HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/23/19990 0 Call to Order The Otter Tail County Human Services Board convened Tuesday, February 23, 1999 at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Syd Nelson, Chair; Virginia Partmann, Vice-Chair; Malcolm Lee, Secretary; Andy Lindquist, and Roger Froemming present. Approval of Agenda Motion by Partmann, second by Lee, and unanimously carried to approve the Human Services Board agenda of February 23, 1999 as presented. Approval of Minutes Motion by Lee, second by Froemming, and unanimously carried to approve the Human Services Board minutes of February 9, 1999 as mailed. Juvenile Restitution Grant Funds Chuck Kitzman, Court Services Director, submitted a contract that will provide Otter Tail County Court Services with $2,500 additional funds for FY99. Chairman Nelson signed the contract. Governor's Budget Recommendations Mr. Kitzman provided a handout of the Governor's budget recommendations for Community Services Program and Corrections for the 2000-01 biennial budget. Mr. Kitzman reported that the budget proposed provides some additional funds for corrections in Criminal Justice Aid, Caseload/Workload reduction funding, and County Probation Officer reimbursement. Assisted Living Contract Public Health Director, Diane Thorson, requested approval of a contract between Otter Tail County Public Health Department and Riverview Heights to provide assisted living services. Discussion followed regarding the Assisted Living program vs. the cost of these individuals being in a Nursing Home. Commissioner Lindquist requested financial information specific to the Assisted Living Program for calendar year 1998 and 1999 by the next meeting. Motion by Partmann, secontl'by Lee, and unanimously carried to authorize the appropriate County officials' signatures to execute a contract between Otter Tail County Public Health Department and Riverview Heights to provide assisted living services for 1999. Interpreter Services Ms. Thorson requested approval of a contract with Pacific Interpreters to operate a telephone interpretive service. After approval of the contract, an access code would be issued to connect Public Health with an interpreter based on the language required. The service provides access to every language in the world. Ms. Thorson noted that the interpretive expenses would be paid from the Public Health phone expense budget. Otter Tail County Board of Commissioners February 23, 1999 Page2 ... --• Motion by Partmann, second by Froemming, and unanimously carried to approve a contract Q between Pacific Interpreters and the Otter Tail County Public Health Department for interpretive ·.•· services in the amount of $1.95 per minute subject to contract changes as outlined by the County Attorney. Dental Clinic Update Ms. Thorson reported that 173 people were serviced during the recent two-week dental clinic. She noted that the MA dollars received to provide this service is sufficient to cover the expenses of the clinic. Family Services Collaborative The Public Health Director opened discussion regarding the Family Services Collaborative. She reported that the next Collaborative meeting is Thursday and the County should bring back to Collaborative partners the County Board's recommendation on structure for the Governing Board. Discussion followed regarding the goals and mission of the Family Services Collaborative. Mr. Kitzman reported that LeSeur County has decided not to participate in a Collaborative for the same reasons as Otter Tail County has identified as stumbling blocks. He noted that the . . ' . ' . Collaborative partners are in the process of agreeing on a project (mission) in order to move forward at this time. John Dinsmore stated that he is in favor of the Collaborative concept ultimately in order to create a better place for children and families. Lengthy discussion continued regarding possible governance structure of the Collaborative. Motion by Partmann, second by Froemming, and unanimously carried to support the concept of a six-member Executive Policy-Setting Committee, with a larger organization being the next level/tier Q that would include a representative from each Collaborative partner. The proposed Executive Board would consist of two County Board members, two School Board members, and two representatives from the non-profit organizations. CD Contract Motion by Lee, second by Partmann, and unanimously carried to authorize the Chair's signature to execute a contract between Otter Tail County Social Services and BHSI (Behavioral Health Systems Inc.) to reimburse providers, under the PMAP system, $80 per hour for Rule 25 Chemical Dependency assessments subject to approval by the County Attorney. Adult LAC Annual Report Social Services Supervisor, Tom Jensen, introduced Adult Local Advisory Committee members Ardis Brensike and Fonda Knutson. Ms. Brensike and Ms. Knutson reported that the group's focus for the year was to increase support for mental health services through the clergy in an effort to extend the natural support system of our community. Mr. Jensen commended this group for their dedication and noted that the Adult LAC was instrumental in finding funding to support "A Place to Belong". Discussion followed. Chairman Nelson thanked Ms. Brensike and Ms. Knutson for their report and the group's efforts. Contract Approval -Pill-Alert Equipment Motion by Lee, second by Froemming, and unanimously carried to authorize the appropriate County officials' signatures to execute a Letter of Agreement between Pill-Alert Distributor of Q ... Compumed Automated Medication Dispenser and Otter Tail County Social Services for ·· AC/EW/CADI/TBI or CAC clients. The agreement is effective from March 1, 1999 through June 30, 1999. i 0 0 0 Approval of Bills & Claims Otter Tail County Board of Commissioners February 23, 1999 Page 3 Motion by Partmann, second by Lindquist, and unanimously carried to approve the Human Services bills and claims as presented. Approval of Agenda Motion by Partmann, second by Froemming, and unanimously carried to approve the County Board agenda of February 23, 1999 with the following addition: Retirement Presentation -VSO, Chet Toso Approval of Minutes Motion by Froemming, second by Partmann, and unanimously carried to approve the County Board minutes of February 16, 1999 as mailed. Highway Project Update Highway Engineer, Rick West, provided a handout that outlined highway design and construction projects with projected completion or bid opening dates. He briefly reviewed the projects and answered questions. Commissioners Malcolm Lee and Andy Lindquist were present at 1:10 p.m. Final Payment -SAP 56-610-11 Motion by Lee, second by Partmann, and unanimously carried to approve final payment to Mark Sand & Gravel Acquisition Co. in the amount of $11,113.17 for completion of CSAH No. 10 overlay project. Final Payment -C.P. 98:TM Motion by Lindquist, second by Lee, and unanimously carried to approve final payment to Traffic Marking Services of Buffalo, MN in the amount of $25,813.41 for completion of 1998 countywide traffic marking services Business Survey Report Marie Tysdal, Solid Waste Public Information and Education Officer, presented a summary of a Business survey conducted in April of 1998. There was a good return response to the survey. Otter Tail County Board of Commissioners February 23, 1999 Page4 Ms. Tysdal reviewed the questions addressed on the survey and how most businesses responded. She noted that interacting with businesses in this manner helps to educate the public on reusing and recycling and fosters a sharing of ideas. Letter of Request -Legislative Funding for Quadrant Facility County Coordinator, Larry Krohn, reported that a preliminary report by the Barlow Group regarding the outfitting of the incinerator was outlined and included the agreement of various entities to retrofit the facility. As a follow-up to the consultant's report, Perham City Administrator, Bob Louiseau, made preliminary contact with area legislators and drafted a letter to request an appropriation of Capital Assistance Funding to allow retrofit of that project. OEA grant funding has expended all grant funds at this time and won't receive more until next year's legislative session. They presented a draft Letter of Request to ask the legislature to consider special legislation to provide some funding for the Quadrant facility. Motion by Lindquist, second by Lee, and unanimously carried to authorize the signatures of the Chair and the Mayor of Perham to execute the Letter of Request as presented. Retirement Presentation Chairman Nelson officially thanked VSO, Chet Toso, for his past years of service as Otter Tail County's Veterans Service Officer. Mr. Toso briefly reminisced about his past years serving his Country in several different capacities including with Otter Tail County. County Commissioners wished him well in his retirement. 0 Approval to Pay Bills Q Motion by Lindquist, second by Froemming, and unanimously carried to approve the bills per Attachment A of these minutes. Snowmobile Trails Otter Tail County Resolution No. 99 -09 UPON a motion by Lee, second by Lindquist, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, the Commissioner of Transportation of the State of Minnesota has made available certain Trunk Highway right-of-way as shown in red on exhibit "A" in Limited Use Permit, on file with the County Auditor, and made part thereof, for the purpose of constructing, maintaining, and supervising a snowmobile trail, and WHEREAS, the County of Otter Tail desires to make available to its citizens and visitors, such an area for the aforementioned purposes, in harmony and keeping with its recreational plan, and, WHEREAS, the County of Otter Tail is willing to operate, maintain, and safeguard the facility as set for the in the Limited Use Permit, attached hereto, and made a part thereof, NOW, THEREFORE, BE IT RESOLVED, that the Chairperson of the Board of Commissioners execute the aforesaid Limited Use Permit.
