programs offer positive alternatives for young people and
encourage youth to develop strong ties to their community;
WHEREAS, all citizens should become more aware of child abuse and its prevention within the
community, and become involved in supporting parents to raise their children in a safe, nurturing
environment;
NOW, THEREFORE, BE IT RESOLVED that April is hereby proclaimed Child Abuse Prevention
Month in Otter Tail County and the County calls upon all citizens, community agencies, religious 0
organizations, medical facilities, and businesses to increase their participation in our efforts to ·
prevent child abuse, thereby strengthening the community in which we live.

Approval to Obtain Legal Counsel
County Coordinator Larry Krohn, requested authorization to contact outside legal counsel relative
to a potential hearing with the Bureau of Mediation Services dealing with unit clarification of a new
position.
Motion by Lee, second by Portmann, and unanimously carried to approve the County
Coordinator's above request to contact legal counsel who specialize in this area of the law.
Approval to Purchase Sandbags
Motion by Lindquist, second by Lee, and unanimously carried to approve purchase of 10,000
sandbags to be sold to at cost.
Resolution Opposing Reverse Referendum Requirements
Otter Tail County Resolution No. 99-20
UPON a motion by Lee, second by Portmann, and unanimously carried, the Otter Tail County
Board of Commissioners adopts the following resolution:
WHEREAS, the Otter Tail County Board of Commissioners understands the unique relationship
between county and state government, with the county serving as the administrative arm for many
state mandated programs and services; and
WHEREAS, requirements allowing for reverse referenda on property tax levy increases
undermines the authority of locally elected officials and would allow a relatively small group of
citizens to control decision-making; and

WHEREAS, truth-in-taxation constituent pressure and the accountability of local officials are the r\
best and most appropriate constraint on property taxes; and •
WHEREAS, reverse referenda elections would add increased costs for all parties, and
WHEREAS, the average annual change in County revenues from 1990-1999, including state aid
receipts, has been 3.3%, much below the increase in state revenues for the same period; and
WHEREAS, the "Price of County Government" has dropped 16% since 1990;
THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners urges the
Legislature to defeat proposals to allow reverse referenda on property tax levy increases.

United Way Citizens' Review Panel
The County Coordinator reported that the United Way organization has requested that a county 0
appointee serve on the United Way Citizens Review Panel. The review committee reviews
requests regarding allocations. Chairman Nelson appointed Highway Engineer, Rick West, to the
review panel.
Drainage Ditch No. 21
Ditch Inspector, Tiny Holm, requested authorization to remove a beaver dam located in Ditch
No. 21 and pay for the maintenance service from the Ditch 21 fund. The County Board concurred.
Conditional Use Application of Duane Donley/Larry Stoller
Land & Resource Director, Bill Kalar, reported that the Planning Commission held a special
meeting April 7, 1999 at 7:30 p.m. to determine if an Environmental Assessment Worksheet (EAW)
should be prepared prior to consideration of Duane Donley/Larry Stoller's CUP. The County
Attorney read, for the record, the Findings of Fact for a determination of an EAW. Chairman
Nelson then opened the floor to questions and/or comments from the public. No comments were
expressed.
Motion by Nelson, second by Lindquist, and unanimously carried to concur with the
recommendation of the Otter Tail County Planning Commission that an EAW is not necessary for
further consideration of a CUP application of Duane Donley/Larry Stoller (56-244).

County Enhanced 911 Ordinance
Addressing Coordinator, Bob Block, reported that the County Enhanced 911 Ordinance has been
enacted and the GIS Department will initiate compliance with the ordinance. Electric and phone
companies will assist the department to maintain the E-911 database. Discussion continued
regarding drivers license addresses during the addressing transition, cost to cities to be included in
the automated mapping, and the issue of house signs. Mr. Block requested that all surveyors
contact the GIS Department to interface the new road names with the E-911 schematic before the
plat is approved.
Job Classification Change
Motion by Partmann, second by Lee, and unanimously carried to authorize a change in job
classification structure to add one Assistant County Attorney I position and decrease one Assistant
County Attorney II position.
Proposed Quadrant Legislation Update
Solid Waste Director, Mike Hanan, reported on a recent house Capital Investment Committee
. meeting regarding the retrofitting of the Quadrant facility to be considered a priority project in a
bonding bill this year. They also testified with the senate Ag & Environmental Committee. Lengthy
discussion followed.
Request -Red River Basin Joint Powers Board
Commissioner Lee presented a letter from Jon Evert, Chairman of the Red River Basin JPB, that
requested financial support for the organization to apply for a Challenge Grant to hire an executive
secretary.
Motion by Lindquist, second by Portmann, and unanimously carried to notify the Red River Basin
JPB that Otter Tail County is unable to financially support the application for this Challenge Grant
Performance Evaluation Summaries
Motion by Lee, second by Froemming, and unanimously carried to accept the favorable
performance evaluation summaries of Bill Kalar, Land & Resource Director, and Bob Moe,
Assessor, by authorizing the Chair's signature and to include the summaries in their personnel
files.

At 2:56 p.m., Chairman Nelson declared the meeting of the Otter Tail County Board of

(1) The plat of "Peach's Silent Lake Beach" was prepared by John Howard, a Registered Land
Survey, or who is deceased.
(2) The plat of"Peach' s Silent Lake Beach" was filed for record in the office of the County Recorder
in and for Otter Tail County, Minnesota, on December 16, 1955, and was recorded in Book N of
