Call to Order
The Otter Tail County Human Services Board convened Tuesday, December 22, 1998 at 9:35 a.m.
at the Otter Tail County Courthouse with Commissioners Syd Nelson, Chair; Virginia Partmann,
Vice-Chair; Malcolm Lee, Secretary; Andy Lindquist, and Bill Stone present.
Approval of Agenda
Motion by Stone, second by Lee, and unanimously carried to approve the Human Services Board
agenda of December 22, 1998 as mailed.

Motion by Lindquist, second by Portmann, and unanimously carried to approve the Human
Services Board minutes of December 8, 1998 as mailed.
Court Services Advisory Board Reappointments
Motion by Lindquist, second by Partmann, and unanimously carried to reappoint Janyne Hoff of
Dalton, MN and Donald Koester of Fergus Falls to the Otter Tail County Court Services Advisory
Board effective January 1, 1999 for a three-year term.
Caseload/Workload Reduction Funds
Court Services Director, Chuck Kitzman, informed the Board that $10,100 of available caseload
reduction funds for FY98 was not spent. A letter from the Department of Corrections stated that
the County is eligible to apply for these funds in FY99.
Motion by Partmann, second by Lindquist, and unanimously carried to authorize the
Court Services Director to apply for the funds as stated above. The application must be submitted
by January 7, 1999.
Family Service Collaborative Letter of Commitment
Mr. Kitzman presented a Family Services Collaborative letter of commitment. Each department
that is a member of the Collaborative has been asked to draft a letter of commitment. The County
Attorney noted that Otter Tail County is a member of the Collaborative as well as individual
departments and potentially must contribute funds in addition to the individual departments'
contributions to the Collaborative. Discussion continued regarding liability relative to the
collaborative structure and concerns with duplication of services. Chairman Nelson requested that
this issue be brought back to the Human Services Board at their next regular meeting.
Commissioners requested that the County Attorney draft a letter of commitment for the County
Board.
Otter Tail County Community Health Service Committee
Public Health Director, Diane Thorson, reported that the following appointments/reappointments
are required effective January 1, 1999 for the Otter Tail County CHS Committee:

State Health Advisory Committee
Chairman Nelson appointed District IV Commissioner-elect, Roger Froemming, to the State Health
Advisory Committee. Ms. Thorson reported that this committee meets four times per year and
provides recommendations for policy changes to the Commissioner of Health.
Request for Approval of Dietician Position
Diane Thorson, Public Health Director, reported that the Public Health Dietician position funded
through the WCAAA is currently a temporary position. She reported that this position will be
refunded by WCAAA and therefore, requested that the position be made permanent. This is a two-
day per week position.
Motion by Portmann, second by Lee, and unanimously carried to transfer the temporary Dietician
position to a two-day per week, permanent, part-time position subject to receiving the grant funds
through the WCAAA.

Request for Approval of Public Health LPN Positions
Ms. Thorson requested approval of two 20-hour per week permanent, LPN positions. Discussion Q
followed. Motion by Stone, second by Lindquist, and unanimously carried to authorize two 20-hour
per week LPN positions subject to approval of the Personnel Committee.
Approval of Contract with Consultant Pharmacists, Inc.
Ms. Thorson reported that new Medicare regulations include review of all medications patients are
taking and determination of side affects experienced by the patient and sharing the information
with the physician. This service is available through Consultant Pharmacists, Inc. and the cost is
approximately $3,000 per year for the service.
Motion by Lee, second by Portmann, and unanimously carried to authorize the appropriate County
officials' signatures to execute a contract between Otter Tail County Public Health Department and
Consultant Pharmacists, Inc. for the aforementioned services.
Social Services Advisory Committee
Human Services Director, John Dinsmore, referred to M.S. 402 that stipulates a Social Services
Advisory Committee for agencies organized under this statute. He noted that the County has
active MH Local Advisory Committees. Discussion followed. Commissioners directed
Mr. Dinsmore to work with the County Attorney and County Coordinator regarding the statute and
committee structure and return to the Board with a recommendation.
Request for Approval of Purchase of Vehicles
Mr. Dinsmore reported that he submitted a request to purchase four Chevy lumina vehicles through 0
the State Contract. Commissioner Lindquist requested that Mr. Dinsmore request bids from local ·
dealers and compare with the State bid.

Social Services Block Grant

The Human Services Director reported that the state has experienced a decrease in the Social
Services Block Grant dollars, therefore, the County will also experience a decrease in this funding
from $472,000 to $378,000. These funds are used for a variety of services including De Tax and
outpatient mental health services. Chairman Nelson requested that Mr. Dinsmore return with a
recommendation how to offset this reduction in funds.
Bills & Claims
Motion by Lindquist, second by Partmann, and unanimously carried to approve the Human
Services bills and claims as presented.
Approval of Annual Purchase of Service Agreements
Social Services Supervisor, Tom Jensen, requested approval of annual contracts with no increase
in cost of services from 1998. Motion by Lindquist, second by Lee, and unanimously carried to
authorize the Chair's signature to execute the following 1999 Social Services agreements:
Vergas Assisted Living Residential Services under AC/EW or CADI programs
Lutheran Social Services Guardianship Services
· · Lutheran Social Services Respite Care Services
TRANSEM Adult MH Services (MH System/Supported Employment)
Cedar and Douglas Group Homes
Motion by Lindquist, second by Partmann, and unanimously carried to authorize the Chair's
signature to execute a closure statement for the Cedar and Douglas Group Homes as 6-bed
ICF/MR facilities.
Motion by Partmann, second by Lee, and unanimously carried to authorize the Chair's signature·to
execute contracts between Otter Tail County Social Services and Cedar and Douglas Group
Homes to serve as 4-bed ICF/MR facilities. These facilities are operated through Prairie
Community Services.

At 11 :15 a,m., Chair Nelson declared the meeting of the Otter Tail County Human Services Board

Approval of Minutes
Motion by Nelson, second by Lindquist, and unanimously carried to approve the County Board
minutes of December 15, 1998 as mailed.
Approval to Pay Bills
Motion by Partmann, second by Stone, and unanimously carried to approve the bills per
Attachment A of these minutes which include the following lodging payments:

Discussion -Ditch No. 64
Ditch Inspector, Tiny Holm, and other officials reported on a restoration project in a wetland area in
Orwell Township. He reported that Ditch f\Jo. 64 would continue to operate as a county ditch.
WOTSW District Manager, Brad Mergens, briefed the Board regarding the project. He explained
the wetland bank project and the Wetland Conservation Act technical review process. Discussion
followed on whether or not this is an improvement or repair because of the change in the design of
the ditch. The County Attorney questioned whether or not the area was going to be dredged and
stated that this could require an engineer.

Rev. Norman Nissen, property owner, provided maps and several handouts describing the history O
of the land proposed for this wetland project. He submitted a letter with several reasons he·is
opposed to the project and has concern that his adjacent property would flood in the future.
Discussion continued. Commissioners referred the matter to the County Attorney.
Approval of Assessment for Ditches
Mr. Holm requested that Commissioners establish a County Ditch Fund to provide funds for active
ditches in the County. He recommended a $500 assessment for every active ditch. These funds
would be used for minor repairs such as removal of beavers. Major work in County Ditch Systems
would require a redetermination of the benefited property owners.
Motion by Partmann, second by Lindquist, and unanimously carried to authorize the Ditch
Inspector and County Auditor to begin the process to establish an assessment for active ditches to
be deposited in a Ditch Fund. The amount of money per ditch will be subject to the approval of the
County Attorney.
Agriculture Information Update
Extension Educators, Bob Stommes and Bill Saumer briefed commissioners on various Ag
programs and activities they will be working with in 1999. Some activities include livestock odors
seminars, crop tours, soybean plat and breeding program, etc. They provided many handouts as
well as the December, 1998 "Minnesota Varietal Trials Results" magazine. Commissioners noted
that the magazine is very informative for farmers.

Payment Approval
Motion by Lindquist, second by Nelson, and unanimously carried to approve payment, in the
amount of $500, to the Minnesota Red River Valley Development Association for the County's
1999 appropriation.
Approval of Temporary Snowmobile Trail Easement
Motion by Nelson, second by Stone, and unanimously carried to approve the renewal of the
Temporary Snowmobile Trail Easement with the Otter Trail Riders Snowmobile Club for the
purpose of continuing a temporary seasonal use snowmobile trail across the following described
parcel of tax forfeited property situated in the County of Otter Tail, State of Minnesota:
The East Half of the Southwest Quarter, Except the West 10 Rods of the North
16 Rods, all in Section 34 of Township 136 (79 acres).
Payment Approval
Motion by Partmann, second by Lindquist, and unanimously carried to authorize payment, in the
amount of $612, to Goodhue County for Otter Tail County's share of the Minnesota Utility Counties
contract with DKM Consulting for the period of December 1, 1998 through June 30, 1999.

Water Plan Committee Recommendations
Land and Resource Director, Bill Kalar, reported that the Water Plan Committee met May 18, 1998 r'\
and December 12, 1998. As required by the Comprehensive Local Water Plan, Mr. Kalar \tii,,/
presented seven recommendations to the County Board as follows:
1. The Commissioners should establish a County Ditch Fund ($500/ditch) with County officials establishing
priority for clean out activity.
2. The Commissioners should encourage adjacent Counties to provide notice of proposed ditch projects, which
may affect Otter Tail County property owners (OTCo. should do the same).
3. The GIS Department should begin locating (GPS and/or existing data) existing wells Countywide.
4. The Commissioners should encourage the appropriate State department (Health or Agriculture) and/or agency
(MPCA) to monitor water quality as required by legislative action.
5. The Commissioners should encourage the DNR to deny applications for irrigation permits for highly erodible
lands.
6. The Commissioners should encourage those State agencies responsible for water quality to work
cooperatively to insure good water quality.
7. The Commissioners should redirect CLWP grant funds to other water related projects such as groundwater
quality.
Commissioner Lindquist stated that $20,000 of the BWSR water plan grant funds go towards
development of the GIS project. The expenditure'of these funds was approved by BWSR on the
original application (1993). Mr. Kalar gave a short presentation of several maps completed by the
GIS Department. Commissioners requested that the same presentation be given to townships.
Otter Tail Regional Hydrogeological Assessment
Mr. Kalar reported on the Otter Tail Hydrogeological Assessment program. He reported on the
well sampling and chemical analysis. More samples will be completed and then a map of the wells Q .
sampled will be completed in the year 2000.
1999 BWSR Natural Resource Block Grant
Motion by Partmann, second by Lindquist, and unanimously carried to authorize the Land and
Resource Director to apply for the 1999 BWSR Natural Resources Block Grants for local water
planning, wetland conservation act, shoreland management, and individual on-site sewage
treatment system. The application request is for $78,426 with a County arid SWCD's match of
$67,508. Commissioner Partmann directed Mr. Kalar to request the formula for funding used by
BWSR for these grant dollars.
Contract Approval -S.A.P. 56-629-06
Motion by Lindquist, second by Partmann, and unanimously carried to approve a contract between
the County of Otter Tail and Mark Sand & Gravel Acquisition Co. for S.A.P. 56-629-06 from CSAH
No. 82 to TH 210, 1 mile SE of Fergus Falls as recommended by the Highway Engineer. Cost of
the project is $566,208.73.
Approval to Purchase Trucks
Motion by Lindquist, second by Partmann, and unanimously carried to authorize the Highway
Engineer to purchase four trucks over a two-year period.
Mileage Reimbursement
Motion by Partmann, second by Lindquist, and unanimously carried to establish January 1, 1999 1--....,
as the effective date for changing mileage reimbursement for Otter Tail County employees to '-"
match the State MA reimbursement rate ($.325 per mile).

Approval of Salary Increase

Motion by Partmann, second by Nelson, and unanimously carried to approve a salary increase of
3% over the current base annual salary of $16,626 for County Commissioners effective
January 1, 1999 which follows the COLA increase for other county employees.
Per Diem Increase for Meetings
Commissioner Partmann expressed a need to raise the per diem for meetings to increase public
interest in serving the County in elected and appointed capacities.
Motion by Nelson, second by Stone, and unanimously carried to approve an increase in per diem
rates for½ day board/committee meetings to $30 and full day meetings to $40.
Approval of Contract -Cellular 2000
County Coordinator, Larry Krohn, requested approval of an agreement between the County of
Otter Tail and Cellular 2000 to allow County employees and family members to purchase a cellular
phone for $14.65 per month with 60 minutes of free airtime and no liability on the part of the
County. Mr. Krohn reported that Cellular 2000 would bill the individuals directly at their home
address.
Motion by Lindquist, second by Partmann, and unanimously carried to approve the aforementioned
agreement with Cellular 2000.

adjourned until Tuesday, January 5, 1999 at 9:30 a.m.
