Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 6, 1999 at 9:33 a.m. at
the Otter Tail County Courthouse with Commissioners Sydney Nelson, Chair; Virginia Partmann,
Vice-Chair; Malcolm Lee, Andy Lindquist, and Roger Froemming present.
Approval of Agenda
Motion by Lee, second by Lindquist, and unanimously carried to approve the County Board
agenda ofApril 6, 1999 with the following changes:
Canceled -Land & Resource Committee Meeting
Capital Improvement Committee Expenditure
Approval of Minutes
Motion by Partmann, second by Froemming, and unanimously carried to approve the County
Board minutes of March 30, 1999 as mailed.
West Central Minnesota Housing Partnership
Luan Quaal, WCMN Housing Partnership Executive Director updated commissioners on several
partnership programs with emphasis on a program designed to prevent people from losing their
homes. This program includes case management. Ms. Quaal is currently writing a grant to
receive funds from the MN Housing Finance Agency for the prevention program and requested a
letter of support from Otter Tail County. Commissioners stated that the HRA office is handling
Otter Tail County's housing projects and have done a good job. Chairman Nelson agreed to write
a letter of support as Otter Tail County doesn't currently have a program to prevent homelessness.

OtterTail County Resolution No. 99 -18
Upon a motion by Portmann, second by Lee, and unanimously carried, the Otter Tail County Board
of Commissioners adopts the following resolution:
WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses
and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board;
and
WHEREAS the Dent Firefighter Relief Association, Dent, MN, has made an application to the
Gambling Control Board for a premise permit to conduct lawful gambling at the Huckleberry's Bar
and Grill, in Dora Township of Otter Tail County; and
WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not issue a
premise permit unless they receive a resolution from the Otter Tail County Board of
Commissioners approving the permits; and
WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the
conduct of lawful gambling by the Dent Firefighter Relief Association, Dent, MN, at the
Huckleberry's Bar and Grill, in Dora Township of Otter Tail County.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the Dent Firefighter Relief Association, Dent,
MN, at the Huckleberry's Bar and Grill, in Dora Township of Otter Tail County, provided the
applicant meets all the necessary criteria for the licenses and permits as required by the Gambling
Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the
Township of Dora by sending them a copy of this resolution.

Legislative Letter of Support
Highway Engineer, Rick West presented a draft letter in support of legislation for turnback and
bridge replacement funding. Chairman Nelson signed the letter that will be sent to local legislators.
Approval to Pay Bills
Motion by Portmann, second by Froemming, and unanimously carried to approve payment of bills
per Attachment A of these minutes which include the following lodging payments:

(reimbursable by MCCC)

Payment Approval
Motion by Lindquist, second by Portmann, and unanimously carried to approve payment to
Minnesota Motor Company of Fergus Falls, MN, in the amount of $61,414.44, for four (4) 1999 4-
door Chevrolet Lumina vehicles to be used in the Social Service Department. Payment for two
vehicles will be disbursed from the 1998 budget and two from the 1999 budget.
Legislative Committee Meetings
Solid Waste Director, Mike Hanan reported that the Quadrant legislation would be discussed in the
House by the Capital Investment Committee at 12:30 p.m. on Thursday and in the Senate with the
Ag and Environmental Budget Committee at 6:00 p.m. Mr. Hanan has spoken with other counties
interested in the retrofitting of the Quadrant Facility and mentioned that those counties would send
representatives to the hearings in addition to Otter Tail County and Perham officials. Discussion
followed regarding the facility and the urgency in getting the facility operational again.
Extension Committee Appointment
Motion by Froemming, second by Lindquist, and unanimously carried to appoint Roger Ruckheim
of Parkers Prairie to the Otter Tail County Extension Committee to replace the term of
Harold Thoennes.
Closed to the Public
At 10:40 a.m., Chairman Nelson declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of Land &
Resource Director, Bill Kalar, pursuant to M.S. §471.705 Subd. 1d(d). At 11 :00 a.m., upon
conclusion of Mr. Kalar's performance evaluation, the meeting continued in closed session for the
purpose of evaluating the performance of Assessor, Bob Moe pursuant to the above-mentioned
statute. All five seated commissioners were present for both evaluations. A summary of
performance conclusions will be provided at the next regular board meeting.
