HomeMy WebLinkAboutBoard of Commissioners - Minutes - 01/26/19990 0 Call to Order The Otter Tail County Human Services Board convened Tuesday, January 26, 1999 at 9:35 a.m. at the Otter Tail County Courthouse with Commissioners Syd Nelson, Chair; Virginia Partmann, Vice-Chair; Andy Lindquist, and Roger Froemming present. Commissioner Malcolm Lee was absent. Approval of Agenda Motion by Froemming, second by Partmann, and unanimously carried to approve the Human Services Board agenda ofJi;lnuary 26, 1999 as mailed. Approval of Minutes Motion by Lindquist, second by Partmann, and unanimously carried to approve the Human Services Board minutes of January 12, 1999 as mailed. Public Health Adolescent Report -Knoppka Institute Andrea Dulski-Bucholz, Public Health Nurse, attended a conference at the Knoppka Institute regarding adolescent mental health. Ms. Bucholz noted that the speakers at the conference have completed extensive research on risky adolescent behavior and how to reduce those behaviors and additionally, provided statistics from surveys to show the increased risky behaviors of teens and the related costs to communities and government. She reported that the Knoppka Institute supports the community approach to support teens and build resiliency. Ms. Bucholz was excited to report that our County is working with the community approach with involvement in "Vision to Action Groups" in the Healthy Community Initiative. The Initiative is made up of business leaders and community resource leaders as well as various providers of services. She stressed that the Initiative has four different teams working with adolescents in our communities. This is the approach the Knoppka Institute encouraged. Discussion followed. Approval of Contract -University of Minnesota Motion by Partmann, second by Froemming, and unanimously carried to authorize the appropriate county officials' signatures to execute a contract between the Otter Tail County Public Health Department and the University of Minnesota for dental clinics to be held February 1, 1999 through February 4, 1999 and February 8, 1999 through February 12, 1999. Training Seminar for Family Services Collaborative Ms. Thorson reported that at the last Family Services Collaborative meeting, a recommendation from providers was to research and potentially change how mental health services are offered to children in Otter Tail County. The providers recommended a training session from a psychologist, Dr. Dikel, from the Fargo area. Dr. Dikel has a large background in the area of "what works for children". Motion by Partmann, second by Nelson, and unanimously carried to authorize payment to Dr. Dikel, for a day-long training for the Family Services Collaborative, in the amount of $1,600, to Otter Tail County Board of Commissioners January 26, 1999 Page 2 be paid from the Adolescent Parenting Grant. The training will focus on the most effective o programs for delivering mental health services for children. . Cultural Diversity Workshop Motion by Partmann, second by Froemming, and unanimously carried to approve an expenditure not to exceed $600 for expenses for a cultural diversity workshp ("Victims of Torture Workshop"). The workshop will be open to all individuals throughout the County. Appointment to the Community Health Services Committee Motion by Partmann, second by Froemming, and unanimously carried to appoint Audrey Jackson as a consumer member of the CHS Committee effective January 1, 1999. Court Services Vehicle Request Mr. Kitzman reported that purchase of a vehicle for his department is included in the Court Services budget. He presented quotations for vehicles from the Minnesota State Contract and Otter Tail County local dealerships. Mr. Kitzman recommended purchase of a 4 cylinder 1999 Plymouth Breeze from Falls Automotive in the amount of $11,997. The lowest bid was from the State Contract, Grossman Chevrolet, in the amount of $11,797 however, Mr. Kitzman felt that the difference could be saved with local delivery and service. Motion by Froemming, second by Partmann with Lindquist abstaining, to authorize the Court Services Director to purchase the 1999 Plymouth Breeze from Falls Automotive in the amount of $11,997 as the difference from the lowest bid can be saved by purchasing locally. Approval of Amendment with DOC Motion by Lindquist, second by Partmann, and unanimously carried to authorize the appropriate county officials' signatures to execute an amended budget to the DOC. The amended budget includes a budgeted line item of $10,100 under equipment because this is a one-time expenditure. Approval of Contract with Catholic Charities Human Services Director, John Dinsmore, requested approval of a contract with Catholic Charities that includes a 3% rate increase. Motion by Lindquist, second by Froemming, and unanimously carried to authorize the Chair's signature to execute a contract between the Otter Tail County Department of Social Services and Catholic Charities -Intensive Treatment Unit for the period of February 1, 1999 to December 31, 1999. The rate will increase from $258.56 per day to $266.32 per day. Contract Approval for Crisis Services Social Services Supervisor, Tom Jenson, requested approval of an addendum to the Host County Contract between Otter Tail County Department of Social Services and the Regional Treatment Center for FY99. The addendum provides for regional crisis management services for the developmentally disabled at waivered service sites. D Motion by Lindquist, second by Froemming, and unanimously carried to authorize the appropriate o county officials' signatures to execute the addendum to provide crisis management services as . described above. 0 Q . . Bills & Claims Otter Tail County Board of Commissioners January 26, 1999 Page 3 Motion by Lindquist, second by Partmann, and unanimously carried to approve the Human Services bills and claims as presented. Pelican Rapids Resource Center Ms. Thorson and Mr. Dinsmore reported on a meeting with the CAP agency regarding funding for the Pelican Rapids Resource Center. Lengthy discussion followed regarding the need for this service, corresponding interpretor services, and community change. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, January 26, 1999 at 1 :01 p.m. at the Otter Tail County Courthouse with Commissioners Syd Nelson, Chair; Virginia Partmann, Vice-Chair, Andy Lindquist, and Roger Froemming present. Commissioner Malcolm Lee was absent. Approval of Agenda Motion by Lindquist, second by Froemming, and unanimously carried to approve the County Board agenda of January 26, 1999 with the following addition: Appointment of Veterans Service Officer Approval of Minutes Motion by Lindquist, second by Froemming, and unanimously carried to approve the County Board minutes of January 19, 1999 as mailed. EAW -West Silent Lake Retreat Land & Resource Director, Bill Kalar, reported on a special meeting of the Planning Commission held on January 19, 1999 to determine if an Environmental Assessment Worksheet should be prepared prior to further consideration of the Preliminary Plat of "West Silent Lake Retreat". Mr. Kalar submitted meeting minutes which included their findings of fact for the EAW needs determination. The conclusion of the Findings of Fact is that there is potential for significant environmental affect therefore, the Planning Commission recommends that an EAW be prepared prior to further action of the proposal. Motion by Lindquist, second by Partmann, and unanimously carried to uphold the recommendation 0 · of the Planning Commission to proceed with an Environmental Assessment Worksheet for "West Silent Lake Retreat" and to authorize the Land & Resource office to administer the EAW notification requirements and proceedings. Otter Tail County Board of Commissioners January 26, 1999 Page 4 Citizen Comment. Proposed Plat of "West Silent Ladke Retreat'f' T k H. h 0. Citizen, Mr. Dombeck, expressed a concern with the blind area aroun a curve o run 19 way """'1 No. 8 where the above plat's road access is proposed. Right of Way Platting -CSAH No. 4 Reconstruction Rick West, Highway Engineer, presented three quotations for right of way platting for the CSAH No. 4 Reconstruction project (S.P. 56-604-09). Motion by Lindquist, second by Froemming, and unanimously carried to award the aforementioned project to the lowest bidder, Ackerman Land Surveying of Wahpeton, ND in the amount of $8,448 as recommended by the Highway Engineer. Final Payment -Countywide Seal Coat Motion by Froemming, second by Lindquist, and unanimously carried to authorize final payment to ASTECH Corporation of St. Cloud in the amount of $33,857.96 for Countywide Seal Coat (S.A.P. 56-030-01) as recommended by the Highway Engineer. Wetland Credits Mr. West reported that the state Board of Water and Soil Resources (BWSR) requested information on the County's interest in selling wetland credits. At this time, the County Board expressed no interest in the sale of those credits to BWSR. Payment Approval -Minnesota Statute Books n Motion by Lindquist, second by Froemming, and unanimously carried to approve payment to the '-'tj'jl State of Minnesota in the amount of $915.90 for the purchase of four sets of Minnesota Statutes. County Extension Committee Reappointments Motion by Froemming, second by Nelson, and unanimously carried to reappoint Carol Rethemeier and Harold Thoennes to the Otter Tail County Extension Committee effective January 1, 1999 for a three-year term. Approval of Tobacco License Motion by Lindquist, second by Partmann, and unanimously carried to approve the following application for tobacco license: Marilyn A. Heit Wee Villa Lodge RR 2 Box 182 Fergus Falls, MN 56537 Approval to Pay Bills Motion by Lindquist, second by Partmann, and unanimously carried to approve the bills per Attachment A of these minutes. Food Service Certification Extension Educator, Angela Berge, informed Board members that as of January 1, 2000, restaurants and other food service sites will need certification for the safe handling of food. The Q Extension and Public Health agencies are working together to provide the day-long training sessions. The training will be provided in all areas of the County. Ms. Berge presented the book compiled by the National Restaurant Association that is used for the course. She reported that this requirement was legislatively mandated and the certification is good for three years. Appointment of Veterans Service Officer Commissioner Partmann, on behalf of the Personnel Committee, reported that Chet Toso, Veterans Service Officer has submitted his resignation. The Personnel Committee looked at the potential of filling the position from the inside and determined that there is only one individual qualified for the position. Motion by Partmann, second by Lindquist, and unanimously carried to appoint Assistant Veterans Service Officer, Jourdan Sullivan, as Veterans Service Officer effective March 1, 1999. The hiring process for Assistant Veterans Service Officer will be opened to the public through the established County hiring procedures. Billing from Camp Ripley Sheriff, Gary Nelson, explained that he has received a bill from Camp Ripley for two Otter Tail County residents. He stated that because Otter Tail County has its own STS program, his budget does not contain a line item for out-of-board purposes and funds were not set aside for this budgetary purpose. Discussion followed. Chief Deputy, Mark Morris requested authorization to exceed the 1999 Sheriff's Department budget in this matter. Motion by Nelson, second by Lindquist, and unanimously carried to authorize payment of the bill from Camp Ripley in the amount of $1,007.83 and requested that the Sheriff meet with the Auditor to determine which fund could be used for this purpose. Appointment to Economic Development District Board Motion by Lindquist, second by Froemming, and unanimously carried to appoint Commissioner Malcolm Lee to the Economic Development District (EDD) Board of the West Central Initiative for 1999. Collections Officer Position County Attorney, David Hauser, reported on some budgetary issues relative to the Collections Officer position. Commissioner Lindquist requested that the County Attorney research the original funding set aside for the Collections position. Motion by Lindquist, second by Partmann, and unanimously carried to authorize a Collections Officer position to be placed in the County Attorney's office at a DMG grade 14. Recess Closed to the Public At 2:15 p.m, Chairman Nelson declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. At 2:25 p.m., Chairman Nelson declared the meeting of the Otter Tail County Board of Commissioners closed to the public to discuss pending litigation relative to the Quadrant Corporation as authorized by attorney-client privilege, M.S. 471.705 Subd. 1d. Present were four seated commissioners (Syd Nelson, Andy Lindquist, Roger Froemming, & Virginia Partmann), County Attorney, County Coordinator, Recording Secretary, and Solid Waste Director.
