Approval of Agenda Motion by Lindquist, second by Partmann, and unanimously carried to approve the County Board agenda of February 2, 1999 with the following additions: Solid Waste Advisory Committee Appointments Capital Improvement Committee Meeting Approval of Minutes Motion by Partmann, second by Lee, and unanimously carried to approve the County Board minutes of January 26, 1999 as mailed with the following addition: 0 Add a heading January 26, 1999, top of page 4 -"Citizen Comment -Proposed Plat of "West Silent Lake Retreat" 0 Correction -Minutes of January 19, 1999 Motion by Lee, second by Froemming, and unanimously carried to approve a correction in the January 19, 1999 County Board minutes Page 3 under Planning Commission Recommendations ("Old Town Acres") as follows: Initial Language: Land & Resource Director, Bill Kalar, presented a map showing one lot that will be divided into two lots and explained that the lot width is 135' which is less than required by ordinance. Corrected Language: Land & Resource Director, Bill Kalar, presented a map showing one lot that will be divided into two lots and explained that during the Planning Commission's discussion regarding this plat, a question pertaining to lot width arose. Pelican Rapids, MN 56572 Fuchs Sanitation Box 204 Glyndon, MN 56547 Minn-Kola Recycling Hwy. 59 North Detroit Lakes, MN 56501 C & J's Lake Service Rt 2, Box 199 Pelican Rapids, MN 56572 Ken's Garbage Service PO Box 55 Clitherall, MN 56524 Resolution Concurring with Trail Development and Naming of Fiscal Agent for the Central Lakes Trail Project Otter Tail County Resolution No. 99-05 UPON a motion by Lee, second by Partmann, and unanimously carried, the Otter Tail County Board of Commissioners adopts the following resolution: WHEREAS, Douglas, Grant, and Otter Tail Counties have received !STEA funding for construction Q of Phase II of the CENTRAL LAKES TRAIL; .. · WHEREAS, the Minnesota Department of Natural Resources has awarded a matching grant of $55,000 from the REGIONAL TRAIL INITIATIVE GRANTS PROGRAM for the construction of the CENTRAL LAKES TRAIL; BE IT THEREFORE RESOLVED, that the County of Otter Tail concurs with the trail development partially being funded by the REGIONAL TRAIL INITIATIVE GRANT PROGRAM and assigns the Douglas County Auditor as the fiscal agent for the project. Bid Award -C.P. 99:TM, Countywide Traffic Marking After previously advertising for bids, Highway Engineer Rick West, opened the following bids for 1999 Countywide Traffic Marking at 1 :00 p.m. on January 27, 1999: Traffic Marking Services, Inc. Buffalo, MN Tri-State Striping, Inc. West Fargo, ND AAA Striping Service Co. Rogers, MN $138,416.72 $147,504.20 $149,548.89 Motion by Partmann, second by Lee, and unanimously carried to award C.P. 99:TM, 1999 Countywide Traffic Marking Services to the low bidder Traffic Marking Services, Inc. in the amount of $138,416.72 for 1999 Traffic Marking Services as recommended by the Highway Engineer. Approval to Pay Bills Motion by Lindquist, second by Lee, and unanimously carried to approve the bills per Attachment A of these minutes which includes the following lodging payments: Best Western Kelly Inn Radisson Hotel Duluth Ramada Hotel-St. Paul Commissioner Syd Nelson Deputy Sheriff, James Stewart Detention Officer, David Iverson Proposed Reduction in License Tax Fees Mr. West referred to Governor Ventura's budget released last week that included a reduction in license tab fees for Minnesota motorists. Mr. West requested authorization to write a letter to Otter Tail County's local legislators to express the importance of replacing the funds lost by reduced license tax fees with a dedicated fund so the replacement funding is not subject to political or market conditions. Mr. West expressed that dedicated funds will be important to preserve the Otter Tail County Board of Commissioners February 2, 1999 Page4 integrity of Minnesota's transportation system. County commissioners concurred and requested 0 that Mr. West draft the aforementioned letter.
